eInfrastructure for Video Research

The use of video data /context-sensitive data has exploded in the research on health,education and welfare. One of the problems with these data sets is that they contain personal sensitive information. Fragmentation and ad-hoc routines of storing and processing of data in this type of research is another bottleneck. The eInfrastructure for Video Research (eVIR) project will address this problem in two ways: (1) Develop a new national eInfrastructure for research with context sensitive data (e.g. video data) that provide flexible solutions at different levels of security. (2) Facilitate storage solutions that support accessibility and interoperability including the establishment of a virtual video lab and feasible indexing and metatagging systems. eVIR will be organized as a partnership between five key partners critical for realizing such an infrastructure. The University of Oslo Centre for Information Technology (USIT) will be responsible for investment, installation and operation of the storage system and a provider of relevant systems for accessibility and interoperability including the establishing of the virtual video lab. NSD/Data Protection Official will be active partner in the eVIR project both in its role as national archive for research data and national polices for privacy issues. NSD will be responsible for updated procedures for data legislation; data deposit services and supporting curation services (e.g. indexing, metatagging etc.). The Department of Musicology (DoM); Department of Psychology (DoP) and Department of Teacher Education and School Research (ILS) will serve as three different environments for using video data/ context sensitive data in research and professional training. They will offer a broad repertoire of laboratory- and recording solutions (e.g. portable labs, stationary labs, and experimental labs), analytical tools (software tools; coding manuals, data management systems) and supporting methodologies. ILS will serve as a PI.

NSD/Data Protection Official will be active partner in the eVIR project as regulating institution of data privacy requirement and as a specialized national infrastructure for research in the social/behavioral sciences. NSD recognizes the challenges with video data and other contextual sources and have a strong interest in developing new technological, organizational solutions that are flexible and ethically/legally defensible. Similar concerns are addressed in relation to such data when they fall under the definition of medical and health research. The eVIR-initiative addresses several societal challenges. First it aims at strengthening research that will improve the Norwegian educational system, special needs education and psychological health. International reviews have concluded that video-based research in these fields has contributed to substantial advancements and represent promising strategies for further progress.Secondly the Norwegian sector of humanities, social/behavioral sciences is comparatively large but comprised of many disparate groups and communities, and a functional eInfrastructure should contribute to better collaboration and a national division of labor. In addition it would strengthen reusability of data and reduce the need for collection of primary data which is a time-and resource consuming task.
