The SET Plan is the Strategic Energy Technology Plan for Europe, and is core of the priorities of the Energy Union (ec.europa.eu/energy). This project is related to the leading roles of SINTEF Energy Research within the SET Plan instruments EERA and ETIP within CCUS, namely EERA Joint Program on CCS and ETIP ZEP (zeroemissionsplatform.eu). In order to strengthen and support Norwegian R&I priorities and strategies within CCUS it is important to enable a continued focus from leading Norwegian strategic experts in the field of CCUS on the European arena. Over the last decade, SINTEF has played a leading role in this arena, a role which is based on a strong collaboration between the scientific experts, industry and other stakeholders. Dr. Marie Bysveen is the coordinator of EERA JP CCS, and is playing a central role in the European strategic work on CCUS. This includes representing the European R&D community in the Temporary Working Group developing the SET Plan Action 9 Implementation Plan (IP) on CCUS. She is a member of the Working Group following up this IP, working together with the European Member States (MS) the EU COM and industry. She is also a member of the CLIMIT Board, and by that a valuable contributor to aligning Norwegian and European R&I on CCUS. As the coordinator of EERA JP CCS she holds a permanent observatory position in the ETIP ZEP Advisory Council (AC). Dr. Nils A. Røkke is a vice-president of the ETIP ZEPs Advisory Council (AC) and Advisory Council Executive Committee (ACEC), and by that being central in the discussions and priorities with both European industry, EU member states and EU Commissions around CCUS. As a support of the work of Bysveen and Røkke in these fora mentioned above, the Project includes outreach work and information and active dialogue with Norwegian partners, such as through FME NCCS, CLIMIT and the TCCS conference. In addition to these leading, strategic roles, taking leading and active roles in the development of reports initiated by ETIP ZEP (such as Network Technology) and/or EERA JP CCS provides a unique opportunity to spread Norwegian knowledge about CCS technologies and their future research needs, and thus influence the contents of future EU Research and Innovation calls. In 2020 a main fpcus was on the revision of the SET Plan Implementation Plans goals. In 2021 a lot of work has gone into the development of a SET Plan CCUS roadmap 2030, and to prepare for EERA CCS strategy process in 2022 being in alignment to the EU Green Deal. This in addition to providing input to the Horizon Europe 2023-24 CCUS calls, including the CLIMIT secretariat.

Within the time frame and the monetary constraints of this project, SINTEF will execute the techno-strategic leadership of the EERA CCS JP and ETIP ZEP. Through strong Norwegian presence and leadership of the Joint Programme, Norwegian research priorities in the strategic work in EERA CCS JP and ETIP ZEP related to the SET plan will be promoted and preserved. Emphasis will be on CCS technology, especially techniques and innovation aimed to improve the overall efficiency and levelling off costs (and investments) and to improve critical components of the CCS chain. Following the Mission Innovation workshop on CCUS in Houston, US, ultimo September 2017, there is a clear indication that the global Mission Innovation initiative will need to be aligned with the SET Plan Implementation Plan (IP) on CCUS. The same goes for the next phase of ERA-NET ACT. As a support of the work of Bysveen and Røkke in the EERA JP CCS and ETIP ZEP fora, the proposal also proposes to include outreach work on information and active dialogue with Norwegian partners, such as through FME NCCS, CLIMIT and the TCCS conference.
