The government has a vision of creating "the patient's health service" where the patient's priorities are respected, waiting times are reduced and the quality raised. Today, the municipalities lack good enough tools to achieve this. In the project BESLUTT, we will develop decision support for managers at various levels in the health and care services through digital surfaces that provide real-time insight into the operating situation, quality indicators and insight into expected resource needs.
Partners in the project are the municipalities Lørenskog, Horten and Skien and the company Imatis AS. Research partners are SINTEF and the University of Oslo.
The three municipalities have experience with the use of information boards where structured information is used by employees to support daily work processes around the individual users of health and care services, and for interaction between employees and between different organizational units. With BESLUTT, we will work with information that is made available through the use of these tools and establish new digital surfaces that give managers at different levels better insight into the here and now situation, and better opportunity to plan resource needs and future actions.
To achieve this, we need a structured and research-based approach in close cooperation with the day-to-day work in the municipalities that provides increased knowledge about interaction, management and user experiences. We need to get an understanding of which information the managers at various levels need, what information is available, or can be made available by organizing work and interaction in new ways, and what information can be aggregated to provide relevant management data. Furthermore, we must find out what are relevant key performance indicators for good operation.
The work in the municipalities has been taken further by initiating planning and training processes, and a first phase with the development of service operations and applications. Several of the operations concern decision support for follow-up of Covid-19.
In 2021, Lørenskog municipality has designed data and information flow in the Imatis boards. A lot of effort has been made of describing work and interaction routines and creating the basis for dashboards and measurement indicators. Skien municipality has developed the first steps of a system for patient flow between hospitals and the health units in the municipality for better utilization of professional competence, an overview in real time of patients' needs, capacity utilization and a system for overview between health personnel. Horten municipality has worked with standardized service processes with a set of measures and assessments adapted to the various processes. Imatis has continued applications that are becoming a part of IMATIS v6.2 delivered to several municipalities. Emphasis has also been placed on internal training of employees in all municipalities. The municipalities have presented preliminary results from the projects in a workshop arranged by SINTEF, 21. October 2021. User-oriented dissemination to other municipalities has also been carried out during 2021. SINTEF has collected data and participated in meetings and workshops with the three municipalities. The University of Oslo has participated in some meetings and Imatis has worked with the municipalities in designing applications and using the boards.

Regjeringen har en visjon om å skape "Pasientens helsetjeneste" der pasienten skal settes i sentrum, ventetider skal ned og kvaliteten skal heves. I dag mangler vi gode nok verktøy til å oppnå dette. I prosjektet BESLUTT skal vi utvikle beslutningsstøtte for ledere på ulike nivå i helse- og omsorgstjenestene gjennom digitale flater som gir sanntids innsikt i driftssituasjon, kvalitetsindikatorer og forventet ressursbehov både innad i den enkelte virksomhet (f.eks. hjemmetjeneste, sykehjem, utredningskontor) og ved overføringer mellom virksomhetene.
Med BESLUTT skal vi ta utgangspunkt i informasjon som blir tilgjengeliggjort gjennom bruk av samhandlingsverktøy som kan formes etter våre behov og etablere nye digitale flater for bedre ledelse og bedre oversikt for den enkelte ansatte. For å få til dette trenger vi en strukturert og forskningsbasert tilnærming som gir økt kunnskap om samhandling, ledelse og brukeropplevelser.
Innovasjonen i BESLUTT innebærer at informasjon brukt til oversikt og samhandling ikke lenger bare lagres, men blir tatt aktivt i bruk for å forstå nåsituasjon og trender og kunne forutsi fremtidige behov og gi bedre ledelse, ikke bare innad i en enhet, men i hele helse- og omsorgsorganisasjonen. Informasjonen i arbeidsflatene skal aggregeres fra informasjon som de brukernære ansatte kontinuerlig innhenter og benytter til egen oversikt over sine respektive brukere, og skal gi forenklet oversikt, rapportering og samhandling.
Vi må forstå hvilken informasjon som er tilgjengelig, eller kan gjøres tilgjengelig ved å organisere arbeid og samhandling nye måter, og hvilken informasjon som kan aggregeres til å gi relevante styringsdata. Videre må vi finne ut hva som er relevante måleindikatorer for god drift. Det er nødvendig med forskning innen to hovedområder; a) informasjonsinnhenting, -deling og kommunikasjon, og b) informasjonsbruk for utøvelse av ledelse.
