In emerging ESC markets (with predominantly public clients), the further development of the market will be supported by providing / improving EPC standards and bringing pilot projects on the road, which are abso-lutely critical to kick-start any market. To overcome the barrier of split incentives (owner user dilemma), models based on the fifty-fifty approach (sharing of benefits between owner and user) will be applied to develop or adapt models for performance based energy cost savings in rented facilities (private or public) to the end that innovative ESCO financing models are made possible. For consolidating especially younger EPC markets, facility building in-cluding information, training and networking among market stakehold-ers such as clients and facilitators will be performed, plus a set of pub-licity oriented actions including the European Energy Service Award.
