Effektene av fysisk og seksuell vold på ofre og deres familier kan være ødeleggende og vedvarende, med potensielt langvarige konsekvenser for fysisk og mental helse, utdanning, sysselsetting og bruk av velferdstjenester. Mens strafferettssystemet anses som en viktig del av offerets gjenopprettingsprosess, er det begrenset empirisk forskning på hvorvidt strafferettslige prosesser hjelper og/eller hindrer bedring langs disse ulike dimensjonene. I dette prosjektet vil vi adressere dette kunnskapshullet ved å bruke en kombinasjon av kvantitative og kvalitative forskningsmetoder. I de kvantitative analysene vil vi bruke administrative registerdata som dekker hele befolkningen sammen med kvasi-eksperimentelle metoder for å kunne trekke kausale slutninger. Vi vil også benytte maskinlæringsteknikker for prediksjon. De kvalitative analysene vil supplere de kvantitative analysene ved å gi kontekst til et komplekst felt av saker og ofre og ved å identifisere potensielle mekanismer mellom strafferettslige prosesser og utfall for ofrene. Samlet vil disse metodene gi en mer robust, representativ og nyansert forståelse av hvordan kontakt med strafferettssystemet påvirker offeret på tvers av flere viktige livsområder både på kort og lang sikt. Prosjektet ledes av Folkehelseinstituttet (FHI) med Frischsenteret og Universitetet i Oslo som partnere. Prosjektet har et rådgivende utvalg med medlemmer fra Nasjonalt kunnskapssenter om vold og traumatisk stress (NKVTS), ETH Zurich, Universitetet i Oslo, Frischsenteret, Universitetet i Bergen, og OsloMet. Det er også tilknyttet en brukergruppe bestående av personer og organisasjoner som er i kontakt med ofre for vold og overgrep.

Victims of sexual and physical violence is one of the most vulnerable groups in our society. The criminal justice system (CJS) serves a critical role in providing assistance to victims of these crimes, enabling them to seek justice, protection, compensation, and closure. Yet, knowledge about whether the CJS helps or harms these victims is extremely limited. This project aims to remedy this by providing a comprehensive understanding of the role of the CJS in supporting and providing restoration for victims of physical and sexual violence in Norway. We will utilize a combination of quantitative and qualitative research methods across disciplines to study outcomes across multiple important life domains, both in the short and long run. For the quantitative analyses we will use exceptionally rich longitudinal administrative register data with full population coverage combined with state-of-the-art quasi-experimental methods for credible causal inference and predictive machine learning techniques. The qualitative analysis will be based on narrative interviews with victims, providing context and insights into how interactions with the CJS shape life stories. The results will yield a robust and nuanced understanding of how the different stages of the CJS impacts victims. This is particularly urgent given how the current emphasis on legal responses to assaults has caused a sense of obligation and civic duty for especially women to report incidents, while the chances of legal closure remain small. In addition to advancing the methods for quasi-experimental designs and machine learning within quantitative criminology, this project will provide valuable insights for policymakers, stakeholders, and practitioners working in the field of victim support and rehabilitation and may inform current legal reform efforts aimed at addressing these issues.

Helpful or harmful: The effects of criminal justice system contact on victims of sexual and physical violence

Forskningssenter for barn og unges institusjonelle spor studerer barn og unges bevegelser inn i, mellom og ut av institusjoner og tjenester som barnevern, tjenester for barn og unge med nedsatt funksjonsevne, helsetjenester for barn og unge, kriminalomsorgen og NAV. Senteret har et særlig fokus på barn og unges sårbarheter i møter med ulike institusjonelle logikker, hvordan barn og unge beveger seg og flyttes mellom ulike typer av institusjoner, hvordan de bebor og rømmer fra institusjoner og deres møter med sosial og hjelpetjenester knyttet til livsoverganger som f. eks overgangen ved 18 års alder. 
Senteret utforsker hvordan omsorgs- og kontrollfunksjoner innenfor ulike institusjoner og tjenester er vevet inn i hverandre og hvor de faglige praksisene er sterkt regulert, og analyserer disse ut fra et menneskerettighets og rettferdighetsperspektiv. Gjennom barne- og ungdomsrettet forskning har senteret som mål om å frembringe nye kunnskaper om institusjoner og tjenester. Arkitektur, design og brukermedvirkning står sentralt og senteret har som mål å utvikle innovative forslag som i større grad er tilpasset barn, unge og deres familier.

Forskningssenteret er et samarbeid mellom VID vitenskapelige høgskole, KRUS, NORCE, NTNU og HIOF. Praksispartnere er BUF-etat øst, Kriminalomsorgen, Tverrfaglig.no, NAV, NAKU og Salto. Erfaringsekspertene inkluderer en tidligere fange og gjengmedlem, LBB, Brukerrådet ved Vestfold Friomsorgskontor og LUPE.

Employing a comparative, interdisciplinary and cross-professional approach, PATHWAYS undertakes child- and youth-centred research that will generate new knowledge and build practice capacity in supporting  and improving children and young people’s institutional experiences within and journeys through Child Welfare Services (CWS), Services for Children and Youth with Disabilities (DS), Health Services for Children and Youth (HS), Correctional Services (CS) and the welfare and employment centre (NAV). The concept of ‘vulnerable institutional pathways’ refers to children’s and young people’s movements in, between and out of institutions and services, involving exposure to different institutional logics, moves between institutions, escape from institutions and vulnerabilities connected to life transitions, e.g., turning 18 years old. PATHWAYS addresses a significant gap in the existing body of knowledge by focusing on cross-institutional experiences targeting the professions of social work, child welfare, social education, nursing, correctional care, and architecture, offering comprehensive insights to address the complex needs of children, young people and their families. Through active collaboration with partners in the practice field, children and youths as ‘experts by experience’ the overarching aim of the centre is to connect the fields of research, education and practice with users in order to develope innovative institutional settings. This comprise physical spaces that promote children and young people’s participation and facilitate the delivery of social work, milieu therapy, milieu work and relational practices that meet children and young people’s needs for care and control. Analytically, PATHWAYS explore the inter-twining of care and control functions in various institutional arenas where professional practices are highly regulated and will analyse these from a procedural justice perspective.

Centre for Research on Children and Young Peoples Vulnerable Institutional Pathways

Til tross for relativt høy velstand og gode i sosiale tjenester i Norge, lever mange norske barn og unge i sårbare livssituasjoner. Mange står også i fare for å falle utenfor skole og sosiale fellesskap. Senter for barn og unge og sosial beredskap samler innsatsen innen forskning, utdanning og praksis for å møte disse samfunnsutfordringene, der også barn og unge skal involveres både i forskningsdesign, utforskning, dataanalyse og formidling. Med søkelys på sårbare livssituasjoner og sosial beredskap retter det tverrfaglige senteret oppmerksomheten mot sosiale, snarere enn individuelle sårbarhetsfaktorer. 
Sosial beredskap handler både om å utvikle forståelse for det sosiale limet i samfunnet, om å mobilisere ressurser i det offentlige og i det sivile samfunn, og lage ordninger som motvirker utenforskap. Dette kan være kritiske hendelser i hverdagen, som mobbing eller overgrep, eller større samfunnskritiske hendelser, som koronaepidemien er et eksempel på. 
Senteret skal frambringe kunnskap om sosial beredskap som tilnærming til tidlig innsats rundt barn og unge i sårbare livssituasjoner. Vi vil bidra med kunnskap om hvordan "samarbeid" og "sårbarhet" har blitt definert, forstått og anvendt, og hvordan sårbarhet oppstår i praksis. 
Videre vil vi bidra med kunnskap om hvordan skolen sammen med barnet, familien, lokalsamfunnet og offentlige aktører kan etablere en tidlig sosial beredskap for å fange opp og gi støtte til de som står i fare for å kunne oppleve utenforskap tidlig og gi støtte. 
Sammen med studenter, en rekke aktører i praksisfeltet og vårt internasjonale samarbeidsnettverk, skal vi utvikle og prøve ut forskningsbaserte samarbeidsmodeller og beredskapsøvelser på tvers av fag, disipliner, tjenester og sektorer. Ideen er at kunnskapen skal kunne brukes til å forbedre både praksiser og systemer, samt danne grunnlaget for å utvikle undervisningstilbud som kan styrke både profesjonsutdanninger og -praksiser.

Despite the relatively high wealth and robust social services in Norway, more Norwegian children and youth (C&Y) live in vulnerable situations than we might or should expect. Poverty is one factor that increases vulnerability, as does domestic and sexual abuse, and bullying and exclusion in school. C&Y who have endured these adverse contexts and conditions have a greater incidence of contact with child welfare services, of becoming juvenile crime offenders, and of being over-represented among those with low school performance. This proposal aims to establish a research centre that will coalesce its efforts in research, education, and practice to respond to these prevailing social challenges. By focusing on "children and youth in vulnerable life situations" rather than "vulnerable youth" we aim to refocus attention onto social, rather than individual, factors of vulnerability. Rather than treating vulnerability as a static concept, we start from a rigorous examination of how it has been defined, applied, and understood both institutionally and by C&Y themselves, by involving C&Y in both research design, exploration, data- analysis and dissemination. The PrepChild centre will focus on public social preparedness and the need to prevent marginalisation by redeveloping and optimising the conditions – in domestic spheres, educational arenas, social & digital domains, and local communities – of the lives of C&Y. Doing so effectively, however, requires more rigorous and critically informed collaboration between sectors & institutions, and our centre begins from an analysis of how 'collaboration' and 'vulnerability' have been engaged, understood, misunderstood, and misapplied. 
The PrepChild centre will become the hub for a nexus of research, education, and practice on social preparedness that can be applied through up-to-date training & exercises and collaboration across subjects, disciplines, services, & sectors.

The Centre for Children & Youth, Vulnerability, and Social Preparedness

Museumsutstillinga ‘Havets Elfenbein’ er planlagt vist ved NTNU Vitenskapsmuseet i perioden 2.mai 2025-31.januar 2026. Utstillinga vil konsentreres om hvalrossjakt og middelalderens handel med hvalrosstenner, fra Grønland via Norge til bl.a. England og Ukraina, og der både nordmenn og urbefolkninga i Arktis og i Norge har vært involvert. Utstillinga vil både ha et naturhistorisk og et kulturhistorisk perspektiv med utgangspunkt i gjenstander fra museets egne samlinger (hvalrosstenner, spillebrikker, figurer og et krusifiks laget av hvalrosstann) sammen med innlånte gjenstander fra England, Danmark og Ukraina og med tilknytning til Norge og Trondheim. Lånet omfatter de verdensberømte Lewis-sjakkbrikkene fra British Museum (sjakkbrikker av hvalrosstann, trolig laget i Trondheim), det s.k. Wingfield-Digby Crozier (toppen av et geistlig septer, utskjæringer i hvalrosstann, utført i Norge) fra Victoria and Albert Museum, et annet hode av et geistlig septer fra Nasjonalmuseet i Danmark (også dette laget i Norge), samt fragmenter av hvalrosskranier fra Nasjonalt Vitenskapsakademi i Kyiv, Ukraina og fra Universitetet i Bergen.  I tillegg vil vi også forklare forskningsmetoder som er benytta for å fastslå gjenstandenes opphav i tid og rom, bl.a. stabile isotoper, historisk DNA, 3D-bildeanalyse og C14-datering. 
I utstillingsperioden skal det gjennomføres omvisninger for skolelever i grunnskole og videregående opplæring, og for tilfeldig besøkende og forhåndsbestilte besøk.  Det skal produseres 10 utstillingsrelevante videoer som publiseres på sosiale medier, populærvitenskapelige artikler til Gemini.no og SPOR, og en katalog over gjenstandene og informasjon om utstillingas tema.  
Utstillinga har sitt kunnskapsgrunnlag fra ERC-prosjektet «4’Oceans: A Human History of Marine Life c.100 BCE to c.1860 CE».  Ny kunnskap fra dette prosjektet og nytt vitenskapelig samarbeid med British Museum vil være utgangspunkt for både skriftlig og muntlig formidling knyttet til utstillinga.

Havets elfenbein

Å styrke situasjonen til barn og unge i sårbare livssituasjoner krever at hjelpetjenestene samarbeider godt. Samtidig viser forskning at samarbeid ofte er en utfordring for hjelpetjenestene. Formålet med dette prosjektet er å undersøke hvordan barnevernstjenesten og andre hjelpetjenester samarbeider, og hva som kan gjøres for å styrke samarbeidet. Prosjektet skal gjennomføres i samarbeid mellom forskere ved NOVA og Nord Universitet, Landsforeningen for barnevernsbarn og Sarpsborg kommune. Vi har valgt ut tre grupper barn og unge i sårbare livssituasjoner: Flyktningebarn, barn som utsatte og utøvere av vold og barn i barnevernsinstitusjoner. For å innhente kunnskap, vil vi både intervjue barn og unge og ansatte i hjelpetjenestene, og vi vil observere samarbeidsprosessene i samarbeidsfora rundt barna og de unge. Vi skal også analysere rammeverket rundt samarbeidet (offentlige dokumenter og rettsregler). Slik tar prosjektet sikte på å frembringe ny kunnskap om samarbeidets styrker, men også utfordringer i samarbeidet rundt barn og unge.

We aim to develop new insights and comprehensive knowledge on how cooperation around vulnerable children is done in practice and how collaborative practices can be improved to enhance the support necessary to fulfil children's rights. Our in-depth qualitative research is developed, and will be conducted in, close partnership with Sarpsborg municipality and the National Association for Children in Child Welfare. We combine methods to gain a multifaceted understanding of cooperative interactions, encompassing perspectives of children, youth, their families, welfare professionals, and national and local policymakers. Vulnerable children as a category serves as a recognition of children in need of support and services due to difficult circumstances. Our project narrows the focus to three specific situations of vulnerability: of refugee children, of children in contexts of violence, and of children living in Child Welfare Service (CWS) institutions that demand specific configurations of cooperation and present specific dilemmas: refugee children as children and refugees, children in violence as risky and at-risk, and children in institutions as spatially separated. CWS are involved with the three groups and will be our point of departure for our investigation of cooperative interactions. We will conduct ethnographic studies and co-analyses with practitioners in services and analyse national and local policy and legal documents in light of local practices, and employ innovative methods to access perspectives of children themselves. Expected outcomes: •Nuanced up-to-date descriptions of cooperative interactions to support children in three types of vulnerable situations •Understanding of frontline workers' dilemmas in their cooperative efforts to support children in vulnerable situations •Novel insights into childrens' experiences of collaborative efforts across services •Clear recommendations for future practice built on findings generated with children and practitioners

Målet med Arktisk forskningssenter for barn og unge i risiko er å drive forskning som svarer på det positive spørsmålet hva som kan gjøres for å øke trivselen til barn og unge. Barn som vokser opp i familier med knappe ressurser, har statistisk sett en høyere risiko for å oppleve nedsatt livskvalitet, vold, misbruk, dårligere helse, utfordringer på skolen og er mer utsatt for rus- og psykiske lidelser seinere i livet. Større sosioøkonomiske forskjeller i befolkningen, og sosiale ulikheter blant barn og unge i Norge krever handling. Vi trenger mer forskning på feltet som kan fremme medvirkning, myndiggjøring og deltakelse for barn og unge. Profesjonsfagene barnevern og sosialt arbeid, lærerutdanningen og helse- og velferdsutdanningene, er sentrale for å kunne tilnærme seg problemstillingen på en helhetlig måte. I Arctic Research Centre for Children and Youth at Risk ved UiT Norges arktiske universitet, vil Institutt for barnevern og sosialt arbeid, Institutt for lærerutdanning og pedagogikk og Institutt for helsefag samarbeide om kunnskap som gir bedre, mer forskningsbaserte utdanninger og mer effektive tjenester og tilbud. Vi skal også ha søkelys på innovasjon mellom forskere, profesjonsutøvere, tjenesteutøvere og brukere. Vi er opptatt av hvordan vi sammen kan skape forskning som fremmer god livskvalitet og myndiggjøring for utsatte barn og unge, og deres familier, i nord – på tvers av profesjonsutdanningene -  og vil arbeide med dette i årene fremover. Senteret, med sin tverrfaglige profil, vil fremme myndiggjøring og brukermedvirkning for de norske og samiske barna og unge dette gjelder. Formidlingen fra senteret vil rette seg til barn, unge og deres familier, brukerorganisasjoner som arbeider med tematikken, studenter og ansatte innenfor de involverte profesjonsutdanningene, praktikere og forskere. Aktivitetene i senteret har som mål å fremme inkludering av flere barn og unge i utdanning, arbeids- og samfunnsliv.

The 3 departments Child welfare and Social work, Education and Pedagogy, and Health Care Sciences at UiT, the Arctic University of Norway propose The Arctic Research Centre for Children and Youth at Risk. Collaboration with external research partners from Sweden & Finland, the practice field and user organizations in the region emphasizes a joint Nordic effort. Participating research communities in Europe, South Africa, Canada & USA strengthen the international scope. Increasing inequalities in Norwegian society continue to challenge the living conditions for children and adolescents (C&A), giving rise to a need for up-to-date educations, in the Arctic, that enhance research-informed professionalism and educare expertise, that serve to reduce vulnerability and improve C&A’s wellbeing. The Centre have 3 core values: (1) Responsible Innovation (2) Co-production (3) Meaningful Engagement. An interdisciplinary approach requires methodological inventiveness, which is achieved through (1) Participant collaboration (2) Interaction across traditional knowledge ‘boundaries’ (3) Facilitation of bridge-building activities that support impact in the North. The Arctic Research Centre has 6 work packages (WP), related to innovative interdisciplinary education and professional practice in social work & child welfare (WP1), education (WP2), in social work for Sami children and youth (WP3), school health services and public health nursing, and for service users participating in education and research (WP5). WP 6 is project management. The Centre seek to achieve positive impacts in 3 specific and critical areas: (1) demonstrate reductions in mental ill-health and substance misuse in the principal beneficiaries (2) to increase individual and collective feelings of ‘mattering’ which is a fundamental component of wellbeing (3) to build character strengths in children and youth at risk. The Centre will carry out activities that ensure the participation of Norwegian and Sami C&As.

ARCTIC Research Centre for Children and Youth at Risk

Målet med mobiliseringsprosjektet er å posisjonere og kvalifisere for et innovasjonsprosjekt i offentlig sektor med det formål å kunne utvikle kreative og praktiske pedagogiske verktøy for å styrke et helsefremmende miljø i barnehager og skoler. Over flere år har det vært satsing på helsefremming i barnehager og skoler i Agder, men det er fortsatt et behov for å få til mer praktiske verktøy og en pedagogikk som både ivaretar kompetansemål i barnehage og skole, og bygger et helsefremmende miljø. Det er et behov for forskningsbasert kunnskap og partnerskap mellom flere aktører for å lykkes med dette. Birkenes kommune og NORCE er samarbeidspartnere i prosjektet, og vil samhandle med andre kommuner og fagmiljøer som RVTS Sør, KORUS Sør og Earthtree Media As, samt forskningsmiljøer ved Universitetet i Agder, Universitetet i Stavanger og Universitetet i Bergen i mobiliseringsprosessen. Prosjektets aktiviteter vil gjennomføres ved samlinger der forskere deltar sammen med disse sentrale aktørene, der forskningsrådets anbefalte verktøy, prosjektkanvas, vil benyttes.

Prosjektetablering - Kreative og praktiske pedagogiske verktøy for helsefremming

ENGAGE blir det største forskningsprosjektet på Folkehøgskoler (FHS) i Norge, og skal undersøke betydningen av et folkehøgskoleår i lys av samfunnsengasjement og deltakelse blant norsk ungdom. 
Bakgrunnen for prosjektet handler om ungt utenforskap fra utdanning og arbeidsliv, men også om en økende anerkjennelse av den sosiale dimensjonen av ungt utenforskap i form av demokratisk og sosial deltakelse og at unge som står utenfor har mindre tillit til det politiske systemet. Norske FHS er et tillegg til det formelle utdanningssystemet, og når unge vurderer noe annet enn skole/jobb etter videregående, er det like mange som vurderer FHS som vurderer førstegangstjeneste. Et år på FHS er en arena for å utvikle sosiale evner, konfliktløsning og samarbeid. Man bor på internat på skolen med ansatte til stede hele døgnet, det er ingen karakterer eller eksamen, og det er fokus på demokratisk danning og allmennkunnskap. 
ENGAGE er et 5-årig prosjekt med prosjektperiode 1.11.2024–31.10.2029. Prosjektgruppen består av forskere fra NORCE i samarbeid med forskere fra USN og NOVA. Vi har et tett samarbeid med Folkehøgskolerådet, og en referansegruppe bestående av svenske og danske representanter samt representanter fra alle de 5 FHS-organisasjonene for de 83 FHS i Norge. 
Prosjektet består av tre arbeidspakker. I WP1 gjøres kvalitative longitudinelle dybdeintervju med elever. WP2 er en storskala surveyundersøkelse blant alle elever ved alle FHS i Norge, samt alle tidligere elever de siste 3 årene. WP3 ser på registerdata blant alle disse, i tillegg til registerdata for søkere til FHS som av ulike årsaker ikke startet på skolen. Vi vil samle inn data til å kunne se på utviklingen blant hele gruppen (rundt 30’000 unge) over en periode på 10 år. 
Ved å kombinere disse datakildene ønsker vi å svare på kunnskapsgapet om betydningen av FHS for den enkelte, arbeidslivet og samfunnet, fra ulike perspektiver.

The primary objective of ENGAGE is to investigate the impact and meaning of Norwegian Folk High Schools (FHS) in the light of societal engagement and participation among Norwegian youth. The project objectives are pursued by a broad methodological approach organized into three work packages (WPs):

Longitudinal interviews (WP1): How does FHS as a bounded community shape young adults’ understandings of their “place in the world”, enable participation, belonging and a sense of mattering; and what aspects of an FHS year address or enable perceived conversion factors for life goal realization and aspects of active citizenship?

Large-scale survey (WP2): How do variables related to societal engagement, relational and psychological wellbeing, change over the schoolyear among young adults at Norwegian FHS; and how do they perceive the impact and meaning of the social and educational aspects of the FHS experience on their current and future participation in society?

Registry-based analyses (WP3): How do educational and working life pathways, and democratic and civic participation, of young adults who have attended FHS evolve in the years following the schoolyear, and how does it differ from their peers? And how do variables from the survey study relate to future participation in society?

ENGAGE is led by an interdisciplinary team of researchers with expertise in psychosocial sciences, educational sciences, health promotion, sociology, and psychology. The research team will use a mix of qualitative and quantitative methods to address established knowledge gaps in the scientific literature on the challenge of disengaged youth that is highly relevant to policy and practice fields in education, learning and competence development.

Engagement, Growth And General Education in Norwegian folk high schools (ENGAGE)

The film about Jann Sandøy will focus on coastal identity, intergenerational learning, living cultural heritage,
sustainable future imaginations and ocean literacy. This project strengthens and shows the values encapsulated in
coastal identity through co-creation (art & science) and increases empathy across and towards our ocean, both
locally and internationally to a broad audience. In this way, the project will contribute to reaching the goals of the UN
Decade of Ocean Science for Sustainable Development, specifically in terms of increasing ocean literacy through new
forms of collaboration between science, the arts and culture sector, and the school sector. The project specifically
contributes to goal 10 of the Norwegian priority areas for the Ocean Decade: “Everyone understands the ocean” as
described in the document The UN Decade of Ocean Science - Proposed priority areas, pointing out that “(c)
ooperation is needed between scientists, ocean industries, communication experts, the arts and culture sector and
the school sector. International cooperation is also needed to provide inspiration and to boost international
understanding of the ocean.”

The short documentary film about Jann explores questions related to social and cultural sustainability of coastal
communities in transition, through Jann's life on Sandøy and coastal childhood (youth) on the islands in Træna. The
aim is to shed light on the shifting and dynamic interplay between education, knowledge production and society in
coastal environments from an intergenerational perspective.

The documentary raises societal awareness of the ocean's value and inspires behavioural change for a sustainable
future, while safeguarding tangible and intangible coastal heritage.

Problem description:

We sketch a potential collaboration and a wide road map of future research in the area of railway optimization.
Our experience in two different kinds of decision problems are the basis of developing a standard process chain of managi ng railway systems and a general mathematical technique to solve large scale railway problems on different levels.
Furthermore, we are aiming at incorporating robustness considerations within the decision process of railway companies.

Planning and operat ing railway transportation systems is extremely hard due to the combinatorial complexity of the underlying discrete optimization problems, the technical intricacies, and the immense size of the problem instances. Mathematical models and optimization
techn iques can result in huge gains for both railway customers and operators, e.g., in terms of cost reductions or service quality improvements.
In addition a major part of the input is not known exactly at the time when the problem has to be solved. Neglectin g uncertainty may compromise feasibility and optimality of produced solutions.
Hence, we need to incorporate robustness considerations in the decision process to obtain implementable solutions. 

In this project, we want to address three major decision pr oblems arising in every railway system:
1. long-term freight train routing and line planning,
2. mid-term and short-term vehicle rotation planning,
3. real-time train dispatching.
These problems are at different levels of the decision process of a railway  system and typically are handled by separated companies.

We want to start this cooperation to reach different ambitious scientific goal:
Define a standardized and general railway planning process
Develop a fine-to-coarse or micro-macro aggregation techn ique
Develop and integrate reasonable robustness models
Develop an integrated model for line planning and timetabling

Optimizing Railway Operations

Homomorphic encryption is a method of maintaining confidentiality of data while still allowing it to be processed. By providing an encryption function defined over a suitable algebraic structure, such as a group, ciphertexts can be combined using the alge braic operation. The resulting combined ciphertext has predictable structure in terms of a combination of the plaintexts of the input ciphertexts. This allows outsourcing computation on the data to third parties without the need to reveal its content. Thi s property has resulted in homomorphic encryption lying at the heart of several important applications, such as electronic voting, private information retrieval, outsourcing computations, or multiparty computation.

The overall aim of this project is to e xplore the fundamental structure of homomorphic encryption in the context of: the range of homomorphic properties; the efficiency of the algorithms; and the practical applications of homomorphic encryption. Building on previous work by the project team, t he focus will be on extending the results on group homomorphic encryption to (i) symmetric key homomorphic encryption schemes and (ii) homomorphic encryption schemes that only indirectly use the algebraic structure of the plaintext and ciphertext spaces,  e.g., current fully homomorphic encryption schemes. 

The aims of this research are to:

1. explore the fundamental properties of homomorphic encryption related to algebraic structure;
2. consider how existing homomorphic encryption schemes can be capture s within a generic framework;
3. design better solutions for practical homomorphic encryption; and
4. analyse applications of homomorphic encryption in higher level cryptographic protocols.
