The proposal is based on a combination of quantitative and qualitative analyses. In the quantitative part we will use data from the IPLOS register merged with data from the Norwegian Patient register. In this way we can investigate patient flows between h ospitals and long-term care. We will also incude extensive information on importan hospital and municipality characteristics. In the quantitative analyses we will focus on how supply of long-term care and cooperation between hospitals and long-term care providers affect total demand and utilization of hospital services (admissions and hospital length of stay). Through the quantitative analyses we will indentify three municipalities with unexplained high demand for hospital services as well as three muni cipalities with unexplained low demand for hospital services. We will then conduct in depth studies of the selected municipalities, firstly, in order to check the hypothesis that the level of demand for hospital services in these municipalities is a relev ant proxy for inadequate vs. well functioning co-operation between long-term care and hospital services. Secondly, we will explore the underlying reasons why the two sectors either co-operate adequately or not.
