Risk and Decision Systems for Critical Infrastructures

Awarded: NOK 3.0 mill.

The multi-disciplinary project will provide a framework for risk and vulnerability (ROS) analyses and new knowledge for the protection of interdependent critical infrastructures, such as electricity supply, water supply, transportation systems and communi cation networks. The project will qualify Norwegian research organizations for international research co-operation in EUs 7th framework program. Some important research challenges addressed in the project are - How can relevant dimensions of risk be des cribed and measured to allow comparison of results from ROS analyses across sectors? - Are modern infrastructures so complex and dynamic that traditional risk analysis approaches might be irrelevant? - How does society decide the sufficient or acceptable levels of safety/security? - How can the cost or inconvenience of different risk reducing measures be considered, and what are the benefits from such measures? - How can different professional, individual and political opinions be combined to get a more appropriate system for risk analyses and decision-making across sectors and levels? - How to identify and analyse interdependencies and interactions between the various sectors; i.e. common threats and "domino effects"? - How do the media affect the deci sion process? An all-hazard approach will be adopted in the project; including both safety (accidents, technological failures etc.) and security (malicious attacks) aspects. To ensure wide application of the project findings, the project will be carrie d out in co-operation with the Directorate for Civil Protection and Emergency Planning (DSB), the National Security Authority (NSM), local municipalities and companies responsible for critical infrastructure.
