Kultur for læring - et innovasjonsprosjekt i utdanningssektoren

During the previous year, the project Culture for Learning (Kultur for læring) has achieved results in several areas of the innovations that are being carried out. The Internet-based portal is operational. Through this portal, teachers and school leaders at the 120 primary and lower secondary schools in Hedmark County have access to the survey results for their own school and class concerning teaching and school climate, as well as the students social and academic development. The second survey for all 19,000 students, their teachers, parents, and school leaders was conducted in November 2018, and the last survey was late in 2020. A total of twelve Internet-based 'competence packages' have been developed, in which school leaders and teachers actively participate in order to collectively develop their own competence. Almost all 2100 teachers and school leaders in Hedmark County now work with this Internet- and school-based form of continuous education. Apart from this, an Internet-based model for pedagogical analysis has also been developed. In this model, school analyse their challenges and develop pedagogical measures and strategies in accordance with a research-based system theory model. The Internet-based model also has a search function for research-based pedagogical literature. This Internet resource hub with access to survey results, competence packages, digital pedagogical analysis, and search function is also used in several other projects that SePU at Inland Norway University of Applied Sciences carry out. In total, there are now 82 municipalities in Norway that utilise these resources. This means that the innovation are already used in fare more municipalities than the 22 municipalities in Hedmark County. We keep track of the use of the Internet resource hub in Google Analytics. The number of unique users are growing. The different networks between schools, municipalities, and regions, have collaborated regularly throughout this period. Professional learning communities have been established both in schools and between schools. In these networks a culture for learning is gradually developing. Furthermore, a Masters degree in Educational leadership has been started under the auspices of Culture for learning. The most important dissemination during this period has taken place through the use of media to reach out to the people in Hedmark County, and in that way create a stronger interest in education and learning. For which authorities will the project be of particular interest This project will primarily be of interest and use to other municipalities and regions. There are 60 other municipalities in Norway that are already using the Internet resource hub we have developed for Culture for Learning. Furthermore, there is an ongoing close collaboration with Aalborg University regarding an equivalent project in Denmark, in which SePU at Inland Norway University of Applied Sciences is involved. The project Culture for Learning has also been presented to the Ministry of Education and Research, and the Norwegian Directorate for Education and Training is familiar with and has shown great interest in our work. Several of the researchers in Culture for Learning are used in various events organised by the Norwegian Directorate for Education and Training. Assessment of the reported activities The activities reported here are in accordance with the project plan. The scope of the activities is greater than we anticipated. In addition, the spread of the innovations to other municipalities and schools is far more extensive than we had planned.

Resultatene viser at grunnskolepoengene har økt fra 40,4 poeng i snitt (2015/16) til 42,9 (2019/20). Nasjonale prøver har vært stabile gjennom perioden utenom lesing, som har hatt en svak fremgang. Resultater på elevnivå kan være usikre pga. Koronaen og konsekvensene det har hatt for skoletilbudet. Analyser viser at lærernes, ledernes og skoleeieres kompetanse i profesjonelle læringsfellesskap har økt i denne perioden. Det er også etablert en egen mastergrad i utdanningsledelse med en gjennomføring på 85 %. Det er videre dokumentert i både kvantitative analyser og intervjuer, at kartleggingsresultatene brukes aktivt på alle nivå. Myndigheter, forvaltning, UH-sektor og interesseorganisasjoner har et nærmere samarbeid gjennom nettverk i regionene. Mange av prosjektets målsettinger er derfor realisert. Manglende kontrollgruppe i evalueringen gjør at vi ikke kan dokumentere klart at resultatene alene kan forklares av innovasjonene i FoU-prosjektet.

Dette innovasjonsprosjektet har til hensikt å løfte skoleresultatene i et helt fylke og skape en kultur for læring og utdanning på alle nivåer i skolesystemet. Prosjektet er planlagt slik at pedagogisk praksis forbedres kollektivt i alle skoler. De ulike elementene i prosjektet vil virke sammen på en måte som ikke er prøvd ut i Norge tidligere. Innovasjonsprosjektet skal gjennomføres i Hedmark, og Fylkesmannen skal lede prosjektet ut fra sin samordningsfunksjon. Prosjektet har fire innovative hovedstrategier: - En nettressurs for analyse av kartleggingsresultater og bruk forskningsbasert kunnskap for å forbedre elevenes læringsutbytte. - Undervisning og læring i det 21 århundres ferdigheter med oppfølging på resultater. - Kollektiv kompetanseutvikling av alle lærere, skoleledere og skoleeiere i fylket gjennom samarbeid i profesjonelle læringsfelleskap. - Et nettverk bestående av fylkesmann, skoleeiere, høgskolen og interesseorganisasjoner, som skal samordne og koordinere aktiviteter for å forbedre kvaliteten i hele utdanningssystemet i fylket. FOU-aktivitetene vil ha fokus på de ulike innovative strategiene, og forskningen har som mål å utvikle kunnskap om hvordan lærere, skoleledere og skoleeiere kollektivt kan forbedre elevenes sosiale og faglige læringsutbytte. Det legges opp til et kvasi-eksperimentelt pre-post design med påfølgende måling og bruk av alderskohorter som kontrollgruppe. Innovasjonene og den forskningsbaserte kunnskapen som utvikles, vil ha nytteverdi for skoler, kommuner og regioner i og utenfor Norge, som ønsker en samordnet forbedring av sitt skolesystem. Verdiskapningen i Hedmark er knyttet til bedre kvalitet på grunnskolene og på lang sikt høyere utdanningsnivå og bedre yrkesdeltagelse i befolkningen.
