Climate Change Vulnerability and Adaptive Capacity in the Agricultural Sector in Northern Norway (194866)

Awarded: NOK 5.0 mill.

This project will focus on the consequences of climate change for agriculture, and the adaptive capacity of the sector to such changes. This topic is of growing concern to actors within the agricultural sector because of limited knowledge about the conseq uences of climate change and about how the industry may adapt to these changes. Consequences of climate change are expected to appear in two principal ways: 1. Changes in the resource-base, i.e. altered growing conditions 2. Changes in political and econ omic framework conditions, including regulations and incentives enforced to reduce submission, and changes in input and output markets. Changes will occur in the context of ongoing social, cultural, economic and political transformations at the communit y level and may have serious implications for the agricultural sector. Farmers will need to adapt to these changes to secure a continued sustainable industry. Limited ability to adapt to climatic and other societal changes will cause vulnerability. Curren tly we do not have insights into the sensitivities, vulnerabilities or resilience of individual farm businesses or the sector. Increased knowledge in this area is necessary to be able to adjust agriculture policy and to give industry actors better foundat ions for future decisions on adaptation strategies. The project will include local knowledge in parallel with a number of scientific disciplines in the analysis (meteorology, sociology, anthropology, management, biology). Climate scenarios will be down s caled to selected case study sites. Interviews will be conducted to determine current exposure sensitivities, adaptive strategies. Foresight techniques will be adopted to involve farmers and other local actors in the process to document, screen and discus s consequences of climatic changes for the agriculture sector. Results from local foresight processes will be compared and integrated to provide generalizable knowledge on vulnerability and adaptive capacity.
