The future of Norway's natural and cultural heritage: applying scenario, foresight and forecast methodologies within an ecosystem context

In light of the increasingly diverse demands being placed on the natural and cultural heritage of Norwegian ecosystems there is a need to adopt new management systems that apply the body of scientific knowledge that is currently available. While the ecosy stem approach advocated by the Convention on Biological Diversity offers a suitable conceptual framework, this program seeks to help operationalise it in the context of Norway's largest watershed, the Glomma. This program aims to apply foresight and scena rio building techniques to firstly identify the major drivers of ecosystem change, and then outline the range of potential futures that are possible, with a focus on the associated trade-offs within and between elements of 3 main ecosystem values (Recreat ion, Exploitation and Conservation). Once a range of alternative futures have been identified the program will conduct a series of discrete choice attitude surveys to survey public preferences for both alternative futures, and the most acceptable decision making mechanisms that can be used to decide between alternatives. Communication and operationalising the results are key elements of the program. Raising the capacity of researchers within the Envira institutes, and increasing between institute cooperat ion and contact are important secondary objectices.
