This thesis departs from the growing awareness of the importance of regions for industrial development and economic growth. The status of the region has also awoken an increasing awareness of constructing place-based and regional adaptive policies to foster regional growth. The work in this thesis is inspired by the regional innovation system (RIS) approach and insight into new industrial path development in the evolutionary economic geography field (EEG). A RIS is comprised of regionally located industries, a knowledge infrastructure and a support structure. These regional features are encompassed by an institutional framework. The theories of new industrial path development suggest how the industrial structure can be strengthened, developed and changed over time. However, the RIS literature?s strong focus on the functioning of systems tends to ignore the micro-level perspective of actors. The EEG field has likewise been criticised for the dearth of empirical support of the firm-level perspective in new path development. Moreover, the RIS and EEG approaches have mainly neglected the role of policy processes, and have not yet fully achieved their goal of informing regional industrial policies. Thus, the problem statement in this thesis is threefold. First, the aim is to explore relevant characteristics of industrial development in specific regions; second, to explore the implications of these characteristics for regional industrial policy; while the final aim is to discuss the implications of, and prospects for, these insights for regional policy learning. Theoretical frameworks of policy learning link organisational capacities and learning processes of stakeholders to policy changes. Regional policy learning is thus argued to be one missing link in advancing our understanding of regional industrial development. The thesis is a collection of five articles that are either published, forthcoming or in submission of peer-reviewed journals. Further, it draws on a critical realist approach, and the design is built on a qualitative research method. It is wholly based on semi-structured interviews with relevant stakeholders, such as firms, researchers, and representatives of regional governments. The data is in part collected in cooperation with colleagues and co-authors of the articles. Overall the articles are devoted to explaining and contributing with knowledge of different stakeholders (firms, knowledge organisations and policy organisations) in RIS, such as their absorptive capacity for assimilating new knowledge and increasing their innovation capability. The articles also extend our knowledge of how socio-cultural and firm-specific preconditions influence adoption and implementation of specific policies. Further, the research contributes with insight into who are the key actors in regional entrepreneurial discovery processes. One finding is that long-term innovation activities in firms are influenced by their capacity to absorb and utilise external knowledge and, in particular, policy-supported research-based knowledge. Other findings suggest that conditions for knowledge flow and learning in regions influence firms? internal capacity for cross-industry innovation. Moreover, the findings suggest that these conditions influence the quality of external research and development (R&D) collaborations. The lessons from the research, in terms of both theory and policy, contributes to a deeper understanding of the role of regional policy learning in regional industrial development.

I 2017 er 10 år med VRI program på Agder slutt. Det blir viktig å oppsummere erfaringene og diskutere hvordan ervervet kunnskap fra VRI programmet kan omsettes i økt kompetanse, nye rutiner og modeller for fylkeskommunens arbeid som regionalutviklingsaktør. Tema for PhD prosjektet er hvordan fylkeskommunen kan utvikle seg gjennom lærings- og tjenesteinnovasjonsprosesser internt, samtidig som en evner å utvikle regionalutviklingsrollen tilpasset nye rammevilkår. DELMÅL 1: Fra ett forvaltningsområde til et annet (horisontal). Med utgangspunkt i VRI programmet på Agder skal PhD prosjektet se på hvilke erfaringer som er hensiktsmessig å ta med seg videre og hva som er de kritiske suksessfaktorene for å stimulere til økt innovasjon og verdiskaping i et regionalt næringsliv. Videre hvilke arbeidsmetoder og utviklingsprosesser som gjør at VRI programmet lykkes, hva som har overføringsverdi til arbeidet med regionalutvikling, samt fylkeskommunens ansattes muligheter for medvirkning til utvikling av nye tjenester. Prosjektet skal bidra til å utvikle forskningsbasert kunnskap om tjenesteinnovasjonsprosessen og medarbeiderdrevne utviklingsprosesser i et regionalt forvaltningsorgan som er i endring. DELMÅL 2: Fra nasjonalt nivå til regionalt nivå (vertikal). PhD prosjektet skal se på hvordan fylkeskommunen kan bygge opp kompetanse til å initiere og drive regionalutvikling med redusert støtte fra det statlige nivå, hvilken kompetanseoverføring skjer og hvordan skjer den? Videre hvilken rolle fylkeskommunen fremover kan og skal ha i det regionale innovasjonssystemet. Prosjektet skal bidra med forskningsbasert kunnskap om fylkeskommunens regionalutviklingsrolle og hvordan den eventuelt endrer seg i takt med endrede rammevilkår. Konkret spør vi: Hva kan Aust-Agder fylkeskommune lære av VRI og hvordan bruke denne kunnskapen til å utvikle nye tjenester og videreutvikle regionalutviklingsrollen?
