This project addresses the weak labour market integration among non-western immigrants in Norway. Labour market integration is generally defined as the process by which immigrants' labour market attachment becomes more alike that of natives. Thus, the mai n outcome variables in our analyses are indicators of relative labour markets' success among non-western immigrants compared to natives. That is, relative measures of unemployment, labour force participation, welfare dependency, and wages. By non-western immigrants we refer to immigrants from relatively poor countries outside Europe and in the Central and Eastern European (CEEC) region. The weak labour market performance of non-western immigrants is now well documented. In this project the focus is on policy and mechanisms. The project's overall objective is to contribute to the identification of better labour market integration strategies; both from the point of view of public authorities considering investments in different type of policy measu res, and from the point of view of individual immigrants considering alternative career profiles. The first sub-goal i spromoted by three three sub-projects. The first will evaluate different kinds of general active labour market programs for non-w estern immigrants. The second will analyse whether temporary employment is as an effective route for non-western immigrants to enter the labour market. The second sub-goal is to analyses how incentives and disincentives in the tax and social secur ity system add to the weak labour market integration of non-western immigrants. The third sub-goalaims at furthering our understanding of the dynamics of labour market integration of non-western immigrants by identifying their main pathways, as wel l as the obstacles they face, in the process of adapting to the labour market.
