Health promotion and collaboration to strengthen work participation

The project aims to develop and document the effect of seamless services to strengthen work participation among sick listed at risk of long-term sick leave. We will explore factors that contribute to early and tailored services and coordination. How to ensure early identification of inhabitants at risk of long-term sick leave? What characterizes optimal content and organisation of services? How to ensure good communication and seamless transitions? How to ensure that the sick listed is ?in the driver?s seat?? Who is in need of a coordinator? What would be the role and duties of the coordinator, and which qualifications are necessary to be a successful coordinator? Vinje, Bamble, and Fjord municipalities will collaborate on the project. The project will facilitate local innovation through new forms of follow-up and collaboration around the sick-listed employees. Involved stakeholders such as employees/sick-listed, employers, GPs and other health workers in the municipalities, The Norwegian Labour and Welfare Administration, NAV, and the specialist health services will together contribute to ensure qualified follow-up at an earlier stage than today. In a preproject in 2018, Vinje municipality developed an interview guide to facilitate GP?s identification of individuals at risk of long-term sick leave. We have piloted a low-threshold course that emphasizes cognitive approaches, education, and a work focus. The main activity in our project will be the developing work in the municipalities, with concurrent and subsequent research processes to support the developing work, and to evaluate processes and outcomes. Both quantitative and qualitative methods will be used, official register data, questionnaires, interviews and focus groups. The University of South-Eastern Norway and the National Advisory Unit on occupational rehabilitation-AiR will be in charge of the research. The municipalities may learn from each other through learning networks.

Vinje kommune har i samarbeid med brukarar, kommunale helsetenester, NAV, arbeidsgjevarar og spesialisthelsetenesta alt starta utviklinga av ein ny modell for tverrfagleg og koordinert innsats for kommunen sine innbyggarar som står i fare for langtidsfråver frå arbeidslivet. Eit slikt tilbod er avhengig av tidleg identifisering av sjukemelde i fare for langtidsfråver og utvikling og utprøving av kartleggingsverktøy som kan tilvise sjukemelde til rett tiltak til rett tid. Dette er første del av prosjektet. Neste steg vert å utvikle koordinerte tenester med involvering og dialog med arbeidsgjevar og arbeidstakar. Den sjukemelde skal i alle fasar av oppfølginga medverke aktivt til, og ha kontroll over eigen rehabiliteringsprosess. Dokumentasjon av erfaringar med og verknader av denne tenesteutviklinga sikrar at vidare utvikling av tenestene kan finne stad. Det er ein føresetnad for å lykkast med dette, at prosjektet legg til rette for kunnskapsutveksling og læring mellom innbyggarar, fagpersonar, NAV og spesialisthelsetenester, kompetansemiljø, arbeidsgjevarar i næringslivet og deira BHT for å auke kompetanse om arbeidsinkludering. Gjennom deltaking på regionale og nasjonale samlingar og konferansar, vil vi legge til rette for kunnskaps- og erfaringsoverføring mellom kommunane som deltek i prosjektet. Den overordna problemstillinga i prosjektet er: I kva grad og på kva måtar kan kommunen i samarbeid med NAV, arbeidsgjevar, bedriftshelseteneste og spesialisthelseteneste tilby integrerte tenester som styrkar arbeidsdeltaking for sjukemelde med fare for langtidsfråver? Prosjektresultata vil formidlast i nasjonale og internasjonale konferansar og tidskrift, og i digitale opplæringspakkar for kommunar og utdanningar.
