Basert på ulike teorier for individers energiatferd og holdninger til energispørsmål og resultater i prosjektet, utformet vi en spørreundersøkelse som tar for seg betydningen av verdier og kondisjonalitet for betalingsvillighet for grønn energi. Kondisjonalitet betyr at man legger vekt på hva andre gjør når man skal ta stilling til hvorvidt man ønsker å involvere seg i energisparing eller gi sin aksept til energipolitikk. Denne spørreundersøkelsen gir to tydelige resultater.
1) Verdier er viktige når det gjelder villighet til å kjøpe grønn strøm. Folk med egalitære og mer felleskapsorienterte verdier vil med større sannsynlighet si ja til å kjøpe grønn energi enn de med mer individualistiske og hierarkiske verdier.
2) Folk med egalitære og mer felleskapsorienterte verdier legger større vekt på at andre også deltar i grønne energiprogrammer enn de med mer individualistiske og hierarkiske verdier
Disse resultatene gir større forståelse for hvilke faktorer som er av betydning for energiatferd og aksept for energipolitikk, og viser forskjellene mellom ulike befolkningsgrupper.
This project focus on developing knowledge on dimensions and factors of importance for understanding energy use to assist policy makers in forming effective policies for energy savings. As case studies, we will focus on analyses of some of the most promis ing instruments for releasing energy saving potentials - Energy Performance Contracts (EPC) and Automatic Metering Systems (AMS). The project will have an interdiciplinary composition to be able to intergrate different perspectives on energy use. In addi tion, we directly bring in peronell in the project with practical knowledge from work with energy saving measures.
The project consists of five WDs (WD). The first two WDs focus on EPC and AMS, respectively, doing analyses of energy saving effects, barri ers and effective design of these instruments. Three case studies will be carried out, one in municipalities, one in housing estates and one in households. The third WD will focus on how EPC and AMS fit into the Norwegian and European portfolio of policie s for energy savings exploring how decision making at different levels affect policy making. Three different theoretical traditions will be combined questioning the impact of political steering, exploring common cultural and structural ties and assess how EU have affected the national policy development. Based on the studies in WD 1, 2 and 3 and in conjunction with current literature, we will in WD4 develop a framework for understanding the political, social, economic and technological dimensions of energ y use and the linkage between these dimensions. The project will end (WD5) by drawing policy implications of our findings in the other WDs. We will do this in close dialogue with the user partners involved in the project. Seven academic papers will be p roduced and popular scientific dissemination will also be a priority. We will have regular communication and dissemination of results to the user partners involved and communicate our result to the general public.
