Towards the operationsalization of multifunctionality in the CAPRI modeling system.

The level of support to Norwegian agriculture is partly justified by agriculture’s multifunctionality, i.e., the non-commodity outputs the agricultural sector produces jointly with marketed commodities. Although there exist theoretical and analytical rese arch on the concept of multifunctionality, there is a lack of empirical applications and qualitative assessment on the impact of agricultural policies on multifunctionality. This project attempts to reduce this gap by combining a regionalized agricultural sector model (CAPRI model) with detailed landscape information. Selected aspects of multifunctionality will be operationalized by a set of objective indicators, which will be implemented in the CAPRI model – following an successful approach in which envi ronmental indicators were incorporated in CAPRI. Policy scenarios will be developed in close cooperation with main actors in the agricultural sector. The project will contribute to further insights into the relationship between agricultural policies, agricultural activity, and the production of public goods. The project will also lead to a model-based tool for policy decision in order to reach the multifunctional goals of Norwegian agriculture. A proposal for a Strategic progra m “Agricultural policy and public goods. The provision of public goods through a multifunctional agriculture and the impacts of policy” is sent to the Research Council of Norway.
