Background The purpose of this study is to develop research-based knowledge of how one municipality can work with systematic innovation efforts to create strength-based approach in the child and youth sector. Strength-based approach as a way to contribute to the mental health, development and development of children and adolescents quality of life is increasingly mentioned nationally as a possible and desired development. Gausdal municipality received a grant for a five-year project (UngStyrke) in 2017 with the purpose of developing strength-based approach in the child and youth sector. The overall aim of the study is to develop knowledge about how the strength-based approach is experienced by staff in the child- and youth sector and what importance the strength-based approach has for children and young people's mental health and development through exploring changes in their social environments and prosocial behavior. The study has a qualitative and quantitative approach to the field of research where the strength-based approach and theory of prosocial behavior and prosocial environment form a theoretical framework. The studies are planned with three part-studies; a field study at two primary schools with a quantitative component (Elementary Social Behavioral Assessment, ESBA) and a focus group study with the staff at the two schools. Summary: Throughout the last two public health reports, there has been increased ambitions to safeguard the mental health perspective in public health work. Emphasis is placed on the fact that public health work to promote good mental health should focus attention on factors in people's immediate environment. In order for measures to take effect and to benefit the population, long-term, systematic and knowledge-based work is necessary. Gausdal municipality is a program municipality in the program for public health which is established by Ministry of Health and Care Services and Norwegian Association of Local and Regional Authorities. The municipality's project (Ung Styrke) has as its goal to develop a strength-based approach in the child and youth sector in Gausdal. The project runs over five years (2017-2021). The research context for the study will be selected parts of the children's and youth sector in Gausdal municipality affected by the project. The purpose of this study is to develop research-based knowledge on how a municipality can work with systematic innovation efforts to create strength-based environments in the child and youth sector with the aim of improving children's and young people's mental health and quality of life. The research process is co-operative and practice focused. It could contribute to important knowledge about inhibitory and promotional factors regarding organizational work on the development of prosocial environments with a strength-based approach. Knowledge will be an important contribution to people who wish to work systematically with public health work based on strength-based perspectives with action learning as the prime method. The study will have utility because it provides: ? New knowledge of what inhibits and promotes employees' work with a strength-based approach in Norwegian kindergarten and school context ? Important knowledge of current research in the field of strength-based approach in working with children and young people ? Important knowledge of circumstances and practices that promote or inhibit work with a strength-based approach in a natural setting. ? New knowledge of how strength-based approaches relate to context factors which, according to literature, promotes prosocial behavior and wellbeing. As knowledge about how to carry out public health work systematically and knowledge-based is described as a shortage in Norwegian municipalities, the results of this project will be valuable also nationally.

Gjennom de to siste folkehelsemeldingene har det vært formidlet økende ambisjoner om å ivareta psykisk helse-perspektivet i folkehelsearbeidet. Det legges vekt på at folkehelsearbeid som skal fremme god psykisk helse bør rette fokus påvirkningsfaktorer i menneskers nærmiljø. For at tiltak skal ha effekt og komme befolkningen til nytte er det nødvendig med et langsiktig, systematisk og kunnskapsbasert arbeid. Gausdal kommune er programkommune i prosjektet Program for folkehelse som er etablert av Helse- og omsorgsdepartementet og KS. Kommunens prosjekt (Ung Styrke) har som målsettingen å utvikle styrkebasert tilnærming i barne- og ungdomssektoren i Gausdal. Prosjektet går over fem år (2017-2021). Forskningskontekst for studien vil være utvalgte deler av oppvekstsektoren i Gausdal kommunen som berøres av prosjektet UngStyrke. Hensikten med denne studien er å utvikle forskningsbasert kunnskap om hvordan en kommune kan arbeide med systematisk innovasjonsarbeid for å skape styrkebaserte miljøer i barne- og ungdomssektoren med mål om å bedre barn og unges psykiske helse og livskvalitet. Forskningsprosessen er samarbeidsorientert og praksis nær. Det vil kunne bidra med viktig kunnskap om hemmende og fremmende forhold får arbeidet med utvikling av prososiale miljøer med styrkebasert tilnærming. Kunnskapen vil være et viktig bidrag til kommuner som ønsker å arbeide systematisk med folkehelse arbeid basert på styrkebasert perspektiv med aksjonslæring som prinsipp for utviklingsarbeid. Studien vil ha nytteverdi fordi den gir: • Ny kunnskap om hva som hemmer og fremmer ansattes arbeid med styrkebasert tilnærming i norsk barnehage- og skolekontekst • Viktig kunnskap om aktuell forskning innenfor feltet styrkebasert tilnærming i arbeid med barn og unge • Viktige kunnskap om forhold og praksiser som fremmer eller fremmer arbeid med styrkebasert tilnærming i en naturlig setting. • Ny kunnskap om hvordan styrkebaserte tilnærminger er relatert til kontekst-faktorer som ifølge litteraturen fremmer prososial atferd og psykisk helse Da kunnskap om hvordan bedrive helsefremmende arbeid systematisk og kunnskapsbasert beskrives som en mangelvare i Norske kommuner vil resultatene fra dette prosjekt være verdifull også nasjonalt.
