Aviation control introduced safety zones around air planes for decades ago and it has proven to be safe and reliable. If similar safet zones concepts can be developed for maritime traffic then a corresponding safety gain could be harvested. This projec t will develop a three dimensional safety zone concept (3dSZ) applicable to any maritime objects (e.g. ship, reef) which would depend on static (e.g. cargo type, depth or draught) as well as dynamic components (e.g. wind, wave ice conditions, currents). T he 3dSZ project will reuse existing static and dynamic models to as large extent as possible, as well as utilize information from other ongoing projects, e.g. risk indices. The 3dSZ concept could make an important difference in the VTS domain i the sense that it visualises a safety zone that currently is only based on a subjective feeling held by each VTS operator or as a table containing a variety of risk indices. The visualisation is based on actual static and dynamic data, and by displaying the safety zone around all relevant objects the VTS operator will be given a better foundation for spotting potential situations and making early and precise decisions. It is expected that the 3dSZ concept will have positive impact on: d) Traffic monitoring organi zations (VTSs) gets an improved way of visualising potentially dangerous situations and thus advising vessels regarding their course. In addition, VTS get a tool for effectively handling ship traffic in highly trafficked waters. It may also be a basis fo r differentiated shipping route fees . e) At the same time, vessel owners achieve an augmentation of risk awareness of the bridge personnel (reducing fatigue related consequences especially during night-time navigation). f) Maritime suppliers may graduall y build up a market on the 3dSZ concept wrt. product sales, training issues or add-on services on top of the 3dSZ.
