SET 9: EU-nettverk innen miljøvennlige energiløsninger i det bygde miljøet

Background and objectives The network has focused on common goals for increased Norwegian participation in Horizon 2020. Focus was on specific calls related to environmentally friendly energy solutions in the built environment. The scope includes energy-efficient buildings, local renewable electricity generation, environmentally friendly heating and cooling solutions, and smart management systems - both in the building itself and nearby. The network should be a meeting place to share and further develop knowledge. Interests and opportunities towards Horizon 2020 should be identified and the international contact area with other European players increased through participation in relevant H2020 meetings and SET-plan-relevant forums. Throughout the project, the network's expertise should be interconnected and marketed to help members become attractive as partners in good consortia planning applications for H2020 calls. There were two main goals in the project: 1) To mobilize relevant Norwegian players 2) To qualify participants to apply for projects in Horizon 2020 The first subgoal was the establishment of a network of leading Norwegian players in the field of environmentally friendly energy solutions in the built environment. Common focus areas concerning H2020 should be identified, based on the players' priorities. Furthermore, the network should contribute to better cooperation between players and initiate development of alliances. All this should also help to realize the players' climate and environmental strategies as well as added value. To better qualify participants, it was a sub-goal to increase the level of knowledge about how to write good H2020 applications through meetings, experience exchange and courses in project development. To strengthen participation towards the EU, one should actively advertise the network in H2020 meetings and SET-plan-relevant forums. The level of knowledge about the European research frontline within the identified focus areas should also be increased. Furthermore, the activities should increase the possibilities for acceptance of applications with Norwegian players within the Energy Program in H2020. Goal achievement The network was established with around 30 players and a total of approx. 60 involved people. In 2016 and 2017, network members were involved in at least four H2020 applications, two of them already granted. In addition, some network members have participated in application processes without the EU network being directly involved. Currently in 2018, a relatively new network member is involved in several applications, and Oslo municipality with several network members continues its commitment to smart cities with a view to application in 2019. Usefulness The network has contributed to involvement in some specific applications, and several members gained new or expanded knowledge of opportunities and experiences of others. In our assessment, the network was useful to many of the players, which also feedback on newsletters has shown. However, it is difficult to say something about what this can lead to in terms of future calls for proposals. SINTEF was the coordinator, but is also a potential partner or competitor for some of the players. It could be challenging to handle such a role mix, but has not caused specific problems in the network. In our view, some of the less experienced players wanted more direct help, e.g. SINTEF taking the role of "driver" in an application process. However, this was not the purpose of the network. Activities carried out Three network meetings were conducted with different approach, but all aimed at increased mobilization related to selected calls, experience exchange and increased qualification. Furthermore, the network was presented in or contributed to events in Brussels and with other players in Norway. In some contexts, individual follow-up of participants was conducted to discuss concrete calls or facilitate exchange of experiences. In addition to invitations to network meetings, six newsletters were sent by e-mail, primarily to draw attention to current calls, events, support opportunities, guidelines etc. As a basis for the activities mentioned, identification of activities, drafts, calls etc. at EU level were carried out regularly. There was continuous dialogue with players and NCR, follow-up and update of spreadsheets over players and announcements, and communication of information. There was a great interest among industry players, but not all interested parties had the opportunity to attend specific network meetings. SINTEF was responsible for the activities, but the Research Council and several partners contributed to planning and implementation of network meetings. Omsorgsbygg and Boligbygg also participated in events in Brussels. Planning of the main activities took place in close dialogue with RCN. RCN has decided that the network should end on April 1, 2018.

EU-nettverket vil bestå av aktører med et engasjement innen miljøvennlige energiløsninger i det bygde miljøet. Enkelte av disse aktørene er allerede engasjert i norske eller europeiske forskningsprosjekter, mens andre ikke har slik erfaring. Nettverket vil bidra til at aktørene øker sin deltakelse på energiområdet i H2020. Dette vil skje gjennom følgende aktiviteter: Økt mobilisering: - Mobilisering av relevante aktører til å delta i nettverket gjennom direkte kontakt med eksisterende samarbeidspartnere og andre som ansees som aktuelle - Kartlegging av sammenfallende interesser og behov Økt deltakelse på energiområdet i H2020: - Arrangering av nettverksmøter med informasjon og erfaringsutveksling - Informering om relevante områder i H2020 samt utlysninger og revisjonsprosesser frem i tid (2-3 år) - Pleie eksisterende og nye kontakter og nettverk i EU - Bidra til å initiere prosjekter i H2020 Med søkelyset på spesifikke utlysninger på energiområdet i H2020, vil nettverket øke muligheten for deltakelse i suksessfulle søknader. Diskusjon rundt hvilke utlysninger som er mest relevante vil være en viktig aktivitet fra starten av prosjektet. Planlagte tiltak i EU-nettverket innen miljøvennlige energiløsninger i det bygde miljøet er: Tiltak for kompetanseøkning blant nettverkets medlemmer: - Øke kompetanse både energifaglig og når det gjelder hvordan H2020 fungerer gjennom nettverksmøter - Arrangere målrettede prosjektutviklingskurs i forkant av relevante utlysninger Tiltak for samarbeid mellom nøkkelaktører: - Identifisere sammenfallende interesser - Nettverksmøter Tiltak for læring og deling av erfaring: - Nettverksmøter med informasjon og erfaringsutveksling - Webside for deling av informasjon Tiltak for utvikling av allianser og nettverk: - Nettverksmøter med fokus på samarbeid og utvikling av allianser - Formidlingsplan for nettverket - Representere nettverket på "broker" events og andre relevante fora - Informere nettverket om relevante europeiske aktører
