Critical infrastructures, public sector reorganization and societal safety

Modern societies are increasingly dependent on critical infrastructures, and vulnerable to the consequences of damages and breakdowns in these. The CISS project describes, analyzes and compares characteristics of organizations responsible for the maintena nce and protection of critical infrastructure. Recognizing the importance of organizational factors in safety work, the project will seek new knowledge about the impacts of new organizational forms on the operation on key infrastructures, and what this ma y mean in terms of societal risk. Privatization, deregulation and related kinds of restructuring will lead to new organizational interfaces, new regimes of control and new challenges in terms of societal safety. Through case studies of the electric energy supply, water supply and telecom sectors and a comparative analysis of these, the study is intended to increase both the sector-specific knowledge about the safety status of the infrastructure, but also to generate a more generalized understanding of how new public sector restructuring may pose new challenges to societal safety.
