Global warming caused by anthropogenic greenhouse gas emissions is possibly the most severe environmental challenge the world is facing today. Capture, transport, and storage of Carbon dioxide (CCS) is one of several measures to reduce anthropogenic CO2 emissions and thus slow down global warming in the short to medium term.
ECCSEL, The European Carbon Dioxide Capture and Storage Laboratory Infrastructure, (www.eccsel.org), aims to coordinate the buildup of a distributed pan-European research infrastructure within CCS. ECCSEL was included on the European Roadmap for Research Infrastructure (ESFRI Roadmap) in 2008 and was established as an ERIC (European Research Infrastructure Consortium) in June 2017 by the member countries France, Italy, the Netherlands, UK, and Norway heading the Operations Center.
In ECCSEL ERIC, 23 research institutions have entered a binding agreement to upgrade existing laboratories and establish new, specialized facilities. The research infrastructure will cover the needs of the entire value chain - from basic research on individual processes, via targeted experiments to large test facilities for CCUS. Such a common, distributed infrastructure will ensure more efficient education, research, and innovation in Europe within the different CCUS disciplines. ECCSEL will be open to students, researchers, and industry actors in Europe and abroad.
The Norwegian node of ECCSEL consists of IFE, Norsar, SINTEF Industri, SINTEF Energi and NTNU. Through the INFRASTRUCTURE scheme, the Research Council of Norway has funded 250 million NOK for upgrading 11 and building 16 new research infrastructures within CCUS in Norway.

The European Carbon Dioxide Capture and Storage Laboratory Infrastructure (ECCSEL) is one of 38 large-scale research infrastructures prioritized by the European Strategy Forum on Research Infrastructures (ESFRI). Within the EU funded ECCSEL Preparatory Phases I&II (2011-2014) projects,led by NTNU and with the participation of 13 partners across Europe, the Legal and Governance Structure, Implementation Plan,Financial Strategy and Business Plan documents are now being finalized.
ECCSEL was recently prioritized by ESFRI and the Council of the European Union as one of the projects eligible to receive support for implementation under the Horizon 2020 programme for the period 2015-2017.
ECCSEL NORWAY CCS RI is the Norwegian node of ECCSEL and the present Phase 2 application aims at gathering all Norwegian laboratories working on CCS in one integrated research infra-structure with excellence, relevance and complementarity as key issues. Based on the ECCSEL CCS RI gap analysis performed, the present proposal includes 15 RIs identified and are ready for investment within the next two years by Norwegian partners.
ECCSEL NORWAY CCS RI Phase 2 complements the Phase 1 funded project and will provide a laboratory infrastructure that will promote researcher mobility and collaboration with European partners and researchers from the rest of the world.
