Flagship project 2 - MObile radio for RAilway Networks in Europe 2

The expected obsolescence of GSM-R and the need to enable digitalisation in train operations has led the European railway sector to set a global plan for the definition of a new radio system, the Future Railway Mobile Communication System (FRMCS), as presented in the EU-Rail System Pillar Report on FRMCS V2 and V3 Scope and Planning (ref. SPG-STG-D-SPG-076-01). A key part of this plan is the delivery by UIC, in the frame of its FRMCS Program, of the FRMCS V3 specifications, also named “FRMCS 1st Edition”, corresponding to the first implementable version of the new system, for their inclusion in a new CCS-TSI in 2027. Starting from the final UIC FRMCS V2 Specifications & V3 target requirements, expected by December 2024 as a result of the ERA EECT process, there will be consequently a need to verify, complete or amend these V2 Specifications & V3 target requirements through a full testing of FRMCS functions and system, leading then to market ready V3 Specifications. This operational testing is precisely the objective of FP2-MORANE-2 (MObile radio for RAilway Networks in Europe). The first step of the testing activities will be achieved in 3 different labs, run by Ericsson, Nokia and Kontron. They will be followed by 5 different field tests, operated on two railway tracks from ADIF, one from DB, one from TRAFIKVERKET and one from PRORAIL. 4 of these lines are conventional, the 5th, in ADIF network, being a high-speed line. The PRORAIL line will welcome a MNO, KPN. The FP2-MORANE-2 project, coordinated by UIC, takes advantage of the participation of 13 European railways, from which 7 will act as associated partners. It regroups the expertise of 13 product manufacturers, all recognised as key players in the FRMCS domain, and finally benefits from the contribution of UNIFE. Conceived as a continuation of all previous FRMCS activities, such as Horizon 2020 5GRAIL prototyping project or EU-Rail R2DATO FRMCS-related work packages, FP2-MORANE-2 will set the way for FRMCS deployments in Europe, as its predecessor MORANE did for GSM-R 20 years ago.

This proposal is fully addressing the HORIZON-ER-JU-2022-FA4-01 call for project. It’s scope of work is covering the Sustainable and green rail systems including rolling stocks, infrastructures, stations and all of their related sub-systems. The objectives are to significantly progress on several families of Key Performance Indicators on different fields : technical ,environmental, economical, standardisation. The decarbonisation of Diesel trains, noise and vibration reduction, energy savings, circular economy, resource consumption, resilience to climate change and pandemic attack, attractiveness of passenger trains are at the heart of the proposed project. The consortium carrying out the project is made of recognized world-class know-how partners : operators, train and sub-sytems manufacturers, research and technology  laboratories.  It will perfectly identify the precise needs of operators including implicitly the European public policies of sustainable transports, including Climate Neutral Europe for 2050. It will provide the needed scientific and technical solutions via the development and demonstrations (up to TRL7) of new solutions increasing drastically the environmental performances of the railway holistic system. These new solutions will be proposed while verifying that they have viable economic models ensuring a rapid commercialization for the benefit of European citizens. Driven with a constant will for performance, the project will regularly quantify its KPIs progress and will communicate regularly with other ERJU projects as well as other European research entities such as Clean Hydrogen JU or Batt4EU so that all suitable synergies can be implemented. With the quality of its partners, its organization and its processes implemented for maximum efficiency, there is no doubt that this project will achieve all the project objectives set by the HORIZON-ER-JU-2022-FA4-01 Call.  

Europe’s Rail Flagship Project 4 - Sustainable and green rail systems

To meet the increasing demand for transportation of both passengers and freight, FP2-R2DATO will take the advantages of digitalisation and automation to develop the Next Generation ATC and deliver scalable Digital and Automatic (up to Autonomous) Train Operation (DATO) capabilities in order to enhance the capacity of the existing rail networks. Tangible results of FP2-R2DATO are expected to be delivered by 2025 on key topics: ATO, ETCS Hybrid level 3 and Level 3 Moving Block, digital technologies (5G-connectivity and a standardized onboard ICT-platform), and guidelines and methods for fast and cost-effective deployment and migration of DATO throughout Europe. Through these technical improvements FP2-R2DATO will meet the objectives and impacts defined in the ERJU Master Plan and Annual Work Program: contribute to increased punctuality, reliability and productivity of staff, rolling stock and infrastructure. FP2-R2DATO will pay attention to potential risks, such as acceptance by the public, synchronising with ETCS-deployment and potential legal issues,  The overall methodology FP2-R2DATO uses to achieve the desired results is set-up along three stages: from the development of technical enablers, via prototypes that lead to dedicated demonstrators at TRL 6/7. The collaborative approach of industry suppliers, railway operators, infrastructure managers, together with research centres and academia FP2-R2DATO will ensure that each of the technical enablers will be developed at a reasonable cost and will match operational requirements as well as integration innovative technologies. Feedback loops are organised to align research centers, suppliers and railway operators throughout the project, to ensure the technology developed creates the impacts aspired towards a future digitised and automated European rail system.

Europe’s Rail Flagship Project 3 - Holistic and Integrated Asset Management for Europe’s RAIL System

The IAM4RAIL project focuses on seven (7) different integrated demonstrators for rail assets which are key for research and innovation (R&I) in the rail sector.  Integrating asset condition information obtained via advanced monitoring with decision-making tools   and into the traffic management system (TMS), combining available information with artificial intelligence (AI) and digital twins are covered as key topics for R&I in IAM4RAIL. Other topics such as interventions using cutting-edge technologies as robotics or additive manufacturing are seen as relevant for improving asset management in the rail sector. An European cross-border, interoperable and holistic integrated approach is needed for those topics and others in the asset management framework, that are to be transferred once developed crucial to harmonise European Rail System. Therefore, IAM4RAIL aims to reinforce the next generation of Intelligent and Integrated Rail Asset Management providing and demonstrating innovative solutions covering fixed and rolling stock assets, minimizing the life cycle costs of assets and extend their lifetime, while meeting safety requirements and improving the reliability, availability and maintainability of the rail system. IAM4RAIL will pave the way for the integration of asset condition information and TMS, enabling optimization of train routing decisions and improving the overall lifecycle of monitored assets. IAM4RAIL ensures an increased volume of rail traffic in existing lines with improved cost efficiency and lower CO2 emissions from their maintenance and operations. Furthermore, construction time and cost of new assets and lines are reduced, the durability and reliability of their assets increased, and their life cycle costs are optimized. Competitiveness of the European railway industry is strengthened through the obtention of more qualified products, and its application improves the performance (capacity, flexibility and punctuality) of the whole railway system.

Europe’s Rail Flagship Project 5 - Transforming Europe’s Rail Freight

The rail freight sector is facing a multitude of challenges such as lack of network capacity and productivity. Manual processes still entail worker’s safety risks. Rail must adopt the emerging digital technologies to meet the customer needs.  FP5-TRANS4M-R brings together 71 partners from end-users, large industry, railway undertakings – operators and wagon keepers, SMEs, academia and research, delivering on the rail freight sector’s commitment to increase of the modal split share to 50% by 2030 revoking the causality between economic growth in Europe and pollution as well as congestions, positively impacting Europe’s citizens quality of life. FP5-TRANS4M-R’s overall goal is to establish rail freight as backbone of the lowest emission and most resilient logistics chain in Europe fulfilling the end customer requirements to their full satisfaction. Two technology clusters “Full Digital Freight Train Operation (FDFTO)” and “Seamless Freight Operation” will develop, validate and demonstrate the  FP5-TRANS4M-R technologies following an integrated systemic approach across the sector, in a competitive manner - as only then the expected automation benefits can be fully realised. Integrating DAC-enabled solutions at non- arguable interoperability with software defined systems and digital rail services will lead to increased capacity, higher throughput and shorter transportation duration. It will strengthen the cross-border coordination and cooperation between rail infrastructure managers and finally deliver optimised overall management of the rail network.  FP5-TRANS4M-R's credo is: seamless, integrated, interoperable, validated and EU-wide authorised solutions, to achieve a single EU rail freight technology framework with strictly managed interfaces for an effective system integration and seamless operation across countries, actors and modes. These objectives set the foundation, frame, and ambition for the project with an impact on the overall transport and logistics sector in EU.
