One of the objectives of the project is to illustrate how a regulatory framework designed to solve problems in the EU works when implemented in the small parallel system of the three countries in the European Economic Area (EEA); Norway, Iceland and Liechtenstein. The project wishes to explore: What impact does the State Aid Modernisation (SAM) reform has on state aid law enforcement in the EEA? The project seeks to provide answers by exploring how EU State aid rules are implemented and how they are used in practice by the EFTA Surveillance Authority (ESA) in cooperation with Norway, Iceland and Liechtenstein. The project assesses the implementation of the rules by analysing the decisions taken by the ESA in state aid cases before and after the reform was implemented, supplemented by interviews for ESA staff and case law.

Større kunnskap om EØS. Og ikke minst større kunnskap om effekten av offentlig støtte regelverket i et videre perspektiv.
