Reducing fossil energy use and CO2 emissions from transport by paving the way for more bicycles and e-bikes

Substantial energy reductions in transport use in Norway cannot be reached without increasing the share of sustainable transport modes, especially walking and cycling. The project will introduce a quantitative assessment of bicycling infrastructure (both formal and informal cycling networks). Data collected on the physical variables of bicycling infrastructure will be fused with previously validated parameters like area density and morphology, population characteristics, proximity to public transport hubs, existing and planned cycling policies etc. to arrive at a comprehensive value (index) depicting the existing levels of bicycle oriented development at a location or an area. For the cites Bergen, Oslo, Stavanger and Trondheim, we completed data collections on the use (of formal and informal) infrastructure in the city for cycling and the stated route choices and perception of them. As an example, the analysis of cycling behavior in Trondheim shows that this city has the highest biking share of the focus cities. Men ride more than women, while women are the most frequent users of electric bicycles. Most cyclists in Trondheim use bicycles for travelling to and from work or school. In 2019, work package 4 started, which aims to calculate possible energy reductions in the transport sector through higher bicycling share in the Norwegian city regions. We have been working with the data fusion and setting up a model to calculate chosen cycling routes compared to car use alternatives, which will allow to compare different choices of transport directly, both in cost, time and climate gas emission. This work has continued in 2020 and 2021. Furthermore, we conducted a field experiment where we measured experienced comfort of cyclists on different road surface qualities. The aim of the experiment was to test whether a relatively simple smartphone app can measure the road surface quality in a satisfactory manner. The first results point out that the results from the app correspond well with the cyclist?s experience. It was possible to distinguish between the worst and best surface qualities. The results are being compiled in a publication together with VTI in Sweden, to be submitted by February 2022. The project includes a PhD thesis at NMBU in the field of ?urban and regional planning?. In 2019, the PhD student worked on route choices and experiences of these routes of different types of cyclists. The travel behavior and spatial data needed for the analysis have been collected. The GPS-based revealed, travel behavioral data on route choice has been matched with the network data and spatial data to be able to find out preferences for cycling route choice. Data from a map-based survey has been matched with this network data as well, to answer questions on experience. The results are being combined in two separate publications, the first having been submitted for publication in November 2021, the second being prepared for publication at present, and the final paper to be prepared before June 2022. The app data collected within this project was used to provide better estimates for the utility of investments for increased bicycle use. An analysis of 36 measures in Norwegian cities shows that streets that received improved cycling facilities had on average 31 per cent increase in bicycle use, compared with the rest of the street network. However, it so far remains unclear whether this is due to an increase in cycling caused by the measure or just a rerouting of cycle traffic from other parts of the road network.

Tangible outcomes of this project are -Knowledge about the limitations of using a measuring bike, a bike equipped with sensors to measure road quality (vibrations, camera, GNSS, noise). This resulted in public roads authorities not spending time and resources on this approach. -Knowledge about the limitations with existing measurement programs for the road network with a vehicle is equipped with a whole range of sensors, including camera, GNSS and LIDAR. The future of this approach is not known, but public roads authorities have been given some direction for this work. -A map-matching tool that can project trips measured by a mobile app to any underlying network -A participatory GIS approach using Volunteered Geograpic information from cyclists to gather experiential data of cyclists and connected these to the spatial network data on route level. -Validation of an app that can measure road surface qualities. -A PhD thesis at NMBU in the field of ?urban and regional planning?.

Substantial energy reductions in transport use in Norway cannot be reached without increasing the share of sustainable transport modes. In this project, we propose to calculate possible energy reductions in the transport sector through higher bicycling share in the four biggest Norwegian cities. Data collected on the physical variables of bicycling infrastructure will be analysed in light of parameters like area density and morphology, population characteristics, proximity to public transport hubs, existing and planned cycling policies etc. to arrive at a comprehensive value (index) depicting the existing levels of bicycle-oriented development (BOD) at a location or an area. Accessibility levels for bicycling will be measured over the entire urban area of Oslo, Trondheim, Stavanger and Bergen. Along with precise measurements of bicycle usage derived from newly developed mobile technology, these data will be the empirical foundation of a comprehensive model giving practical directions for further transport planning. The calculated levels of BOD will inform which areas have highest potential for bicycling and the specific kind of interventions (for example infrastructure improvement, urban densification, parking facilities, marketing etc.) needed to obtain higher share for bicycling. Further, dialogue with user groups and policy makers / politicians will give feedback on policy and design solutions and give a stronger foothold for transforming the obtained results into effective policy measures. In sum, the project will give directions and impetus to the specific policies needed to encourage bicycling and the possible energy reductions in the transport sector. ------------------------------------------------------------------------- Skal man lykkes med å oppnå en betydelig reduksjon I transportbruken i Norge, kreves det vellykkede tiltak for å øke bruken av bærekraftige transportmidler. I dette prosjektet foreslår vi å beregne den potensielle reduksjonen i transportsektoren som kan nås gjennom en økning av sykkelandelen innenfor de fire største Norske byer. Vi vil gjennomføre beregningene gjennom å analysere den fysiske sykkel-infrastrukturen i samsvar med parameter for forhold som arealtetthet, befolkningskarakteristikker, pågående og ønsket sykkelpolitikk. Målet med øvelsen er å utvikle en omfattende indeksering av den pågående sykkelorienterte utviklingen (SOU) per område eller region. I prosjektet vil vi også beregne tilgjengelighetsmål for sykling for hele byområder for Oslo, Trondheim, Stavanger og Bergen. Disse tilgjengelighetsmålene vil kombineres med presise målinger for sykkelbruk innhentet fra mobiltelefoner, til å utgjøre det empiriske fundamentet for en empirisk modellering av optimal transportplanlegging. SOU-indeksverdien til de ulike områdene vil fungere som en løpende indikator for både områdenes potensial for sykkelbruk, og gi informasjon om hvilke tiltak som vil være mest effektiv for å øke sykkelbruken i området (f.eks bedring av gang-sykkelvei, forbedring av parkeringsfasiliteter osv.) Utover dette til prosjektet også inngå I dialog med både bruker-grupper og beslutningstakere. Formålet med dialogen vil være å kartlegge de potensielle utfordringene og løsningene man står ovenfor i utformingen av både tiltak og design-løsninger. Sett over ett vil prosjektet bidra med å gi både retning og drivkraft til den fremtidige transportpolitikken, og hjelpe dagens og fremtidens beslutningstakere med å ta de rette beslutningene.
