Sámicosmologies: Exploring Indigenous Knowledge Cultures and Practices of Star-Gazing

This project offers increased understanding of arctic Indigenous cosmologies as a form of environmental knowledge and traces their significance for communities in times of environmental crisis. With a special focus on traditional Sámi cosmologies and Sámi contemporary art, the goal is to explore and trace the appearance of human and non-human protagonists within Indigenous stories, especially about the starry polar night skies. By reappearing each night, these more-than-human figures became haunting entities which provided abstract nature-human relationships with a concrete, sensual and alluring form. Today, Sámi artists refer to these haunting figures to draw attention to their troubled cultural history and the present reality of climate-affected regions. The integration of traditional, recurring ghostly figures from Sámi storytelling – that migrate between the celestial and the earthly, as well as the human and the non-human – stresses the urgency of changing the way humans relate to nature. What is more, these fascinating, haunting and visionary figures provoke speculative futures, in which nature is regarded as a non-human subject. As this concept is becoming increasingly crucial in eco-philosophical debates and policy decisions on environmental justice, this project aims to show that Sámi cosmologies – especially when mediated through art – can play a vital role in changing humans’ perspective on nature.  In recent years, contemporary art has been called upon to give a sensual form to the abstract systematic connections of climate change; the extent of the current crisis is difficult for people to grasp. As a consequence, art is gaining a central role within our societies; it stands at the threshold between sciences, politics and culture. This project deals with art that is engaged in the severe environmental changes of this planet and that stands on the threshold between communicating urgency and being more than a mere messenger of environmental research.

Samiske vokaltradisjoner, blant de eldste i Europa, har møtt utfordringer på grunn av historisk undertrykkelse og marginalisering fra majoritetskulturene i Norden. Til tross for en oppblomstring av samisk kommersiell musikk, har tradisjonelle praksiser blitt truet, og er nesten helt fraværende i formelle utdanningsmiljøer. Prosjektet "Singing Maps" har som mål å bevare og fremme den tradisjonelle musikalske arven til det samiske folk, med fokus på samisk sang og joik. Det søker å engasjere samiske ungdommer i deres kulturelle røtter ved å bygge kunnskap om tradisjonelle læringspraksiser og sikre deres tilstedeværelse i nordisk musikkutdanning. Ved å undersøke spørsmål som kulturell bærekraft, urfolkets motstandsdyktighet, eierskap til arv og musikalsk identitet, utforsker "Singing Maps" hvordan samisk musikk kan deles og videreføres gjennom moderne utdanningsplattformer og nettbaserte læringssamfunn.
 
"Singing Maps"-prosjektet samler samiske kulturformidlere, pedagoger og forskere fra hele Norden for å skape en unik nettplattform som vil fungere som et levende arkiv og læringsknutepunkt for samiske musikalske tradisjoner. Nettplattformen, designet i samarbeid med samiske medforskere, vil tilby videotutorials, forestillinger og profiler av kulturformidlere, som lar brukerne interagere med innholdet og med hverandre. Plattformen vil fungere som et digitalt fellesskap hvor lærende kan skape innhold, knytte forbindelser med andre, og få tilgang til samisk musikk fra ulike regioner.
 
Dette prosjektet har ikke bare som mål å bevare truet samisk musikk, men også å skape etiske rammeverk for å dele denne arven. Ved å undersøke tradisjonelle samiske læringspraksiser søker prosjektet å forstå hvordan musikk har blitt undervist gjennom generasjoner og hvordan den ansvarlig kan deles med den yngre generasjonen. I tillegg legger prosjektet vekt på å dekolonisere musikkutdanningen ved å sikre at samiske stemmer er representert i globale diskusjoner om urfolks musikkutdanning.

There is an increasing awareness in the Nordic countries and worldwide of an urgent need to bring Indigenous musics into classrooms to sustain ancient cultural practices in danger of extinction, redress historical injustices, fulfill national curricular goals, and foster cultural resilience. This proposal aims to build knowledge of traditional learning practices to support broader participation of Sámi adolescents in musical heritage. It will do this by investigating key issues surrounding cultural sustainability and Indigenous resilience such as tradition and renewal, heritage ownership, rites of passage, and cultural identity in the Sámi context. In collaboration with culture bearers from across the Nordic region and a wide international network of Higher Learning institutions, this study will provide an empirical basis to better understand the ways in which Indigenous music has been and may be effectively shared with young people. These perspectives will form the basis for the development and implementation of a first-of-its-kind online music learning community for use in secondary education in Norway, Finland, and Sweden. As such, this project will engage Sámi adolescents in living musical communities, strengthen cultural resilience, and secure a sustainable Sámi voice in Nordic music education. 

The project has four specific objectives:

1)	Build knowledge of traditional learning practices and perspectives on sharing of cultural heritage among of Sámi culture bearers in Norway, Sweden, and Finland
2)	Establish ethical standards and frameworks for responsible sharing of traditional music that positions the Sámi context in an international Indigenous comparative perspective 
3)	Develop online music learning resources and practices collaboratively with culture bearers and their communities, and 
4)	Evaluate the effectiveness of the dedicated online learning community platform to support Sami adolescents’ cultural resilience through school music education

Forskningsprosjektet setter søkelys på å transformere opplæringen for samiske barn. Målet er å omforme hvordan opplæring gis i samisk barnehage, skole og lærerutdanning, og å støtte samiske barn for å styrke sin identitet og bygge motstandskraft. Målet er å omfavne samisk kultur ved å inkludere tradisjoner og kunnskap i undervisningen, skape et støttende miljø der barn kan være stolte over arven sin. Forskningen skal også fremme forståelse ved å utforske hvordan utdanning kan fremme forsoning og respekt for samer og urfolks rettigheter samtidig som den støtter bærekraft. For å få kontakt med samfunnet vil forskerne tilbringe tid i samiske barnehage-, skole- og lærerutdanningsmiljøer, observere dagliglivet, delta i samtaler og ha verksteder for å forstå utdanningsmiljøenes behov bedre. En sterk tilknytning til natur er avgjørende for samisk kultur og helse, og forskningen ønsker å støtte revitalisering av denne forbindelsen, og erkjenner dens betydning. I tillegg vil forskerne analysere gjeldende utdanningspraksis og politikk for å se hvordan de inkluderer utomhus pedagogikk og reflekterer samiske læreres ambisjoner for fremtiden. Forskningsarbeidet er basert på en modell som oppmuntrer til bevissthet, respekt for kultur og bedre utdanningskvalitet. Transformering av samisk opplæring skaper et mer inkluderende og støttende læringsmiljø som anerkjenner samisk kultur og støtter barns utvikling.

The purpose of this research project is to explore approaches to transform and reshape Sámi educational methodologies in Sámi Early Childhood Education and Care (ECEC), primary school and teacher education such that they strengthen Sámi children’s identity and resilience. The research project aims further to study reconciliation at the levels of national education, Sámi and Indigenous rights and sustainability. The theoretical approach and methodology will draw upon Indigenous methodologies by creating a space for Indigenous ways of being and knowing on the land, thinking and articulating the world. The transformation process is central to the research, and we will engage with many Sámi ECEC and primary school institutions. This transformative process-oriented approach will be combined with ethnographic fieldwork. The researchers will immerse themselves in the everyday life of the educational setting and conduct observations, engage in dialogues, write fieldnotes and arrange workshops, in combination with critical analyses of educational documents. The participants will be involved in thematic analyses and writing processes. Further, the researchers will critically analyse the structures guiding education. This will focus on how land education is considered in these structures and on Sámi teachers’ wishes for the future of schooling. In traditional knowledge, connection to the land can be sensitive, political and private. Connection to the land can be unconscious and might need to be revitalised. Balanced ecosystems and ownership of and access to traditional land have been recognised as improving health status among Indigenous peoples. The analysis of the educational frameworks and regulations and workshop materials will be based on a theoretical framework for a transformational Indigenous praxis model. This model will promote critical awareness, reconciliation, cultural consciousness and so enhancing educational quality.

Eatnama Mánát Skuvlema Bálgáid alde: Strengthening Sámi Children’s Identity and Resilience by Transforming Educational Institutions

Sørsamisk har lenge vært marginalisert i samfunnet, som følge av koloniseringen av Saepmie. Antallet talere av språket sørsamisk har lenge vært i nedgang, og det ble brukt i stadig færre sammenhenger, til slutt mest i familier og som arbeidsspråk innen reindrift. Men siden 1950-tallet har det vokst frem en bevegelse som søker å lære seg språket igjen og bruke det i nye sammenhenger og til nye formål. For eksempel har noen foreldre som ikke har snakket sørsamisk hjemme, lært seg språket og begynt å snakke det med sine barn, og på den måten reparert en brutt lenke i kjeden av språkovertakelse mellom generasjonene. Mange av disse foreldrene søker støtte i utdanningssystemet. I tillegg har Norge forpliktet seg til å sørge for at de samiske språkene, inkludert sørsamisk, blir sterkere igjen og kan brukes i samfunnet. På denne bakgrunnen ble dette prosjektet til, som driver forskning i skoler hvor en gjenopptakelse av sørsamisk finner sted. Vi som arbeider i prosjektet, ønsker å støtte prosesser som har som mål å skape sterke sørsamiske språksamfunn. Vi gjør dette ved å sammen med nyutdannede og erfarne lærere undersøke, diskutere og beskrive den språklæreridentiteten som dannes i dag. Vi beskriver også arbeidsmåter, regler og normer som skapes av lærere og myndigheter, og som påvirker hva som undervises i skolene og hvordan det undervises. Vi undersøker også hvordan det gjenopptatte sørsamiske språket som tar form i dag, ligner og skiller seg fra det språket som snakkes og ble snakket av eldre generasjoner. Alt dette gjør vi for å sammen med lærere skape en bredere forståelse for hva det innebærer å være sørsamisk lærer i dag, hvilke utfordringer man står overfor, og hvordan man best kan takle disse.

Indigenous language worldwide have declined for long. Policies that diminished their value made Indigenous peoples resort to majority languages, which alienated them their own culture and way of being. This brought severe damage to Indigenous communities. Also in Scandinavia, the Saami languages have declined, but Saami communities try to bring new vitality to their languages. The RePrEd, research project spans the fields of educational linguistics, sociolinguistics, and descriptive linguistics. Its primary objective is to contribute to knowledge on teaching and learning of South Saami in order to bring the language forward. The team explores, develops, and disseminates empirical, methodological, and theoretical tools for researching language revitalisation within the context of Indigenous South Saami communities. We delve into language and language teaching and learning in one part of the South Saami area overlapping the nation state of Norway. Our focus lies in understanding the transition of teacher students' from being students to becoming in-practice teachers. We document the development of a South Saami language teacher identity that forms together with experienced teachers. We examine teaching practices developing in South Saami teacher communities, and we scrutinise language ideologies and linguistic landscapes at school and in the society in which the school is located. In RePrEd, we also investigate the evolving South Saami language variety in the local South Saami teaching community and compare it to historical varieties of the South Saami language. Ultimately, our goal is to develop practical knowledge for South Saami teachers through collaborative efforts and by supporting curiosity on language among the South Saami speakers.

Revitalisation Processes in Education: Bringing South Saami Forward

Klimatiltak unnlater ofte å inkludere små land, urbefolkninger og lokalsamfunn og inkludere ikke deres verdier og tankesett i politikkutvikling. Skjevheter i makt og grad av representasjon gjør en rettferdig overgang til det grønne skiftet utfordrende. Å gjøre Norden grønnere på en rettferdig måte gjennom demokratisk deltakelse og innbyggerinvolvering har blitt del av sentrale miljødebatter, politiske diskurser, og er nå en del av nordiske strategier for omleggingen. Politiske debatter har imidlertid blitt kritisert for å utforme prosessen på en teknokratisk måte. 

En legitim og rettferdig beslutningsprosess for energiomstillingen forutsetter et system som setter offentlig engasjement og hensyn til alle interessenter, regionalt og på tvers av landegrensene, i tråd med den nordisk-baltiske ambisjonen om å inkludere alle innbyggere i den grønne omstillingen i sentrum. Forskningsprosjektet Transitional Environmental Justice (EnJUSTICE) har som mål å bringe stemmene til ekskluderte/marginaliserte grupper (inkludert urfolk og lokalsamfunn på grasrota) i Grønland, Litauen og Sápmi inn i debatten om nordisk-baltiske grønne omstillingsstrategier. 

EnJustice undersøker former for demokratisk deltakelse med det eksplisitte formålet å balansere ulik fordeling av makt mellom urfolk og lokalsamfunn på den ene siden, og mektige interessenter i formuleringen av politikken mot fossilfri energiproduksjon i regionen på den andre. Vi vil samarbeide med urfolk og lokalsamfunn i Grønland, Litauen og Sápmi for å forstå hvordan deres kamp for miljørettferdighet kan belyse og bistå i den nordiske tilnærmingen til grønn omstilling og gi en helhetlig forståelse av miljørettferdighet gjennom lokalsamfunns erfaringer. Forskningsprosjektet består blant annet av dokumentanalyser; etnografisk feltarbeid og aksjonsforskning.

Teamet skal jobbe med forskere fra Danmark, Litauen, Sverige og Finland.

Climate mitigation measures often fail to include small(er) countries, Indigenous people, and local citizens by not incorporating their social systems, values, and ways of knowing in policy development. Current power imbalances and unequal representation make a just energy transition extremely challenging. A just transition by greening the Nordics in an equitable way through democratic engagement and citizen involvement has pushed its way into mainstream environmental debates, policy discourses, and is now a feature of Nordic strategies. However, policy debates have been criticized for framing the process in a techno-managerial manner. 

A legitimate and just decision-making process for the energy transition anticipates a representative system centering public engagement and the deliberation of all stakeholders, regionally, and across borders aligned with the Nordic-Baltic aspiration to include all citizens in the green transition. The Transitional Environmental Justice (EnJUSTICE) research project aspires to bring the voices of excluded /marginalized communities (including Indigenous and grassroots local communities) in Greenland, Lithuania, and Sápmi into the Nordic-Baltic green transition strategy debate. 

EnJustice investigates forms of democratic engagement with the explicit aim of balancing the unequal distribution of power between Indigenous and grassroots local communities and powerful stakeholders in formulating key policies toward fossil-free energy production in the region. We will partner with Indigenous and local grassroots communities in Greenland, Lithuania, and Sápmi to understand how their struggles for environmental justice may inform one another and help the Nordic approach to green transition into a holistic understanding of environmental justice informed by community-based and decolonial action, through document analyses; ethnographic fieldwork and action research.

Nordforsk: Transformative environmental justice

HOUSYOUNG har som mål å skape ny kunnskap om kommunale botiltak for ungdommer som trenger bolig og støtte i overgangen til voksenlivet. Til tross for økningen i antall barn og unge i slike botiltak i Norge, er dette et underforsket felt.

HOUSYOUNG er et samarbeid mellom norske og internasjonale forskere, statsforvalteren, husbanken og seks kommuner. Disse kommunene har etablert eller er i ferd med å etablere “Foyer”-modellen, som kombinerer bolig med integrerte støtteordninger og tverrsektorielt samarbeid. De fleste ungdommene i norske Foyer har barnevernsbakgrunn, med mål om å hjelpe dem til å bo selvstendig. Foyer-modellen, som er internasjonal, har spredt seg til Nord-Norge, men dens virkninger og de unges erfaringer i Norge er ikke tidligere studert.

Hovedmålet med prosjektet er å utvikle gode modeller for inkludering av ungdom med sammensatte behov gjennom “eget hjem”-modeller med integrert støtte og samarbeid mellom ulike velferdstjenester. Målet er å forbedre velferdsløsninger for ungdom i risiko for bostedsløshet og utenforskap. Delmålene inkluderer:

* Utvikle en teoretisk forståelse av bolig og hjem som levd erfaring og deres påvirkning på risikoutsatt ungdom.
* Forstå rollen til egen bolig som arena for tverrprofesjonelt samarbeid for ungdom med sammensatte behov, identifisere faktorer som fremmer eller hindrer slikt samarbeid, og forstå hvordan de unge opplever dette samarbeidet.
* Øke kunnskapen om hvordan denne sosiale innovasjonen sprer seg i kommunene og utvikler seg som en bærekraftig løsning tilpasset fremtidige utfordringer og lokale kontekster.

Prosjektet bruker et multimetodisk design, inkludert spørreundersøkelser, intervjuer og deltakende observasjon. Samarbeidspartene vil delta i et læringsnettverk for å dele erfaringer og formidle funn. Et ungdomspanel bestående av unge med erfaring fra botiltak vil gi råd til forskere og praktikere gjennom hele prosjektet.

For marginalized youth transitioning into adulthood the pursuit of creating a safe home is often a task of extraordinary complexity. Nonetheless, the potential benefits of having one’s own home have not been adequately addressed in research or policies aimed at at-risk youth in Norway or other countries. While much research has focused on the transitions from parental homes to independent living, the significance of housing for young people embedded in complex welfare arrangements has not been given the same attention. 
This project seeks better solutions for how youth at risk of homelessness in cooperation with surrounding services can achieve a home in their community, serving as a base for their participation in society. We seek to accomplish this in collaboration between researchers, public bodies and a municipal network located in the Northern Norway. These municipalities have implemented or are in the process of implementing their own local versions of the “Foyer housing model”. By studying the Foyer model as a case and learning from the experiences of both youth and practitioners, the project will create a knowledge base that can contribute to better service solutions for vulnerable youth in need of housing, both nationally and internationally.
The overall research question is: How can sustainable and effective models for inclusion of youth/adolescents with complex needs and at risk of homelessness be developed through the use of “own home” and “own house” models with integrated support and collaborative action between different welfare service providers?
The research question will be answered through four substantive work packages; WP2 explores the experiences and life course of present and former youth in Foyer housing; WP3 investigates this form of transitional housing as an arena for collaboration and participation; WP4 examines how this form of social innovation can develop and spread; and WP5 implements multiple forms of dissemination from the project.

Målet med Arktisk forskningssenter for barn og unge i risiko er å drive forskning som svarer på det positive spørsmålet hva som kan gjøres for å øke trivselen til barn og unge. Barn som vokser opp i familier med knappe ressurser, har statistisk sett en høyere risiko for å oppleve nedsatt livskvalitet, vold, misbruk, dårligere helse, utfordringer på skolen og er mer utsatt for rus- og psykiske lidelser seinere i livet. Større sosioøkonomiske forskjeller i befolkningen, og sosiale ulikheter blant barn og unge i Norge krever handling. Vi trenger mer forskning på feltet som kan fremme medvirkning, myndiggjøring og deltakelse for barn og unge. Profesjonsfagene barnevern og sosialt arbeid, lærerutdanningen og helse- og velferdsutdanningene, er sentrale for å kunne tilnærme seg problemstillingen på en helhetlig måte. I Arctic Research Centre for Children and Youth at Risk ved UiT Norges arktiske universitet, vil Institutt for barnevern og sosialt arbeid, Institutt for lærerutdanning og pedagogikk og Institutt for helsefag samarbeide om kunnskap som gir bedre, mer forskningsbaserte utdanninger og mer effektive tjenester og tilbud. Vi skal også ha søkelys på innovasjon mellom forskere, profesjonsutøvere, tjenesteutøvere og brukere. Vi er opptatt av hvordan vi sammen kan skape forskning som fremmer god livskvalitet og myndiggjøring for utsatte barn og unge, og deres familier, i nord – på tvers av profesjonsutdanningene -  og vil arbeide med dette i årene fremover. Senteret, med sin tverrfaglige profil, vil fremme myndiggjøring og brukermedvirkning for de norske og samiske barna og unge dette gjelder. Formidlingen fra senteret vil rette seg til barn, unge og deres familier, brukerorganisasjoner som arbeider med tematikken, studenter og ansatte innenfor de involverte profesjonsutdanningene, praktikere og forskere. Aktivitetene i senteret har som mål å fremme inkludering av flere barn og unge i utdanning, arbeids- og samfunnsliv.

The 3 departments Child welfare and Social work, Education and Pedagogy, and Health Care Sciences at UiT, the Arctic University of Norway propose The Arctic Research Centre for Children and Youth at Risk. Collaboration with external research partners from Sweden & Finland, the practice field and user organizations in the region emphasizes a joint Nordic effort. Participating research communities in Europe, South Africa, Canada & USA strengthen the international scope. Increasing inequalities in Norwegian society continue to challenge the living conditions for children and adolescents (C&A), giving rise to a need for up-to-date educations, in the Arctic, that enhance research-informed professionalism and educare expertise, that serve to reduce vulnerability and improve C&A’s wellbeing. The Centre have 3 core values: (1) Responsible Innovation (2) Co-production (3) Meaningful Engagement. An interdisciplinary approach requires methodological inventiveness, which is achieved through (1) Participant collaboration (2) Interaction across traditional knowledge ‘boundaries’ (3) Facilitation of bridge-building activities that support impact in the North. The Arctic Research Centre has 6 work packages (WP), related to innovative interdisciplinary education and professional practice in social work & child welfare (WP1), education (WP2), in social work for Sami children and youth (WP3), school health services and public health nursing, and for service users participating in education and research (WP5). WP 6 is project management. The Centre seek to achieve positive impacts in 3 specific and critical areas: (1) demonstrate reductions in mental ill-health and substance misuse in the principal beneficiaries (2) to increase individual and collective feelings of ‘mattering’ which is a fundamental component of wellbeing (3) to build character strengths in children and youth at risk. The Centre will carry out activities that ensure the participation of Norwegian and Sami C&As.

ARCTIC Youth: Research Centre for Children and Youth at Risk

Dette prosjektet vil undersøke mulighetene for samisk demokratisk deltakelse i energiomstillingen i Norge, Sverige og Finland. Vi tar utgangspunkt i at denne deltagelsen er avgjørende for omstillingen skal være legitim og samfunnsakseptert.  Prosjektet har fire sammenkoblede mål: (1) å utvikle en forståelse av hva en 'rettferdig overgang' kan bety i Sápmi; (2) å analysere hvordan nasjonale og EU-regelverk  rundt energiomstillingen har  på samisk demokrati deltakelse; (3) å utforske hva slags endringer er nødvendige på lokalt, regionalt og nasjonalt nivå for å forsikre en rettferdig og legitim energiomstilling i Sápmi; og (4)å identifisere strategier og beste praksiser som kan legge til rette for samisk demokratisk deltakelse, rettferdighet og legitimitet i energiomstilling på kort og lang sikt.
Prosjektet tar utgangspunkt i et påvist demokratisk underskudd i Norden når det gjelder samisk deltakelse i ressursutviklingsprosjekter og lovgivningsarbeid.
Prosjektets bidrar med flere forskningsinnovasjoner: 1) temaet samisk demokratisk engasjement er ikke tidligere studert, og 2) prosjektet vil bruke metoder som tidligere ikke ble brukt i forskning knyttet til samiske interesser (som framtidsscenarier og backcasting). I tillegg vil prosjektet bruke kjønn som en del av vurderingen om samisk demokratisk engasjement vis-à-vis energiomstillingen. Vi bygger i dette på kunnskap som viser at utelatelser knyttet til kjønn og andre former for marginalisering begrenser en mer pluralistisk demokratisk overveielse. Prosjektet er også informert av innsikt som viser at visse underliggende strukturer og systemer kan produsere og opprettholde sosiale ulikheter.
SápmiDem er et nordisk samarbeid mellom NMBU (Norge), Sámi Allaskuvla (Norge), University of Lapland (Finland), Stockholm Environment Institute (Sverige) og Swedish University of Agricultural Sciences (Sverige).

The interdisciplinary, community-driven project will investigate Sámi democratic participation as a crucial
element for the legitimacy of the energy transition in Norway, Sweden, and Finland, with four interconnected
objectives: (1) developing a locally relevant articulation of 'just transition' in Sápmi; (2) analysing the impact of
national permitting practices and EU-level corporate due diligence initiatives on enhancing Sámi democratic
participation within existing national regulatory frameworks; (3) exploring systemic and structural changes
needed at local, regional, and national levels for a just and legitimate energy transition in Sápmi; and (4)
identifying strategies and best practices to facilitate Sámi democratic participation, justice, and legitimacy in the
energy transition in the short and long term.
The project addresses a demonstrated democratic deficit in the Nordic countries concerning Sámi participation
in resource development projects and legislative efforts. The project's novelty lies in both its substantive and
methodological aspects: 1) the topic of Sámi democratic engagement has not been previously studied, and 2) the
project employs innovative methods, such as future scenarios and backcasting, previously unused in Sámi
research, contributing to methodological development.
The project also advances the theory and practice of Sámi democratic engagement by incorporating gender as a
central analytical lens in assessing Sámi democratic engagement vis-à-vis the energy transition. The research
engages with deliberative theory, in particular feminist deliberative theory, which critiques standard deliberative
theory for its limitations and omissions related to gender and other forms of marginalization, advocating for
more pluralistic democratic deliberation. The project is informed by structural justice theory, focusing on the
underlying structures and systems that produce and perpetuate social inequalities.

NordForsk: Sámi democratic engagement in the energy transition:
advancing justice, legitimacy and participatory governance

Locating Intergenerational Ties, rematriating late-19th-century unpublished photographs of Sámi Women and Children

Employing a decolonial approach inspired by critical museology and Indigenous studies, LIT aims to initiate a visual restitution/rematriation process fostering attention to Sámi people’s experiences during colonial encounters, and to illuminate individual life-stories of women and children photographed by Italian anthropologists Mantegazza and Sommier between 1879 and 1886. It wishes to generate dialogical knowledge of unpublished visual/written materials, enabling Sámi communities of interest to gain access to these scholars’ photographs. In complex socio-historical Indigenous/settler contexts such as Sápmi (the Sámi homeland), Sámi people’s control over their own heritage has proved essential to processes of cultural and ethnopolitical self-determination. Part of the Sámi visual heritage consists of photographs taken - often through mild violence and coercion - by academics engaged in physical anthropological practices involving Sámi individuals of all ages and genders. The resulting academic and divulgative publications circulated in Europe for decades, shaping and reinforcing stereotypes of Sámi peoples and cultures. Photos taken in colonial encounters by late-19th/early-20th century scholars to visualize Sámi people’s supposed biological-cultural inferiority (until a few decades ago inaccessible to the Sámi) have become important means of decolonization and empowerment through art and activism. The visual restitution of such photographs is of the utmost importance not only from a cultural heritage perspective but is also considered by Sámi institutions and individuals as an urgent necessity. LIT proposes an innovative approach based on the co-construction of knowledge and with a gender dimension. I shall reconstruct life stories of women and children photographed by Italian ethnologists, locating their descendants and returning their photographs to their communities. LIT would benefit my career, making me a leading researcher in Sami Studies and museology.

RETRACE-prosjektet, som strekker seg over tre år, tar for seg den økende trusselen fra naturkatastrofer, som har rammet over 2,3 milliarder mennesker siden 2000-tallet. RETRACE fokuserer på lokalsamfunn i Arktis og Stillehavsområdet, som marquisene i Fransk Polynesia, samene og kvenene i Norge og ahtnaene i Alaska, og har som mål å styrke motstandskraften mot klimarisiko. Disse lokalsamfunnene, som er dypt sammenvevd med omgivelsene sine, gir uvurderlig innsikt i hvordan man overlever og trives i en krevende miljøsituasjon.

RETRACE tar utgangspunkt i hypotesen om at urfolks- og lokalkunnskapssystemer, særlig fra lokalsamfunn i polar- og stillehavsområdene, er uunnværlige for å utvikle effektive strategier for motstandskraft. Prosjektets metode innebærer å samle inn et rikt datasett som omfatter vitnesbyrd, kulturelle praksiser og levde erfaringer, i tillegg til kvantitative analyser. Målet er å skape et omfattende rammeverk som tar hensyn til lokale kontekster og fremmer tilpasningsdyktige og inkluderende resilienspraksiser.

Et internasjonalt forskerteam fra Frankrike, Norge og USA samler en rekke ulike ferdigheter for å bygge bro mellom vitenskapelig forskning og virkeligheten i lokalsamfunnene. Målet er å utvikle et romlig beslutningsstøttesystem som både bidrar til å visualisere resiliensdata og fungerer som et verktøy for samfunnsbasert beslutningstaking, noe som forbedrer evnen til å håndtere risiko og utnytte tradisjonell kunnskap på en effektiv måte.

Ved å kombinere lokal innsikt med vitenskapelig innovasjon skal RETRACE bane vei for resiliensstrategier som både er bærekraftige og tar hensyn til de unike behovene til sårbare lokalsamfunn. Dette prosjektet setter ikke bare søkelyset på urfolks- og lokalkunnskapens avgjørende rolle når det gjelder å håndtere klimaendringene, men har også som mål å sette lokalsamfunn over hele verden i stand til å håndtere de utfordringene som et klima i endring fører med seg.

The three-year RETRACE project responds to the increasing impact of natural disasters on over 2.3 billion people since the beginning of the millennium. It has a particular focus on Arctic and Pacific communities vulnerable to climate risks, specifically, the Marquesan community in French Polynesia, the Sámi and Kven communities in Norway, and the Ahtna people in Alaska. The project aims to address the resilience(s) of communities, in order to develop more inclusive and equitable approaches to developing and implementing resilience strategies.

Five hypotheses guide the research, based on the assumption that indigenous communities such as the ones living in Polar zones and Pacific islands, developed resilience knowledge and strategies to cope with climate-related events. The project aims to co-develop a spatial decision-support system for producing and visualizing qualitative and quantitative data on the different forms of local, community, intrinsic and traditional resiliences in those communities.

Utilizing a narrative approach, the consortium collects testimonials, cultures, memories, experiences, sensitivities and expertise from both Arctic and Pacific communities on forms of resilience and their visions of climate risks, alongside quantitative open-source data from traditional assessments. This data will be cross-referenced to build an interdisciplinary framework for a nuanced understanding of local needs, suitable to assess resilience in local contexts. 

Comprising researchers from France, Norway and the USA with diverse expertise, the consortium aims to contribute in developing risk management and resilience strategies by integrating local and indigenous knowledge into an adaptable and sustainable spatial decision-making tool. The tool aims to bridge the gap between international scientific research and local community realities, potentially informing strategies in other vulnerable territories in the future.

DigUP støtter lærernes refleksjoner over didaktiske dilemmaer gjennom forskningsbaserte spørsmål, hint og korte tekster som de kan ta hensyn til når de planlegger sitt arbeid og utvikler lærernes kompetanse til å utforme god undervisning.  Det legger til rette for deling av undervisningsressurser og undervisningsplaner, slik at tiden som brukes på planlegging og forberedelse av undervisningen kan gjøres mer målrettet og effektiv.
