ECCSEL Preparatory Phase 1 - National Co-funding

ECCSEL was proposed by NTNU and SINTEF on behalf of the Norwegian Government, and put on the official ESFRI Roadmap in 2008. The ECCSEL consortium teams up selected Centres of Excellence on CCS across Europe. The mission is to develop (i.e. build and o perate) a European distributed, goal-oriented, integrated Research Infrastructure. The ambition of ECCSEL is to become one of several important instruments that EC initiates and supports to meet the objectives of the SET-plan, and to strategically interac t with relevant bodies such as EERA, the ZEP-TP, Lighthouse projects, EII, etc. In particular, ECCSEL aims to serve projects in the European Commission's Framework programmes. Before ECCSEL can become operational, a Preparatory Phase project (PP) is nee ded. The objective of the ECCSEL PP is to address the primary tasks necessary to establish a new distributed, goal-oriented, integrated pan-European infrastructure for state-of-the-art research on technologies enabling CO2 capture, transport and storage ( CCS). The first phase of the PP will primarily focus on legal, financial and strategic work and lay the foundation for the Research Infrastructure. This first phase of the PP will last for two years (2011-2012) and comprises the following Work packages : - Governance and legal work - Financial work - Strategic work - Dissemination - outreach - Implementation strategy - Project management and coordination ECCSEL will contribute to make Norway even stronger on the international research arena of CCS. The suggested Norwegian investments within CCS research for ECCSEL will imply increase employment of both scientific staff and administrative staff. In addition, it will increase the number of students within this field of science. The national co-funding o f the PPI will mainly contribute to maintaining Norway's scientific excellence within CCS and to support the Norwegian efforts in the management and coordination of the project.
