Økosystembasert forvaltning - utvikling av fagsystemer og indikatorer for bærekraftig bruk av vassdrag og nedbørfelt

Land use alteration is among the main reasons for loss of habitat and thereby biodiversity, both worldwide as well as in Norway. The aim of this project is to develop and compare management tools, strategies and methods towards a more ecosystem-based and accurate management of Norwegian biodiversity, and deliver relevant results for several of the UN sustainability goals (such as e.g. 6 Sustainable water use, 15. Sustainable use of ecosystems). Accordingly, monitoring the state of the ecosystems by use of specific indicators will be crucial. The main focus in this project will be impacts from land use (physical modifications like hydropower impacts) on ecological status. Feasibility studies of various methods for ecostatus assessments in Norwegian catchments; mainly focusing on biotic and abiotic parameters sensitive to anthropogenic modifications as deviation from reference condition, will be carried out. Development of cost-effective indicators and processing techniques such as aerial photos and artificial intelligence (automated image interpretation) for alteration of habitats will be among the key deliverables. Comparability, interlinkage and exchange of good practice from assessment of ecological status in rivers (according to the principles of the EU Water Framework Directive) to terrestrial ecosystems (across the main ecosystems), will be part of this project. How important are ecostatus assessment versus governance structures for a sustainable use of ecosystems in comparable countries in Europe? In the first phase of this project, special emphasize have been on assessing the sustainability of hydropower in Norway, and whether additional mitigation measures and/or if change in management strategies are needed. In the last phase, a comparison of management practises related to ecological sustainability will also be done across various countries in Europe.

Prosjektet skal bidra til å videreutvikle fagsystemer og tilrettelegge forvaltningsverktøy til en mer økosystembasert og treffsikker forvaltning av norsk natur, slik Stortinget legger opp til gjennom handlingsplan for naturmangfold, og bidra til flere av FNs vedtatte bærekraftsmål. Resultatene fra dette prosjektet skal bidra inn i utvikling og testing av fagsystem for økologisk tilstandsvurdering, som på sikt skal bli grunnlaget for sektorovergripende forvaltningsmål for alle hovedøkosystemer. Prosjektet skal gjennomføres som et tverrfaglig samarbeid mellom NTNU, NINA og Miljødirektoratet. I tillegg vil ulike internasjonale eksperter fra forskning og forvaltning i relevante land bli invitert med på deler av aktivitetene, bl.a. for å høste erfaringer fra god forvaltningspraksis der økosystem-indikatorer har bidratt til bærekraftig utvikling. Det skal utvikles og testes metoder for bruk av fjernmålte og annen automatisert kartlegging og overvåking av økologisk data. Sentralt blir å tilrettelegge slike data til kostnadseffektive indikatorer og tiltaksmål for økologisk tilstand som kobler erfaring fra vannforvaltning, med tilsvarende behov innenfor terrestriske økosystem, der både målstruktur og metodikk er mindre utviklet. Prosjektet skal bidra til å utvikle og teste nye anvendelser av fjernmålte data, bl.a. gjennom GIS- modeller med kobling av ulike GEO-refererte data med nedbørfelts-eksempler for norske forhold. Prosjektet skal analysere og videreutvikle indikatorer for klassifisering av økologisk tilstand utfra menneskeskapte påvirkning; særlig arealbruk og fysiske endringer mens også andre forhold som virker på tvers av hovedøkosystemene. Dette skal forbedre muligheten for samlet vurdering og det resultatene skal legges til rette for aktuelle forvaltningsmål for ulike naturtyper. Forvaltningsmål skal utvikles/foreslås av forvaltningen og bestemmes av politikerne, men indikatorene for økologisk tilstand i fagsystemet skal måle om forvaltningsmålene nås.
