The future demands from central government on modernization and efficiency of the public sector, in conjunction with demographic, economic and technological change, have made change management an inevitable and complex task. The aim of this study is to understand change processes in the public sector and to bring about knowledge that Bergen municipality can use facing future demands. The study will follow the implementation of the ?trust reform? in the home care health services in Bergen municipality. Because of changes in home- care recipients medical needs and access to technological solutions, the task of home care employees are changing. They need to be able to use professional skills to assess the needs of each user at home visit. In order to make this possible, earlier control systems that define time and tasks will be abandoned, in favor of increased focus on trust and responsibility between leaders and employees. The trust reform, implemented in 2018, will bring about both structural and cultural changes in the municipality. The study will examine the reform process, content, context and outcome. Further it will provide new knowledge about organizational change in the health sector in particular, and in the public sector in general. In order to understand the complexity of change, the focus of the study will be on the change of roles and experiences of change for users, home care employees, line managers, management and politicians. The study also contributes to Nordic theory development in the field of ?trust-based leadership? and research on trust reform in Denmark and Sweden in particular. The study is qualitative and participant observation and in ? depth interviews with employees on multiple levels in the municipality will be used to collect data. Users will also be included in the study to understand the impact and experience of the trust reform, from the point of view of recipients of the care service. The study extends over three years.

Målet med studien er å bringe til veie kunnskap som Bergen kommune kan trekke på i møte med fremtidens behov for omstilling i kraft av endrede rammebetingelser innen helsesektoren spesielt, men i offentlig sektor generelt. Spesifikt vil studien bidra med kunnskap til utvikling av tillitsreformen slik den kommer til uttrykk i de hjemmebaserte tjenestene. Studien skal gi Bergen kommune innsikt til utvikling av ny, relevant og god praksis for ledelse og administrasjon av medarbeidere i de hjemmebaserte tjenestene, og bidra til å utvikle treffsikre, kunnskapsbaserte tjenester som tilfredsstiller innbyggernes behov. Problemstillingen for oppgaven er: Hvordan mobiliserer ledelsen til gjennomføring av endring under tillitsreformen, hvordan responderer og reagerer ansatte i de hjemmebaserte tjenestene på endringen og hvordan kan gjennomføring av reformen bidra til bedre tjenester for brukerne? For å forstå det komplekse samspillet av endringsprosesser som er i spill under innføring av tillitsreformen, vil studien inkludere flere nivåer i organisasjonen; utøvende førstelinje, teamledere, etatsledere og byrådet. Førstelinjen som «mottaker» av forandring spiller en særlig viktig rolle idet deres reaksjoner til endringen er av vesentlig betydning for forandringens suksess. Metoden vil hovedsakelig være kvalitativ, men vil støttes av metodetriangulering. Empirien og fenomenene skal lede vei, og omfang, utvalg og fokus tilpasses løpende studiens funn. Tentativt planlegges en survey i tre deler, fordelt på tre år, 40-50 dybdeintervju og deltakende observasjon i førstelinjen.
