The project explores different degrees of attachment to the Sámi polity in Norway and Sweden: Who are inside and outside of the Sámi polity? To what extent are boundaries drawn between those who are included in the Sámi polity, and those who are not? One main theme is how boundaries are drawn, irrespective of enrolment in the Sámi Parliament's electoral roll. We have carried out a number of qualitative interviews with people with different degrees of attachment to Sámi society, with questions about different types of ties (cultural, social and identity) and different attitudes to the electoral roll of the Sámi Parliament. In addition, an open database for contributions to the media debate on Sámi identity has been established. The interviews are used to explore attitudes towards these issues. The Norwegian material is used to create a typology for different perceptions of Sámi ethnicity. The researchers describe different beliefs about the core of being a Sámi: Is culture, social relationships, personal identity, ancestry or genes the basis of Sámi identity? On the basis of this typology, we raise some questions that the Sámi community is encouraged to debate. Our analyses from Sweden indicate that Swedish national legislation has moved Sámi society towards a rights-based understanding of who is Sámi, away from an understanding based on relations to family and place, and mutual rights and responsibilities. Another main theme is the varying degree of Sámi attachment among those who have enrolled on the Sámi electoral roll. This is done by means of quantitative voter surveys. One question is to what extent the increasing urbanization leads to a weaker attachment to the Sámi polity, and to conflicts between the urban Sámi and the Sámi in the traditional settlement areas. We have compared the political attitudes of Sámi residents in Inner Finnmark on the one hand, and in Tromsø and Oslo on the other, using data from the 2017 Sámi Election Study. The results indicate that both the urban Sámi and the Sámi of Inner Finnmark are particularly concerned about their own situation, but also appear to have a broader view of the Sámi Parliament's activities than what their own interests would indicate. The attitudinal conflicts between the two groups are therefore limited. In Sweden, we have used voter surveys to analyse attitudes to Sámi self-determination. We find strong support for increased self-determination, but with varying degrees of support among the voters of different Sámi parties. In addition, social integration in Sámi society is an important factor explaining opinions on self-determination. Furthermore, we have compared political cleavages in Sámi politics in Norway and Sweden, with data from each country's 2017 Sámi Election Study. On the Norwegian side of the border, disagreement on the extent of Sámi self-determination seems to be a major cleavage. This is to a lesser extent the case in Sweden, where the main cleavage is caused by the "category split" between reindeer herders and other Sámi. The left-right dimension separates the parties in Norway, but not in Sweden. This depends on the fact that national Norwegian parties participate in Sámi elections, unlike their counterparts in Sweden. A third theme is the distinction between Sámi and non-Sámi in policy-making, which is increasingly based on statistics. Using document studies, we show how the (Sámi) concern with insufficient Sámi statistics has varied over time, with clearly increased attention in recent years. Our research focuses on the case of Norway, where the production of Sámi statistics has been much more extensive than in Sweden. We show how the inclusion of different Sámi groups and policy areas in statistical representations varies - and so does the extent to which such inclusion is possible. The lack of numerical data is perceived as inhibiting policy formulation. However, insufficient statistics does not in itself seem to define something or someone as "outside" of the reach of Sámi policy. This may partly be due to the widespread emphasis on diversity within the Sámi community.

Innenfor forskningsmiljøene har vi videreutviklet et samarbeid mellom forskere fra ulike institusjoner i Norge og Sverige, og kvalitative og kvantitative fagtradisjoner. For brukere og samfunnet kan vi skille mellom tre typer virkninger og effekter. 1) For samisk samfunnsdebatt, og de to sametingene og samiske politiske aktører spesielt. Prosjektet har bl.a. medført dokumentasjon som er relevant kunnskap for samepolitiske aktører, f.eks. for å informere om Sametingets valgmanntall. 2) For det norske og svenske samfunnet som helhet, der prosjektdeltakere har bidratt til offentlig debatt og overfor offentlige institusjoner. 3) Internasjonalt, der kunnskap om den samiske erfaringen og sametingsmodellen formidles til urfolksforskere i andre land. Mye av forskningen er imidlertid ikke ferdigstilt, og flere artikler er fortsatt under arbeid. Virkninger og effekter har dermed hittil vært begrensede, så brukerrettet formidling og internasjonal konferansedeltakelse blir sentralt i 2020.

Prosjektet handler om utenfor- og innenforposisjoner i det samiske samfunnet i Norge og Sverige, og i hvilken grad den moderne samiske samfunnsbyggingen innebærer et aspekt av grensedragning mellom de som inkluderes i samfunnsbyggingen og de som står utenfor. Et hovedtema er folk med samisk tilknytning som ikke har skrevet seg inn i sametingenes valgmanntall, eller ikke oppfyller kriteriene til å gjøre det. Etableringen av sametingene gjorde det nødvendig å avklare hvem som har rett til å delta i samisk politikk, og dermed også hvem som ikke har det. Ved hjelp av kvalitative intervjuer og innholdsanalyser av medier, vil vi studere hvilke holdninger til samiske innenfor- og utenforposisjoner som blir uttrykt i det offentlige samiske ordskiftet, blant de ikke-innmeldte samene selv, og blant politiske aktører. Et annet hovedtema er ulik grad av tilknytning blant den manntallsførte delen av den samiske befolkningen. Dette gjøres ved hjelp av kvantitative velgerundersøkelser. Vi spør i hvilken grad økende urbanisering fører til svakere tilknytning til det samiske og til konflikter mellom interessene til urfolk i byene og i de tradisjonelle områdene. Et tredje hovedtema er hvordan spørsmålet om hva som regnes som samisk og ikke-samisk trer fram i samisk politikkutforming, som i økende grad bygger på statistikkproduksjon. Ved hjelp av kvalitative intervjuer og dokumentstudier, vil vi kartlegge hvordan samisk statistikk brukes i politikkutformingen, og i hvilken grad statistisk informasjon legger føringer på hvilke grupper av samer som defineres inn eller ut når samepolitikk utformes. Gjennom hele prosjektet vil vi sammenligne data fra Norge og Sverige. Dette gir rom for interessante sammenligninger. Til tross for at Norge og Sverige på mange måter ligner hverandre, er det betydelige variasjoner i de to statenes samepolitikk, i de to sametingenes lovgrunnlag og utforming, og i sametingsvelgernes forhold til sine respektive sametingene og stater.
