How can we facilitate more social engagment among citizens? This has been the focus of researchers, municipalities, voluntary centrals (frivilligsentraler) and social entrepreneurs in the research project MEDSAM - models for citizen co-creation. The last few years, co-creation has been launched as a possible solution to welfare challenges in the Nordic countries. In Denmark, the term "Municipality 3.0" signals a trend towards a stronger focus on facilitating active citizenship where inhabitants take on a larger part in the welfare production. But how do we do this in practice? Across three years, Arendal municipality has committed to this task along with Voss, Steinkjer, Levanger, Oslo, Aarhus, Sønderborg, Friskus, and Norges Frivilligsentraler. "Co-creation has become a buzzword and an ideology, but it is important to realize that it both ofers new opportunities and challenges for the municipalities", says project leader Eugene Guribye at NORCE Norwegian Research Centre. Consequently, the team set out to find out how to secure a democratic approach to co-creation by involving a broad layer of citizens. This can be a time-consuming task. "Co-creation also challenges the barriers between service areas", Guribye adds. His colleagues at the Western Norway University of Applied Sciences, the Centre for Care Research, Trøndelag Research and Development, and MarselisborgCentret found that it creates engagement among citizens when the municipalities invite to co-creation, but they also become frustrated when they deal with other parts of the municipalities that may not be as oriented towards co-creation with citizens. The co-creation process warrants a great deal of flexibility on part of the facilitators, and is difficult to streamline or plan in detail ahead. Rather, the researchers found that the work requires competence in dealing with unforeseen events, going back and reevaluating the state of things, and making smart adjustments according to needs that arise along the way. The researchers emphasize that even though there are efforts to establish equilibrium between the municipality and other actors, the former has another set of resources and prerequisites for the work than the voluntary citizens involved. "The municipality does a lot of invisible work which would have been to demanding tasks for the volunteers", Guribye says. "It is important to understand that this inherent inbalance between the municipality and the citizens in the co-creation is not a liability, but rather a resource in itself. It is fully possible to still let the citizens participate as actively as their capacity allows". One of the case studies focuses on the great engagement for Beach-cleanups in the population. "The engagement is both bottom-up and top-down at the same time, with a risk for a strong instrumental perception of the role of volunteers", Guribye explains. Therefore, he proposes a more strict distinction between areas that have to be cleaned by Professionals, and a more self-organized system to facilitate voluntary cleanups. This includes solutions for transport of the plastic Waste, stations with bags and Equipment for cleanups, and digital apps which makes it easy to see where there is a need to clean. The researchers have also investigated the role of the volunteer centrals (Frivilligsentralene) in co-creation, and have conducted a major survey among all the centrals in Norway. The results suggest that the Centrals want to take a role as a node between municipalities, organizations and Citizens, but have Limited capacity since they also organize their own activities. The fact that many Centrals recruit volunteers for the municipalities and thereby enter into competition with other organizations, as well as the fact that other Centrals are owned by large organizations also contribute to create Challenges related to the building of trust in the local community. The involved partners in the project contribute to a considerable learning network, with exchange of experiences between the partners. During the first half a year, partners have had the opportunity to meet in Kristiansand, Levanger and Denmark, where they have challenged, engaged and learned from eachother. Since the Covid-19 outbreak, Meetings have largely been digital. "We may have underestimated this learning network when we planned the project", admits Guribye. "It takes a lot of work to facilitate co-creation between the partners in this way, but it also makes us capable of reflecting upon common challenges and opportunities to a higher degree than expected".

Den overordnete ideen er å utvikle modeller for samskaping mellom kommuner og innbyggere for å sikre bærekraftige velferdsløsninger i et langsiktig perspektiv. Myndighetene har rettet fokus mot sivilsamfunnets rolle i samskaping med det offentlige, og det har vært kunnskaps- og metodeutvikling relatert til samskaping mellom det offentlige og frivillige organisasjoner. Innovasjonen i dette prosjektet er å ta dette et skritt videre og utvikle medborgerskap gjennom redskap og metodikker for samskaping mellom kommunen og de enkelte innbyggerne. Dette gjelder viktige lokalsamfunnsressurser i form av både den store gruppen av ad-hoc frivillige utenfor organisasjonene, og grupper som tradisjonelt er underrepresentert i frivillighet. Det vil etableres et læringsnettverk bestående av 5 norske og 2 danske kommuner, 6 forskningsmiljøer, Norges Frivilligsentraler og den teknologiske samskapingsinnovatøren Friskus AS. Det vil være arbeidspakker på tvers av kommunene; én med fokus på frivilligsentralene; og én som vil fasilitere samarbeid på tvers av samtlige partnere gjennom kreative workshops, erfaringsutveksling, læringsnettverk, bilaterale møter, diskusjon av forskningsfunn, kompetanseutviklingsprogram og utvikling av overførbare modeller for medborgersamskaping. Sentrale problemstillinger er: 1) Hvordan kan man etablere bredt inkluderende møteplasser og kommunikasjonssystemer som fasiliterer medborgersamskaping? 2) Hvordan kan man skape medvirkningsprosesser der innbyggeres ressurser og kunnskap trekkes inn på et tidligere tidspunkt? 3) Hvordan kan man fremme engasjement og motivasjon til samskaping og aktivt medborgerskap hos et bredt lag av innbyggerne? 4) Hva slags rolle kan frivilligsentralene ha i slike samskapingsprosesser? 5) Hva slags medarbeider- og ledelseskompetanse er det behov for i kommunene for å fasilitere samskaping med innbyggere? Modellene som utvikles skal danne grunnlag for medborgersamskaping som en grunnleggende tilnærming i kommunen(e)s arbeid.
