The UPSKILL project has been an ambitious venture with the aim of creating a global network platform that connects individuals, businesses and learning providers, and which ensures automatic broad mapping of competence regardless of industry. With this, the project addressed a central societal problem; that a lack of insight into individuals' actual competencies and insight into the competencies needed in organizations creates challenges in several contexts. Examples of challenges are expensive hiring processes, hiring and appointing the "wrong people", insufficient ability to reorganize employees, insufficient insight into the best direction for the organisation's and individuals' competence development, insufficient ability to identify new relevant areas of expertise, and challenges in determining relevant content in courses, learning materials and other forms of professional development. The UPSKILL project started by developing methodologies and software tools to meet the needs of a global market across various industries and sectors. Along the way, the focus of the project was pinpointed towards the education and training sector. In the project, comprehensive competence frameworks have been used. The frameworks include opportunities to assess individuals' existing competence in relation to different job types and professional development levels, as well as their aspirations, needs and priorities when it comes to further learning and skills development. Furthermore, functionality has been developed that enables the matching of individual needs and priorities with relevant learning opportunities offered by organizations and learning providers. The learning opportunities include, for example, instructor-led classroom courses, instructor-led or self-paced online courses, blended courses (some physical and some online sessions), micro-learning courses and stand-alone (static or interactive) learning resources. The matching uses a large number of criteria (in the form of metadata properties and taxonomies) which are matched to the greatest extent possible between the individuals, the organizations and the learning opportunities. Right from the start, the project has had a strong focus on ethics and privacy, particularly in relation to algorithms and artificial intelligence (machine learning techniques) developed and used in the project. The UPSKILL project has thus developed a platform that makes it possible to connect individual needs and priorities with relevant learning opportunities offered by organizations and learning providers. This provides a more tailored approach to skills management and professional competency development, where the needs of individuals and organizations' offers (and objectives) can be met in a more efficient way. The resulting solution has been piloted in a large organization with close to 50,000 teachers and administrative staff in Southeast Asia. This has been a unique opportunity to test and adapt the solution in a real context, and with very promising results. We strongly believe that the results from UPSKILL will help to shape the competence management systems of the future.

Prosjektet har viktige resultater for kompetanseutvikling, særlig i undervisningssektoren. Med dette har prosjektet skapt følgende virkninger og effekter: - Enklere, effektive, dynamiske og mer treffsikre verktøy for kartlegging av kompetanse hos individer. - Enklere deteksjon av læringsbehov (kompetansegap) hos individer. - Behovsanalyser til læringstilbydere og virksomheter. - Potensial for enklere omstillingsprosesser hos individer, læringstilbydere og virksomheter. Prosjektet muliggjør mer treffsikker utvikling av kompetanse og vil med dette kunne bidra til å redusere arbeidsledighet, øke inntekter og bedre levestandard. Med dette vil prosjektresultatet bidra til bærekraftig utvikling i tråd med FNs bærekraftsmål om «God utdanning» og «Anstendig arbeid og økonomisk vekst».

Mangelfull innsikt i individers faktiske kompetanse og virksomheters reelle kompetansebehov skaper utfordringer i mange sammenhenger. Eksempler på utfordringer er kostbare ansettelsesprosesser, feilansettelser, mangelfull evne til omstilling av ansatte, mangelfull innsikt i beste retning for egen kompetanseutvikling og utfordringer ved å bestemme relevant innhold i kurs, læringsmateriell og etterutdanning. Formålet med prosjektet er å introdusere en global nettverksplattform som knytter sammen individer, virksomheter og læringstilbydere, og som sørger for automatisk bred kartlegging av kompetanse uavhengig av bransje. Ved å utvikle metoder for automatisk identifisering og klassifisering av kompetanse, skal vi analysere forskjellen mellom individers faktiske kompetanse og virksomheters reelle behov. Dette skal resultere i en mer optimal matching av individer, virksomheter og læringstilbydere og derved en bedret funksjon i det totale kompetansemarkedet. For å oppnå en fungerende nettverksplattform av verdi for både individer, virksomheter og læringstilbydere er det avgjørende at vi i prosjektet skaper en ny infrastruktur for dynamisk og storskala etablering av kompetansevektorer og matching. Dette innebærer FoU-utfordringer ved å utvikle effektive metoder for å 1) generere en representasjon av et individs kompetanse, 2) kartlegge faktisk kompetansebehov for å utføre en gitt funksjon, og 3) matche tilgjengelig kompetanse med en virksomhets reelle kompetansebehov. Metodene skal være kommersielt anvendbare, robuste, selvlærende og bransjeuavhengige, noe som både øker prosjektets kompleksitet og originalitet. For å løse nevnte utfordringer har vi etablert et solid samarbeid med ledende forskere innen maskinlæring, kompetanseprofilering, samt etikk og personvern. Inntektsstrømmen som resultat av prosjektet vil være salg av lisenser fortrinnsvis til store bedrifter (over 1000 ansatte) i markedene Skandinavia, øvrige Europa og Sørøst-Asia.
