HELSEVEL-Gode og effektive helse-, omsorgs- og velferdstjenester

The majority of our citizens regularly meet with municipal health- and care services throughout their lives. Data registered here can give us valuable insight into the health status and development in our population. The municipalities are pivotal in public health issues and must base their services on the best attainable knowledge of the population. This is also an important knowledge base for research that uses health data. In most municipalities in Norway however, such data are fragmented in many different back-end systems, which places restrictions on exporting, processing and using the data. These data are thus difficult to access for public health management and Research purposes. To face this challenge, 11 municipalities will in this project work together with leading research groups at a regional and national level, within public health, health registries and research data. Public health data are sensitive, thus privacy and data protection are a centrepiece. The Norwegian Centre for Research Data has developed technology for showing data in an anonymisation interface with embedded privacy protection. This solution is open, so that the user can process, merge and analyse data without being able to access the data itself. The municipalities and the researchers in this project work together to develop, adapt and make available data and public health indicators using this technology, in interfaces adapted to different end users: municipalities, researchers and the citizens. The research activities in the project will ensure: the validity of the data content, that public health indicators have sufficient quality and precision, and that the knowledge produced is relevant and implemented. The project has developed and established a method and process for treating data, which will be used to create data dashboards for the municipality, and exported to NSD?s platform for analyzing data for purposes of research, Microdata 2. In addition to the survey in Bergen municipality, surveys are also finished in the municipalities of Alver og Bjørnafjorden. New interviews and investigations are to be executed in Bergen, based on the initial results. NIPH are working with data for publishing, but there are challenges with access and regulations of privacy connected to the data.

Formålet med prosjektet er at forskere og kommunene kan ta i bruk produksjonsdata fra kommunenes helse- og omsorgstjenester til forskning og til styring på en enklere og mer effektiv måte. Dette oppnår vi gjennom å utvikle en innovativ modell for enkel tilgang til kvalitetssikrede rutinedata med personvern integrert. Sammen skal forskningsmiljøene i prosjektet utvikle gode forskningsbaserte folkehelseindikatorer. Kommunene vil utvikle bedre tiltak både basert på dataene direkte, på folkehelseindikatorene og på forskning generert fra dataene. Modellen bygger på en teknisk løsning, hvor data og indikatorer er behandlet med en anonymiserende teknologi. Data og indikatorer vil da presenteres i webgrensesnitt som brukertilpasset for forskere, kommuner og innbyggere. Slik teknologi er aldri før tatt i bruk på produksjonsdata fra kommunene, og vi ønsker med dette å gjøre tilgjengelig gode data om barn og unge som er lite utnyttet, slik at forskningsmiljøene og kommunen jobber sammen for å utvikle gode og hensiktsmessige folkehelsetiltak. Innovasjonen vil vesentlig forenkle tilgangen på persondata, slik at en både vil spare tid og kostnader. Samtidig legger den til rette for økt forskningsaktivitet og kvalitetssikret utviklingsarbeid som vil ligge til grunn for kommunenes innretning av folkehelsearbeidet. I tillegg til den faktiske implementeringen, vil prosjektet skrive en rapport med anbefalinger om hvordan modellen kan tas i bruk i andre kommuner og med andre forsknings- og analysedata. FoU-utfordringene som vil løses i prosjektet er knyttet til kvalitetssikring av data, brukerbehov, hvilke indikatorer som kan utvikles og hvordan dataene kan informere kommunens organisering og utvikling av tjenester på en god og effektiv måte. Modellen skal være generisk og kunne nyttiggjøres på flere fagområder og i flere kommuner flere kommuner. I prosjektet vil vi utvikle modellen med folkehelse og barn og unge som faglig rammeverk.
