H2020-Smart Neighborhood Markets

Changes in the current retail market for electricity reflect a bottom-up paradigm and perspective change regarding electricity market concepts, placing energy consuming buildings and consumers/prosumers in the center. The project will investigate this par adigm shift and its impact on the future retail market design. The consortium of international partners will exchange lessons learned and develop trans-national concepts. The project will build on experience from the ?Smart Energi Hvaler? project (smart m eters, decentralized generation, small scale storage) and develop concepts to assure robust and high quality energy supply while harnessing consumer/prosumer power in the market by boosting the integration and value of demand side energy flexibility. Cor e Working Hypotheses Our initial working hypothesis is that small volume power storage might form a ?tactical storage? for collaborating communities. It allows buying cheap and selling energy with a reasonable profit. The second working hypothesis is th at a well-organized neighborhood can establish a ?market cell? in a Smart Grid that is robust, economically and environmentally sustainable. Taking these changes into consideration, we do also work with the hypothesis that part of the distribution grid is owned/controlled by the prosumers or neighborhoods, creating e.g. also neighborhood markets. Key Questions (1) Is it possible to create functional neighborhood markets that capitalize on user flexibility? (2) Is it possible to design a market consistin g of an aggregation of multiple cells being able to perform extensive intra- and cross-border trading? (3) How should a flexibility product markets especially on the low voltage level be designed and implemented? (4) How should a new electricity market wi th different levels be designed, a market that will offer users increased choice and latitude to fulfill their specific needs and life style e.g. in terms of timeliness, price, quality or social concern?
