New Trends in Modern Policing

In the last decades we have witnessed major changes in modern policing. The project is examining four different cases exploring new trends in modern policing in relation to economic crime, MC-groups, volume crime and transnational policing. The purpose is to map the progressive intertwining of police measures and activities before crime occurs, so called proactive policing, and police activities after the incident, so called reactive policing. Traditionally, crime prevention and crime investigation have b een separate policing tasks. Today, the police are expected to work both proactively and reactively against a wide array of problems such as organized, economic and volume crime. Contemporary policing requires that the police gain knowledge, not only of c rime that is already committed, but also crime that is planned and ongoing. In this respect, intelligence, proactive investigation, crime analysis, surveillance and provocation, have become of vital importance. Many contemporary studies of policing do not take into account these quite decisive developments and the problems and dilemmas that emerge with these new demands on the police. The project will explore the dilemmas and questions raised by the use of new policing methods, the new roles of the police in society and the blurred lines we can observe between proactive and reactive policing approaches. Based on well selected cases, the project examines developments in policing about which we are lacking empirical knowledge of, both in the international a nd the Norwegian context. The project will result in theoretical renewal important for the education of a highly qualified police, and will ensure that the education is updated on social developments and international trends.

Samtlige prosjektdeltakere har deltatt på en rekke relevante konferanser og har der delt sine arbeider. Vi har også lagd egne sesjoner på konferanser. På denne måten har vi nådd forskningsfeltet på en annen måte enn gjennom publikasjoner. Siden prosjektet har blitt gjennomført på Politihøgskolen er avstanden til praksisfeltet kort. Vi opplever at vi har nådd frem til mange som kan ha glede av kunnskapen prosjektet har bidratt med. Forskningen har og vil videre bli formidlet og undervist i både på bachelor, og master i politivitenskap og master i etterforskning ved PHS. Bidrag fra prosjektet har blitt pensum. Prosjektet har dermed bidratt til kompetanseheving i norsk politi og politiutdanning. Publikasjoner fra prosjektet har også blitt pensum ved Institutt for kriminologi og rettssosiologi ved UiO Det har vært interesse for prosjektet både fra Kripos, Politidirektoratet, og politidistrikter. Prosjektdeltakere har derfor presentert flere steder, både på nasjonal ledersamling, i Politidirektoratet og i politidistrikt. Prosjektet arrangerte i 2019 PHS sin årlige Forskningskonferanse. Dette er en arena hvor praksisfelt og forskning møtes til dialog og felles utvikling. Konferansen var full (220 deltakere) med venteliste og vi har fått mange gode tilbakemeldinger i ettertid. En Annette Vestby har levert sin PhD og skal prosjektdeltaker skal disputere i løpet av høsten. En kvinnelig prosjektdeltakerJohanne Yttri Dahl har gjennom prosjektet kvalifisert seg til professor (både ved å publisere og ha prosjektledelse). Det har vært hensiktsmessig spesielt bra da det har vært få kvinnelige professorer på PHS. En av seniorforskerene Siv Runhovde har gjort et stort arbeid mot å kvalifisere seg til professor. “New Trends in Modern Policing” har vært PHS sitt første NFR prosjekt noen sinne. Gjennom prosjektet har flere deler av institusjonen hatt en kompetanseheving som har vist seg svært fruktbar når PHS nå har flere eksternfinansierte prosjekt. At rammene rundt SHPen slik vi har opplevd det har vært fleksible og at vi har fått svært god støtte og møtt mye hjelpsomhet fra NFR har gjort at vi har lært svært mye. Delrosjektet CS1 har publisert flere kronikker om politetspolitiets praksis når det gjelder personkontroller på gaten. Gundhus har også deltatt på et Cost Action nettvertk om police stops, og formidlet forskningen der. Se https://polstops.eu/ Gjennom prosjektet har vi også hatt flere innlegg i media. På denne måten har vi nådd offentligheten om viktige tema. Gjennom prosjektet har vi kommet i kontakt med flere relevante fagmiljø og driver for tiden å arbeider for å få til et faglig, sammenlignende samarbeid med spesialister på UK politi.
