Both Norwegian and Brazilian Ministeries have over a long period expressed a joint policy to establish and strengthen the R&D collaboration between the two countries. Both countries have a long coastline with significant offshore oil and gas reserves and both share the ambition to develope a knowledge based industry related to the reserves. As a consequense the two countries have decided to establish a BN21 collaboration on coordinated research between the two countries in oil and gas and the BN21 initiat ive has been established and in direct response to this the SINOS alliance consisting of SINTEF, IFE, UiO and NTNU been established. The focus here is oil and gas and one of the main motivation factors for Brazil is to establish a simmilar knowledgebased innovation culture in Brazil as been developed in Norway and the well known innovation triangle where structured collaboration between industry, institute and universities is considered as a key factor. With this as background, SINTEF has choosen to estab lish a fully Brazilian institute; Instituto SINTEF do Brasil in Rio de Janeiro and has offered the institute as a common base in Brazil for the SINOS alliance. The isntitute will have the same role in applied R&D in Brasil as in Norway. In this project, t he overall objective is to esatblish much better R&D collaboration between Norway and Brazil by using ISdB as a key catalysator in Brazil. Through this project we will, in a systematic way and through established BN21 collaboration, we willstrengthen the R6D collaboration between Norway and brazil considerably - both on the academic level as well as on the institute level.

In this project will run a coordinated process in Norway and Brazil with the purpose of generating coordinated innovation projects in both countries on topics addressing identified and important knowledge gaps in both countries. Focus is offshore oil and gas sector and gaps identified in relevant OG21 TTA documents will serve as basis for the process. On the Norwegian side the process will be facilitated by the major R&D institutions SINTEF, IFE, NTNU and UiO who have entered into an collaboration agreem ent on how to run innovation and education projects between Brazil and Norway. In Brazil the process will be facilitated by the Institito SINTEF do Brasil together with the major Brazilian universities the Federal University of Rio de Janeiro (UFRJ/COPPE) , the Federal University of Espìrito Santo (UFES), the Catholic University in Rio de Janeiro (PUC), the University of Sao Paulo (USP), UNICAMP and the Federal University of Santa Carolina (UFSC). In both countries relevant industry will be incorporated in to the innovation process. The project will facilitate an annually innovation cyclus with three major activities; - A spring work shop with industry to identify relevant areas with gaps where new project ideas need to be developed - A coordinated develop ment process of the project description and budgets, and fnally - A autumn work shop where the developed projects will be discussed and fine tuned to meet the joint industry and society needs. After the autumn work shop there shall be at least 4-8 new pro jects ready to be started in the next budget cycle The annual cycle decribed here will be repeated every year in the project period and it is a goal that theprocess shall continue at the same level of intensity or higher after the current project has end ed.
