This pre-project will bring together the world-class and complementary expertise needed to study the Arctic middle atmosphere by means of microwave satellite remote sensing and complementary ground-based observations, and to advance interpretation of sate llite observations, and analyses from their assimilation. It will enhance cooperation between Norway/US scientists by building strong links between the proposers, providing access to infrastructure and networks associated with world-leading institutions i n Norway/USA, and facilitating exchange of scientists, technical information and data. The most critical R&D challenge is making sense of the various sources of information on the Arctic middle atmosphere: satellite data, ground-based data, and models an d data assimilation analyses (meteorological and otherwise). The proposal will lead to a full proposal for collaboration between Norway/US scientists. One expected outcome of this collaboration is participation of Norway scientists in the design and deve lopment of the next generation space-borne Microwave Limb Sounder. The proposal is strongly aligned with the Norwegian strategy for development of Svalbard as a research platform, and the Policy Platform document for Norwegian research in the Arctic 2004 -2008, notably priority areas: (i) climate variations - natural and anthropogenic, (ii) climate and environmental modelling, with long time series of data, and (iii) Svalbard as a platform for education and research.
