SET 7: Strategisk deltakelse i EU SET-plan fora for energibruk i bygninger og Smart Cities

The EU shadow group for energy efficient buildings and Smart Cities aims to increase Norwegian participation in EU-funded research and networking. More and more Norwegian actors gain interest in international cooperation, but the threshold to actual parti cipation is high. In the EU shadow group NTNU and SINTEF Byggforsk take responsibility for representing Norway in relevant European platforms for energy efficiency in buildings and Smart Cities: ECTP (European Construction Technology Platform), E2BA (Ener gy Efficiency in Buildings Association), Smart Cities Stakeholder Platform, and others. NTNU is also National Liaison Point for E2BA (NLP). The activities of the project are briefly summarized: 1. Active participation in ECTP, E2BA, Smart Cities Stakehol der Platform and other EU activities, to obtain relevant information about EU plans for research and development in this field. 2. Promote Norwegian priorities and research agenda within the next framework program Horizon 2020 and related EU programmes an d networks. 3. Anchoring and further development of Norwegian shadow group for energy efficient buildings and smart cities (industry, municipalities, research, education and more), development of communication plan for the dissemination of information on EU research plans through meetings and social media. Participation in the shadow group is open to all interested parties. It originally started with partners in the Research Centre on Zero Emission Buildings, but is now extended to Cities of the Future, N orwegian Smart City projects and other relevant networks. Smart Cities is a relatively new EU initiative, with many relevant opportunities for Norwegian actors. 4. Coordination of project activities with Norwegian activities in other EU fora associated wi th the EU SET-Plan (SET: Strategic Energy Technology), e.g. EERA JP Smart Cities.

Prosjektets hovedmål er større norsk deltakelse i EU-finansiert forskning og utvikling på fagområdet energibruk og energi-effektivitet i bygninger, samt energieffektive smarte byer (bygninger, infrastruktur, byplanlegging). Det finnes stadig flere aktuell e norske aktører med interesse for internasjonalt samarbeid, men terskelen mot faktisk deltagelse er høy. Prosjektet innebærer at NTNU, i samarbeid med SINTEF, tar ansvaret for å representere Norge i de relevante europeiske plattformer for dette fagområde t: ECTP (European Construction Technology Platform), E2BA (Energy Efficiency in Buildings Association), Smart Cities Stakeholder Platform m.fl. Det er bare NTNU og SINTEF som idag er medlemmer i disse organene. Virksomheten i prosjektet er kort oppsummer t: 1. Aktiv deltakelse i ECTP, E2BA, Stakeholder Platform og EUs virksomhet, for å innhente relevant informasjon om EUs planer for forskning og utvikling på dette fagfeltet. 2. Påvirkning av EUs forskningsplaner for å fremme norske prioriteringer og forsk ningsagenda innenfor neste rammeprogram, Horizon 2020. 3. Forankring og videreutvikling av norsk skyggegruppe for energieffektive bygninger og smarte byer (næring, kommuner, forskning m.fl), utvikling av kommunikasjonsplan for spredning av informasjon om EUs forskningsplaner gjennom møter og nettkontakt. Deltakelse i skyggegruppen er åpen for alle interesserte. Utgangspunktet har vært næringslivspartnere i FME-ZEB, med utvidelse mot Fremtidens Byer, norske SmartCity-prosjekter og andre relevante nettverk. Smart Cities er forholdsvis nytt som EU-satsing, og lokker flere aktuelle norske aktører enn tradisjonell byggenæring - disse må oppsøkes aktivt. 4. Koordinering av prosjektets virksomhet med norske aktiviteter i andre EU-fora tilknyttet EUs SET-Plan (SE T: Strategic Energy Technology).
