Tjenesteutvikling og medborgerskap.

"Service Development and Citizenship" is a PhD project that will focus on how people with need for care can participate more in the development of the service offer they will receive. The municipality will create a new residence for young people with nee for care who live today with parents / relatives. The municipality has long experience of providing services in the form of environmental work in community, and it is a wish that this project will contribute to quality assurance that the municipality has an offer that safeguards the citizens in a good way. It is also essential that services take care of citizens' rights and needs by allowing themselves to participate in the design. The main objective of the project is to develop new practice through action research and gain new knowledge about what promotes good cooperation between the municipality and the recipients of services and their relatives. In order to achieve this, it is important that time is spent on planning together and that the different parties listen to each other. The new work practices that are being developed will eventually be put into use in the other municipalities in the municipality. The project builds on the need to strengthen development work in the municipality. There is a focus on competence development, quality development, innovation and the need for structured research and development work. The project will provide the organization with knowledge about living conditions and services for the disabled, and how the municipality can facilitate higher levels of citizenship, cooperation with relatives, volunteer use, greater self-esteem and coping with welfare technology, and more personalized services. Based on the knowledge gained during the doctoral thesis, new methods of service delivery are developed in the practice work, as well as changing forms of cooperation with relatives and volunteers.

Helt siden ansvarsreformen på 1990-tallet har det vært et velferds politisk mål i Norge at personer med utviklingshemming skal ha en likestilt tilværelse som andre (Meld. St. 8 (2022–2023); NOU 2016:17). Det å bestemme selv i eget liv er et menneskerettslig prinsipp, og grunnleggende for å bli sett som en medborger (Meld. St. 8 (2022–2023)). Selvbestemmelse handler om å kunne ta valg basert på egne preferanser, verdier og egen vilje og kan ikke avgrenses på grunn av funksjonsnedsettelse (FN, 2008; Meld. St. 8 (2022–2023)). Rettighetsutvalget (NOU 2016:17, 2016) fant at det er mangelfull kompetanse om selvbestemmelse i de kommunale tjenestene og at tjenestene er standardiserte (NOU 2016:17, 2016). Andre utfordringer er dårlig styring og kontroll med tjenesteutøvelsen og behov for mer medvirkning fra dem som skal motta tjenestene (Meld. St. 8 (2022–2023), s. 58). Personer med utviklingshemming får dermed ikke den hjelpen de har rett på og behov for til å leve et selvstendig liv (s. 57). Dette er en likestillings utfordring som fører til menneskerettighetsbrudd og at personenes iboende verdighet som mennesker ikke respekteres på grunn av funksjonshindring (NOU 2023:13). Kommunen opprettet et nytt bofellesskap for personer med utviklingshemming høsten 2019. Datainnsamlingen foregikk fra september 2019 til februar 2021, noe forsinket av Covid-19 pandemien. Inspirert av deltakende forskning brukte vi dialogkonferanser som metode i første fase. Her var målet å fremme beboernes perspektiv på hvordan de opplevde overgangen fra foreldrehjemmet til bofellesskapet. I andre fase benyttet vi fokusgruppe intervju med vignetter for å undersøke personalets erfaringer fra bofellesskapet. Prosjektet vil tilføre organisasjonen kunnskap om levekårene og tjenestene til personer med utviklingshemming, og hvordan kommunen kan tilrettelegge for høyere grad av medborgerskap, og mer individuelt tilpassede tjenester.
