Demokratisk innovasjon i praksis: Forskning på medvirkning og legitimitet i kommunale beslutningsprosesser.

In what ways can we renew democracy to encourage as much support for this form of government as possible? New and alternative forms of involvement and participation are important themes in current international discussions on the state of democracy. The DEMOVATE project examines involvement in practice by inviting a random sample of citizens of Bergen to discuss and give advice to policymakers on select cases using Deliberative Polling. In cooperation with internationally leading researcher, the project studies democratic innovation and its effect on democratic legitimacy in Norwegian municipalities. Central research questions in the project consider who the participants are, how to organize the panel, and how politicians and administrators in the municipalities should follow up their advice. A key deliverable in the project is a handook in how to carry out a mini-public, targeted towards municipalities in Norway and others who are contemplating carrying out mini-public events. With support from the Research Council of Norway, DEMOVATE continues and formalizes an already existing collaboration regarding democratic innovation between the municipality of Bergen, NORCE -- Norwegian Research Centre, and the University of Bergen.

For første gang i Norge ble det gjennomført en deliberativ meningsmåling i samarbeid med Centre for Deliberative Democracy ved Stanford University. Resultatene fra arrangementet blir formelt gitt som høringsinnspill i de to sakene arrangementet dreide seg om, nemlig arealutvikling av det sentrale havneområdet Dokken i Bergen, samt hvordan Bergen kommune skal innrette bilfrie soner i kommunen. Et sentralt bidrag til praktisk lokaldemokratisk fornying er håndboken med tittelen "Hvordan gjennomføre borgerpanel", som ble publisert på avslutningsseminaret til prosjektet. Håndboken er ment å være en ressurs for kommuner i Norge og andre som ønsker å gjennomføre tilsvarende lokaldemokratiske tiltak der de bor. Den deliberative meningsmålingen var også del av et pågående samarbeid med Bergen kommune om medvirkning. Bergen kommune har søkt og blitt tatt opp i det nasjonale prosjektet "Lokaldemokrati i foregangskommuner", hvor kommunen bl.a. jobber med å sikre en helhetlig tilnærming til og organisering av det lokaldemokratifaglige arbeidet. Forskerne i prosjektet evaluerer nå andre satsingskommuners innsats for medvirkning i sine kommuner. Den deliberative meningsmålingen i Bergen banet også vei for akademisk samarbeid mellom Norce og Stanford University om videre forskning på medvirkning og opinionsdannelse.

Legitimacy is crucial for the functioning of democracy. Yet in the current debate concerns about legitimacy are widespread. Particularly because decisions about conflicting interests will always leave behind winners and losers. A suggested solution to this dilemma is the institutionalization of participatory processes. This requires first and foremost a strong linkage between knowledge gained from scientific research and political practice to test abstract ideas in the real world. The core aim to be addressed in the DEMOVATE project is to establish a well-functioning, legitimate, and politically relevant Byborgerpanel in the municipality of Bergen that can serve as a model for other municipalities in Norway.
