Et helhetlig ledelsesperspektiv i møte med kommunikasjons- og samhandlingsutfordringer i integreringen av minoritetsspråklig arbeidskraft

Alternative title: A holistic management perspective in handling challenges concerning communication and interaction in multicultural workforces

Based on an ongoing insider action research project this study investigates how leaders can facilitate organizational learning in an intercultural context. Thus, development and implementation of the learning model MIKS (acronym for possibilities, integration, culture, language, in Norwegian); a systematic approach for training and enhancement of competence in the healthcare services in Larvik municipality, is the empirical object. The aim with MIKS is to provide users with services of good quality, accommodate good working conditions and promote integration processes in the workplace, and incite to continuous collective learning and enhancement of competence while performing daily duties at work. Hence the learning program is aimed at qualifying immigrants for further health education and enabling health/ social care personnel with education from their home country to work as nurses, health care workers or other relevant work according to their education, as well as enhancing intercultural skills in the organization?s units with mutual learning as central perspective. Essential questions are: What is the significance of context and learning agenda? How does learning occur, what kind of learning and how is it expressed in view of quality of services and integration processes? What contributes to and facilitates learning? What is the importance of leading practices? Some preliminary findings: «The safe room for learning» Across the interview material from both course participants, buddies/ mentors and ward managers it appears in different ways that participation in the MIKS program helps to create personal confidence, safe relationships and mutual trust ? and that precisely this safety creates favorable conditions for learning. What also appears is that this safe room stimulates a learning behaviour characterized by asking questions, being open-minded, checking out and learning from misunderstandings, talking about mistakes and difficult situations, that results in learning both on individual and group level. Course participants refer to improved language skills as well as understanding and knowledge of the practical work, routines and guidelines in the wards. Buddies explain how they develop and improve as health workers, because they must explain not only what they do and how they do it, but also why ? which forces them to reflect upon their own practices. Managers express that learning and experiences through participation in the program provide great help in their work on assuring quality in daily activities. Furthermore, ?The safe room for learning? seems to promote integration processes due to increased understanding, respect, openness and tolerance for differences/ what seems to be strange, and thus to less skepticism, irritation, frustration and distrust. Managers on senior/ executive level emphasize the way the program is organized and systematized, and its response to felt needs, as important for giving it priority. There are also findings pointing to challenges related to resources and use of time. Further investigations continue to identify other challenges/ possible obstacles to the learning process, as well as how continuous learning as attitude and practice can be sustained in the long run. What does it take to keep it going? Relevance and societal impact: Organizational learning is a field with an extensive amount of research but little is related to public sector. Furthermore, there is little research on the field that looks at organizational learning in the context of intercultural communication, and research investigating how intercultural communication facilitates, rather than impedes organizational learning. There is a widespread trend in the healthcare sector and also in work and social life, to reduce communication and interaction challenges to immigrants language skills /language constraints and thus, measures are largely addressed to the immigrants? achievements of certain language levels. Thus, the impact of intercultural communication factors is largely ignored and the need for intercultural competence to ensure mutual understanding is not sufficiently emphasized. It is therefore assumed that this study, through its focus, has the potential to generate knowledge of importance and relevance, both locally and nationally, and beyond the healthcare sector. The study may also contribute to the public integration debate. This project involves Larvik municipality in research in new ways. A public PhD gives hands-on experiences in research and we have, through this project, initiated dialogue with the Research Council of Norway and the VID Specialized University on how municipalities, education- and research institutions can interact on practical research. Denne empiriske studien har Lederes tilrettelegging for organisasjonslæring i en interkulturell kontekst som overordnet tema og utforsker og belyser mangfold og arbeidsintegrering som mulighet til læring og utvikling i organisasjoner. Studien er del av et aksjonsforskningsprosjekt i Larvik kommune (aksjonsforskning i egen organisasjon) knyttet til rekruttering og integrering av minoritetsspråklige arbeidstakere i de kommunale helse- og omsorgstjenestene som startet opp høsten 2010 og ble implementert i ordinær drift fra 2013. Utviklingen og implementeringen av et læringstiltak rettet mot å møte kommunikasjons- og samhandlingsutfordringer mellom ansatte utgjør aksjonen i prosjektet, og temaet belyses ved å studere dette læringstiltaket. Organisasjons-læring har fått økt fokus og aktualitet i et arbeidsliv som i økende grad preges av kompleksitet og stadige endringer, og hvor økende kulturelt og språklig mangfold forsterker den arbeids- og yrkesmessige kompleksiteten. Kommunal helse- og omsorgssektor er et godt eksempel på en slik utvikling. Selv om det økte mangfoldet rommer potensiale for arbeidstakeres og organisasjoners læring, utvikling og vekst, genererer det også betydelige utfordringer som kan hindre eller vanskeliggjøre læring. Dette spenningsfeltet utgjør studiens utgangspunkt. Organisasjonslæring er et stort felt med en omfattende mengde forskning og hvor hovedvekten av forskningen er basert på konseptuelt fokus og teoretisk beskrivelse av læringsprosessene. Mer empirisk forskning er derfor etterspurt. Videre påpekes behov for mer forskning som ser på organisasjonslæringsprosesser i sammenheng med ledelse/ lederpraksis. Forskning knyttet til offentlig sektor er underrepresentert i litteraturen på feltet; ut i fra sektorens omfang og det at ulike organisasjoner innen offentlig sektor har vært igjennom store reformer med de behov for å skape og dele organisasjonskunnskap som det utløser, antas utforskning av særskilte trekk som påvirker læring og kunnskap i offentlige virksomheter å kunne bidra til å øke kunnskapen på tvers av alle typer organisasjoner. Få studier omhandler sammenhengen mellom organisasjonslæring og interkulturell kommunikasjon. Tidligere forskning refererer til faktorer i den interkulturelle kommunikasjons-prosessen som påvirker organisasjonslæring og hemmer/ hindrer informasjonsoverføring og kunnskapsdeling. Det påpekes behov for forskning som undersøker hvordan interkulturelt mangfold og kommunikasjon kan fremme organisasjonslæring. I norsk arbeidssammenheng er dokumentasjonen på hva som er gode og mindre gode arbeidsmetoder/ programmer for å styrke mangfold og integrering mangelfull. Studien har som mål å generere kunnskap som svarer opp disse behovene. På bakgrunn av dette tar studien utgangspunkt i følgende problemstilling: Hvordan kan ledere legge til rette for organisasjonslæring i en interkulturell kontekst? Problemstillingen er operasjonalisert i følgende forskningsspørsmål: 1. Hvilken betydning har kontekst og læringsagenda for organisatoriske læringstiltak? 2. Hva gjør ledere for å legge til rette for organisasjonslæring? 3. Hvordan institusjonaliseres læringen? Studien har et kvalitativt forskningsdesign. Som teoretisk linse brukes Crossan, Lane & Whites (1999) 4 I-rammeverk for organisasjonslæringsprosessen (intuiting, interpreting, integrating, institutionalizing). De fire subprosessene binder sammen læring på individuelt, gruppe- og organisasjonsnivå, og binder dermed også sammen individuell og sosial læringsteori. Datamaterialet er basert på fokusgruppe- og individuelle intervjuer med deltakere og involverte på ulike nivåer i organisasjonen (utvalget representerer perioden 2011-2016), samt prosessdata fra aksjonen i prosjektet (prosjektrapporter, evalueringer fra deltakere, kurs- og undervisningsplaner etc.). I tillegg bidrar nasjonale og kommunale policydokumenter som gir føringer for det som studeres med viktig bakgrunnsinformasjon. Data er analysert ved tematisk innholdsanalyse i en gjensidig dialog mellom data og teori. Funn knyttet til forskningsspørsmål 1 belyser hvordan læring skjer og hva som muliggjør denne, hva som læres og hvilke endringer som skjer som følge av læring. Funn knyttet til forskningsspørsmål 2 belyser hvordan ledere skaper felles forståelse for læringsmål og –hensikt, hvordan ledere sikrer oppfølging og støtte, hvordan de skaper konstruktive læringsrammer og hvordan de sikrer deltakelse og utbredelse i organisasjonen. Funn knyttet til forskningsspørsmål 3 belyser hvilken læring som institusjonaliseres, hvordan institusjonaliseringen skjer, og hvilken betydning institusjonaliseringen har for videre læring og for det som var læringstiltakets formål: å styrke tjenestekvalitet og integreringsprosesser.
