A Comparative Study of Electronic Records and Metadata Schemas in Norway and Turkey

Although it has been a long time since we had electronic records in our daily lives, the issues of identification of such records, their transmission, protection of their authenticity, and interoperability has not been clearly dealt with. The number of na tional and international studies in this field has been increasing every day and standards with regards to them have been introduced. The importance of sharing scientific studies and samples of best-practices concerning electronic records has been increas ing due to globalization. For instance, MoReq is an important sample with regards to management of electronic records, and InterPARES with regards to archiving electronic records in terms of international studies. The purpose of this study is to review th e metadata schemas, which are applied in Norway within the scope of Norwegian Archive Standard NOARK and which are applied in Turkey within the scope of TS (Turkish Standard) Information and documentation, Electronic records management, and to find out t he relations of identification in the record management systems with the record functions, and the specifications of application profile applied for different systems. In other words, the purpose of this study is to find out the similarities and differen ces between the applications in these two countries and to determine the reasons of such differences. In doing so, we aim to underline the points which need to be improved, and to present some proposals regarding the solutions of such improvements. In thi s scope, differences, problems, and common fields of solutions will be comparatively determined by reviewing meta schemas of geographical data, art data, visual data, and official data, etc. which have been composed for various types of data.
