Over the last 30 years, there have been several major changes in Norwegian ministries. First, the ministries' communication units have been greatly expanded. In 1990 there were only 30 communication workers across all ministries. Today there are about 130. Second, there has been a marked growth in state secretaries and political advisors. The PåST project has studied how these changes have affected coordination within and between ministries. The project has been a collaboration between the Department of Media and Communication (UiO), the Department of Political Science (UiO) and the Directorate for Public Administration and ICT (Difi). The project has addressed four main research questions: How is the vertical and horizontal coordination in the government apparatus influenced by the increase in political appointees? How is the vertical and horizontal coordination in the government apparatus influenced by the professionalization of communication units? Has the growth of political appointees led to stronger integration between politicians and civil servants? How does the increase in political appointees and the communication departments influence the relationship between the government and parliament? During the project period, interviews have been conducted with secretaries general and heads of communications in Norway, as well as top civil servants in Denmark and Sweden. Furthermore, electronic surveys have been sent out to state secretaries and political advisers. Based on the empirical insight from the project, several lessons can be drawn: 1) The growth ministerial advisors (state secretaries and political advisers) is a natural response ministers? needs for assistance in an increasingly media-oriented reality. Norwegian state secretaries and political advisers have a number of different roles in the Norwegian government apparatus, they assist the minister, provide media-related advice and contribute to coordination across ministries. The so-called cross partisan state secretaries contribute in particular to coordination and coordination between coalition partners. 2) The emergence of non-partisan communications advisors in Norwegian ministries means that a new type of bureaucrat has emerged. They act as an important links between expert departments and the political level. 3) Developments in the media (24/7 deadlines, simplified formats) means that the boundaries between party political neutrality and responsiveness sometimes become blurred. 4) The Scandinavian countries are formally different, but in reality, the ministries function quite similarly due to mediatization processes and coalition dynamics.

Prosjektet har sementert et tverrfakultært forskningssamarbeid mellom to fakulteter på Universitetet i Oslo. Videre har prosjektet gitt mulighet til samarbeid mellom forvaltningen og akademia. Forskningsresultatene har dannet utgangspunkt for en faglig rapport med konkrete forslag til forbedringer av de norske styringssystemet.

Prosjektet skal studere sammenhenger mellom sentrale endringer i norske departementer - flere regjeringspolitikere, større kommunikasjonsavdelinger, tettere integrasjon politikk/administrasjon - og ulike former for samordning på departementsnivå og mellom regjeringsapparatet og parlamentet. Prosjektet er komparativt gjennom studier av Norge, Sverige og Danmark. Fire forskningsspørsmål strukturerer prosjektet: Hvordan påvirkes regjeringsapparatets evne til vertikal og horisontal samordning av at den politiske ledelsen har blitt større? Hvordan påvirkes regjeringsapparatets evne til vertikal og horisontal samordning av stadig større kommunikasjonsenheter? Har veksten i politisk ledelse ført til økende integrasjon med embetsverket? Hvordan påvirker endringene på toppen i norske departementer forholdet mellom regjeringsapparatet og Stortinget? Prosjektet skal gjennomføre intervjuer med den administrative toppledelsen i Norge, Sverige og Danmark, for å sammenligne styringssystemene i de tre landene. I Norge vil det også bli gjennomført en spørreundersøkelse og supplerende intervjuer med politikere. Prosjektet skal vurdere forslag til bedre samordningsevne innenfor følgende tre grupper av tiltak: prosessuelle endringer, strukturelle endringer og skriftliggjøring av uformelle normer og regler. Prosjektet er et samarbeid mellom forskere ved Institutt for samfunnsforskning (ISF), Universitetet i Oslo og Høgskolen i Oslo og Akershus samt Direktorat for forvaltning og IKT (Difi). Prosjektet tar opp spørsmål i skjæringsfeltet mellom politikk og administrasjon, i forlengelsen av forhold som også tidligere har blitt belyst av Difi (også som Statskonsult). Samarbeidet med forskningsmiljøene vil også styrke kompetanseprofilen i Difi.
