Strategisk arbeid med og ledelse av EERA CCS Joint Programme

The goal of this project is to execute strategic leadership of the EERA CCS Joint Programme (JP). Nils Røkke (Director of Sustainability at SINTEF) was JP-coordinator in 2015. Marie Bysveen (Research Director at SINTEF) has been JP-coordinator in 2016 and 2017. The JPs vision is to become leading in Europe within CCS research, development and innovation. EERA JP CCS coordinates both national and European R&D-programs to maximize synergies. The operation and coordination of the JP has responded to the expectations of the coordinator role. Broad Norwegian participation in European forums for CCS has made it possible to bring Norwegian priorities into a broader context. As coordinator, Røkke and Bysveen have carried out strategic leadership of JP CCS. The Management Board has meetings every other week, and discusses what should be the JP's priorities. The JP's members are engaged, inter alia, through the steering committee meetings, which are held twice a year. The focus has been on strategic processes, cooperation with the ETIP Zero Emission Platform (ZEP) and link to ECCSEL Laboratory Infrastructure. JP CCS, in collaboration with ZEP, has jointly contributed to several of the EU's strategic processes: - Update of the EU's Strategic Energy Technology Plan (SET Plan) - Input to Horizon 2020 Work Program for Energy 2016-2017 - Design of the SET Plan Implementation Plan for CCUS - Input to Horizon 2020 Work Program for Energy 2018-2020 - Input to the Ninth Framework Program (FP9) Marie Bysveen is coordinator for JP CCS in 2018. In May 2017, Nils Røkke was elected Chair of EERA. To have a Norwegian as leader for this central research alliance is of great importance for Norway. It gives new possibilities to contribute and to set the agenda for energy research in Europe, as well as to promote CCS a as necessary environmental technology. This project is considered to have contributed to the positioning for this role. The project has given a unique insight and understanding of EUs processes and decision making. Through contact with the EU, other countries' national authorities and R&D environments in several European countries, the project has contributed to consolidate Norway as a central actor in the development of the European research agenda for CCS. The project's three years have given Norway a first-hand experience that all Norwegian CCS actors will benefit from, and which will be important to build on in Norway's future relation to the EU.

Innenfor de tidsmessige og økonomiske rammene av dette prosjektet, vil SINTEF utføre 'tekno-strategisk' ledelse av EERA CCS JP. Gjennom norsk ledelse og deltakelse, vil det fokuseres på å fremme og ivareta norske forskningsprioriteringer i det strategiske arbeidet i EERA CCS JP relatert til SET-planen. Det vil bli lagt vekt på CCS-teknologi, spesielt teknologi og innovasjon som tar sikte på å forbedre den generelle effektiviteten, redusere kostnader og å forbedre kritiske komponenter av CCS-verdikjeden. Intensjonen er å skape et miljø som tar sikte på å utvikle tekno-kommersielle muligheter. Slik vil CCS som klimatiltak fremmes samtidig som konkurransefortrinnet til norske og europeiske interessenter bevares. Dette arbeidet vil omfatte en innsats for å samkjøre norsk og europeisk forskningsagenda innen CO2-håndtering, samkjøring av industrinormer, lover og forskrifter, informasjonsspredning og offentlig/internasjonal oppmerksomhet, og sist, men ikke minst: fasilitering av inernasjonalt samarbeid om demonstrasjon, valorisering og verifisering av CCS som en del av løsningen. Det er dessuten forventet at EERA CCS JP gradvis vil få en rådgivende funksjon vis-à-vis EU-kommisjonen knyttet til spørsmål og temaer knyttet til CCS forskning og teknologiutvikling.
