Effects of workplace initiatives on sick leave and work participation - new statistical and causal models to utilise population registries

Alternative title: Effekten av arbeidsplasstiltak på sykefravær og arbeidsdeltakelse - nye statistiske og kausale metoder for å utnytte populasjonsregistere

Awarded: NOK 15.2 mill.

Sickness absence, work disability and withdrawal from the labour market are great burdens for affected individuals and for society, in particular for the health and welfare services. Reducing sickness absence and increasing work participation are key political objectives, but there is a lack of systematic evaluations of initiatives implemented for doing so. This project will assess the effects of the Norwegian Agreement on a More Inclusive Working Life, the IA Agreement, and the use of graded sick leave. The project is based on a unique population-wide birth cohort, utilising large-scale registry and health data, previously unexploited for this purpose. Large resources are used in collecting data on welfare and health in Norway, but much of the potential knowledge from registries is never really recovered. To do so, is important to use new and more advanced statistical methods, and this is also the aim of this project.

Sickness absence, work disability and withdrawal from the labour market are great burdens for affected individuals and for society, in particular for the health and welfare services. Reducing sickness absence and increasing work participation are key political objectives, but there is a striking lack of systematic evaluations of initiatives implemented for doing so. This project will assess the effects of the Norwegian Agreement on a More Inclusive Working Life, the IA Agreement, and the use of graded sick leave. The project is based on a unique population-wide birth cohort, utilising large-scale registry and health data, already collected and linked at individual level, but unexploited for this purpose. Large resources are used in collecting data on welfare and health in Norway, but much of the potential knowledge from registries is never really recovered due to a lack of statistical expertise. It is important to use the newest statistical methodology, and this is the aim of our application. To do so, we are putting together a strong team of international and national experts on statistical methods and subject-matter knowledge. As highlighted in the call, the project will strengthen collaboration between institutions and research groups, and incorporate international research collaborations. The project is a cooperation based jointly at Oslo Centre for Biostatistics and Epidemiology (OCBE), at Oslo University Hospital (OUH) and University of Oslo (UiO), and the National Institute of Occupational Health (STAMI), with key national collaborators at the Norwegian Labour and Welfare Administration (NAV) and at the University of Bergen. Internationally, the project will collaborate with leading scientists in Denmark and the Netherlands.
