The overarching goal of the project is to establish an international network and develop an application for an integrated project: Educational theory about society's educational system The topic for this preliminary project of the Educational theory abou t society's educational theory can be summarized as followed: Norway as well as the other Nordic countries is in a process of being transformed into a knowledge based economy. Though Norway and the Nordic countries are placed in the international top conc erning economic, social and educational welfare continued competitiveness is dependent on a highly educated population. In this respect learning to learn becomes a key concept and necessary requirement for education. The capacity of learning to learn is s een as composed of three major elements: 1) Basic academic knowledge and competences (reading, writing, mathematics, foreign language, natural science, and problem solving), 2) interactional knowledge and competences (manners, social conventions, interper sonal skills), 3) societal knowledge and competence (motivation for education, democracy, citizenship). The educational reform "Kunnskapsløftet" will be analyzed in relation to this transformation process from buildung as the contingency formula of the in dustrialization society to learning-to-learn as the formula for the knowledge society. The project will have special focus on the new and increased needs for differentiation, addaptive education and minority language education as a typical phenomenon in a muliticultural society.
