Bakgrunn
Det er en generell antagelse blant politiske beslutningstakere og universitetsledere at reformer knyttet til ledelse av universitetene bidrar positivt til å øke ytelsen fra universitetene. Få studier har forsket på dette, til tross for at det stadig legges fram forslag fra eksterne aktører om internreformering og "modernisering" av nordiske universiteter.

Studien
Denne studien (2014-2017) undersøker effekter for undervisning og forskning etter reformer med endringer av ledelse og ledelsesstrukturer ved offentlige universiteter i fire nordiske land: Danmark, Finland, Norge og Sverige. Dette er en sammenlignende studie som fokuserer på tre aspekter; (i) drivere, for eksempel statlige reformer, (ii) aktører, både innen universitetene og på systemnivå og (iii) effekter, både direkte og indirekte. Studien tar sikte på å belyse sammenhengen mellom endringer i ledelse og utøvelsen av undervisning og forskning i offentlig universiteter. Dessuten belyses tilsiktede og utilsiktede konsekvenser av moderniseringen av nordisk høyere utdanning. 
 

Funn 
Forskningsresultatene gir ny kunnskap om konsekvensene av reformer og endringer i styringsstrukturer i nordisk høyere utdanning. De bidrar til en bedre forståelse av moderne universiteter som i større grad har fått organisatoriske trekk som ligner foretak. Resultatene bekrefter også den økende innflytelsen fra eksterne aktører knyttet til finansiering og kvalitetssikring. I tillegg belyses de utilsiktede konsekvensene knyttet til top-down reformprosesser, som redusert tillit mellom akademikere og ledere. Til sist, vår analyse viser at det er interne spenninger på tvers av nordisk høyere utdanning om hvordan faglige prestasjoner skal måles og evalueres.

The environmental conditions under which Nordic higher education (HE) institutions operate have changed dramatically, particularly so in the last decade. Policy efforts aimed at modernizing the sector have paid considerable attention to the way in which p ublic universities operate. A privileged focus has been attributed to aspects such as efficiency, effectiveness and accountability.

Most Nordic universities have developed extended administrative structures (central and unit levels) capable of strategica lly supporting their primary activities, and some have introduced recent changes in the nomination of formal leaders, e.g. appointed rather than elected.

Yet, in spite of these trends, few studies have investigated, in a systematic fashion and comparativ e manner, the effects such types of strategic measures are having on the actual performance of individual institutions. This study addresses this knowledge gap. It investigates the impact of rationalization processes - with focus on the rise of profession al management and strengthen leadership structures or managerialism - in the teaching and research performance of public universities in Norway, Finland, Denmark, and Sweden - in the period 2003-2013.  

The research problem driving the inquiry is the fol lowing:
- To what extent are changes in leadership and management structures related to shifts in teaching and research performance in public universities across the Nordic countries in the last decade?

In order to address (operationalize) this query, we  focus on three key dimensions: drivers, actors, and effects. The study adopts a mixed-methods design, based on desktop research (comparative database), and a survey questionnaire and interviews with university staff of selected universities.

The finding s will provide policy makers, institutional managers and research communities with valuable lessons and novel insights with respect to the efficiency an effectiveness of government-led reform efforts in Nordic HE.

Does it matter? Assessing the performance effects of changes in leadership and management structures in Nordic Higher Education

Acute financial crises, as the one being experienced since 2008, tend to exercise a negative effect on the provision of public services - largely as a result of resource stringencies and efficiency-enhancing measures.Despite the fact that the Nordic count ries as a whole have been less affected by the current economic climate than other parts of the world, governments across the region have, nonetheless, undertaken a series of policy measures aimed at ensuring the future financial sustainability of various  arms of the public sector in years to come. 

This phenomenon is part and parcel of a broader modernization process which can be traced back to the late 80s/early 90s, but that it has intensified in the last decade or so. In taking the global financial c risis initiated in 2008 (entitled here 'the crisis') as our point of departure, our interest in comparing dynamics across public health and higher education in the Nordic countries is centered on the following research queries:

- To what extent has the c risis affected ongoing reform processes and trajectories? 

-How have the main service providers, hospitals and universities, responded to the crisis?

- Has the crisis created new strategic opportunities in the light of the vested interests of powerful s takeholders, internal and external?

- What has the impact of the crisis been when it comes to shifting strategic priorities and prevalent behaviors?

- How can the current dynamics across the two sectors be interpreted, and what does that tell us about t he future direction of the public sector in (Northern) Europe?

- Going forward, what are the major implications of the empirical findings when it comes to future policy platforms and research agendas?

In order to tackle these (and related) queries, four  high level workshops involving researchers with intrinsic knowledge of the two sectors and lasting 1.5 days each will be held - in Norway, Sweden, Finland and Denmark - between September 2014 and September 2015
