Emergency Preparedness and Management Network

Awarded: NOK 0.50 mill.

A networking project on disaster research between University of Agder (UIA), Norway, Universitas Gadjah Mada (UGM), Indonesia, and University of Ruhuna (UR), Sri Lanka, in collaboration with University of Stavanger (UIS) and associated partners. Backgr ound: Based both on the forecasting of the UN's International Panel of Climatic Change (IPCC) regarding the probability of a future increment of natural disasters, and the endeavours of the UNs International Strategy for Disaster Reduction (ISDR) to redu ce the impact of natural disasters, UIA, UGM and UR have initiated a network in Emergency Preparedness and Management (EPM) for research and higher education. Keeping in mind that disasters quite regularly have the most negative effects on the poor and so cially disadvantages groups in developing countries, EPM's philosophy is that disaster risk reduction must be seen in close relation with sustainable development. Possible fields of research 1: Understanding how hazards turn into disasters. 2: LED - L inking emergency and development 3: Disaster risk assessments in various geographical contexts. 4: Community based disaster risk reduction and emergency assistance 5: Building robust and disaster resilient communities 6. The role of management and lead ership in emergencies, and in development. Net-working and workshops: The best and most efficient way of establishing a scientific community on EPM is through a network of partnering institutions and professionals - public and civic - with various types of competences. These partners will simultaneously be stakeholders in the research programme, contributing with both professional researchers, students, technologies, financial means and infrastructure. UIA's reasons for establishing a network with UGM a nd UR are two-fold: UIA has for many years collaborated with these universities both regarding education and research; and Indonesia and Sri Lanka are recurrently affected by disasters.
