Vestre Viken is one of Norway’s largest health trusts, with over 10,000 employees delivering healthcare services to 500,000 patients, with a rapidly growing research environment. In 2023, the organization published 188 scientific articles and participated in several national research networks. Despite the increase in research and innovation activity, there has been a decline in submitted ideas for commercialization (DOFIs). This highlights an unexploited potential for research commercialization.
The main goal of the project is to strengthen Vestre Viken’s ability to commercialize research and innovation projects, as well as to improve the support function for researchers and innovators in bringing their ideas into commercial opportunities. The implementation of strategic, targeted measures will facilitate early assessment of the commercialization potential of submitted ideas and inventions, as well as increased knowledge sharing and the establishment of more industry collaborations.
Through the strategic strengthening of collaboration between the research and innovation environment in Vestre Viken and Inven2, we aim to increase the commercialization of research and innovation within the health trust, translating them into socially beneficial and economically sustainable solutions. Inven2, with its core expertise in project management, business development, patent strategy, and legal negotiations, will play a key role in advancing Vestre Viken’s commercialization processes going forward.

Prosjektets mål er å styrke teknologioverføringsfunksjonen (TTO) til Vestre Viken HF, som er en av Norges største helseaktører med over 10 000 ansatte og et bredt spekter av spesialisthelsetjenester. Med nye Drammen sykehus som åpner i 2025, vil det legges til rette for økt forskningskapasitet og tverrfaglig samarbeid. 

Vestre Viken har et bredt forskningsmiljø med 15 forskningsgrupper som dekker flere fagfelt, og har hatt en betydelig økning i forskningsproduksjon de siste årene. I 2023 ble det publisert 188 vitenskapelige publikasjoner og foretaket hadde 51 kliniske behandlingsstudier som inkluderte pasienter. Helseforetaket er ledende innen innovasjon i Norge, spesielt innen kunstig intelligens og digitale helsetjenester, og har lansert et virtuelt sykehus som tilbyr digitale helsetjenester til 10 000 pasienter.  

Til tross for betydelig økning i forsknings- og innovasjonsaktivitet i helseforetaket har antall innmeldinger av DOFIer (Disclosure of Invention) gått ned. Dette prosjektet har som mål å snu trenden ved strategiske tiltak som kan støtter kommersialiseringsprosessen. Målene inkluderer å oppnå minst 5 innmeldte DOFIer og 2 aktive kommersialiseringsprosjekter innen utgangen av 2026, fremme kompetanse, økonomisk verdiskapning og utvikling av nye innovative løsninger i helsevesenet.  

For å realisere disse målene vil prosjektet fokusere på styrket samarbeid mellom avdeling for forskning og innovasjon i Vestre Viken HF og teknologioverføringskontoret Inven2. Prosjektet vil bidra til tidlig vurdering av kommersialiseringspotensialene på innmeldte ideer og oppfinnelser, samt økt kunnskapsdeling og etablering av flere industrisamarbeid.  

Prosjektet gjennomføres i samarbeid med Inven2, som tilbyr støtte til ideutvikling og kommersialisering. Inven2 har kjernekompetanse innen prosjektoppfølging, forretningsutvikling, patentstrategi og juridiske forhandlinger, og vil spille en sentral rolle i å fremme Vestre Vikens kommersialiseringsprosesser.

Decentralized clinical trials represents the future of clinical trials where technological solutions complement or partly replace on-site visits for the patients. Decentralized trials contribute to sustainability of the health care system, increased patient involvement and broader inclusion of patients to clinical trials as well as re-localization of treatment closer to the patient compared to traditional clinical trials. 
The pilot project applied for here is well founded in the National Health and Hospital Plan 2020-23, the National Plan for Clinical Studies 2021-25 and the hospitals development plans (2035). The clinical studies, and the number of patients included in clinical trials, are expected to be doubled by 2025. To reach these goals, innovative actions must be taken, and implementation of decentralized studies through increased use of technological solutions to execute the trials in Norway will be an important contribution to reach these strategic goals.   
The pilot will result in an interdisciplinary consortium of public and private partners with specialist competence within health, clinical studies and test facilities. The consortium will prepare for a main project to implement decentralized trials and infrastructure for testing eHealth solutions in Norway. User representatives and patient organizations will be central partners of the consortium and involved in the execution of the pilot and the co-creation of the main project.
The suggested pilot and main project will increase Norway’s ability to attract decentralized trials and enable clinical trial participation to a greater part of the inhabitants of Norway, and thus contribute to equality within the health care service, less drop-out and higher quality of the trials and tests. 
In addition, increased competence and international network in this field will be a necessary building block in creating a sustainable ecosystem for commercialization of eHealth solutions under development.

1.	Patient centric treatment 
Our first priority should be to procure solutions that empower the people with multimorbid chronic conditions who today face complex and silo-based patient treatment. This means building solutions and services around the person needing care and support instead of building solutions and services based on organizational structure or treatment of single diagnoses. 
2.	Self-management? 
Our second priority should be to procure solutions that helps each patient to get better insight into and take control of his/her own health situation.? Medical devices, digital solutions and diagnostics are being developed for personal use but not integrated into a secure and quality driven public health care setting – leaving people needing care in a situation where they are searching online, buying self-tests and equipment escalating anxiety and non-trustful relations to professional health (and social) care. 
3.	Home based care 
Our third priority is to procure solutions that supports effective integrated care services given providing closer to home care. This implies integration of solutions supporting diagnostics, treatment, and care in a combination with onsite and remote delivery models.
