Samarbeid om opplæring for minoritetsspråklige unge og unge voksne

The target group for this project is youth and young adults with minority background who have recently arrived in Norway. The project explores innovative and new training forms, and new ways of organizing and facilitating training for this group. Key words are holistic thinking, collaboration across agency and administrative levels, and differentiation and tailoring. This is the background for several innovation projects in Trøndelag at the intersection of adult education, upper secondary education and working life. This project will examine the collaborative initiatives for youth and young adults at Trondheim Adult Education Center and four upper secondary schools in Trondheim, as well as secondary schools in two smaller municipalities north in Trøndelag. The project is divided into three subprojects: 1. Training program for minority youth in upper secondary schools in Trondheim 2. Minority students in need of more counseling /career guidance, and longer and more work-oriented training courses. 3. Comparison of training measures between municipalities in Trøndelag. The overall goal of the project is to enhance the integration of youth and young adults with a minority background through more targeted, individualized and holistic training. At the individual level, the project will contribute to: better Norwegian skills and schooling/training results, more targeted career guidance to enable more accurate education and career choices, and develop sustainable social networks for the youth/young adults and prevent exclusion and marginalization At a system level, the project will contribute to development of new organizational solutions, closer collaboration between adult education and high schools, development of a larger range of measures in the transitions from school to working life, cooperation between the different agencies involved in the minority student's educational situation and an increased understanding of immigrants as a resource.

Trondheim kommune og Trøndelag fylkeskommune har i flere år arbeidet for å utvikle et mer helhetlig og mer tilpasset opplæringstilbud til ungdom og unge voksne med minoritetsbakgrunn. Det er gjennomført små og store prosjekter for å møte elevgruppas varierende behov. Eksempler er egne alfabetiseringsklasser, egne ungdomsgrupper for elever som tar grunnskoleopplæring som voksenopplæring, ulike typer innføringstilbud i videregående skole og tilbud om pedagogisk rehabilitering for elever med traumebakgrunn. Det har også vært samarbeidsprosjekter mellom kommunen og fylkeskommunen for å tilby minoritetselever et tilpasset fagopplæringstilbud. I tillegg til dette har det i flere år vært et tett samarbeid mellom Trondheim voksenopplæringssenter, Kvalifiseringssenteret for innvandrere, Flyktningtjeneste og NAV for å gi eleven et helhetlig tilbud. De fleste av prosjektene har vært vellykkede, men hovedproblem har vært at mange av prosjektene har vært kortvarige og har hatt lite fokus på systemutvikling og varige organisatoriske løsninger. Trondheim kommune og Trøndelag fylkeskommune har nå utviklet en samarbeidsmodell for opplæring av denne målgruppa - med utprøving av grunnskoleopplæring i videregående skole, mer målrettet karriereveiledning og et tettere samarbeid mellom skole og bedrift. Dette prosjektet vil ha et helhetlig fokus på opplæringstilbudet til unge/unge voksne med minoritetsbakgrunn. På individnivå handler det om å se hele eleven – om språk, fag, helse og sosial situasjon. På systemnivå handler det om organisering, samarbeid og faglig tilrettelegging. Vi vil fokusere på to innovasjonsprosjekter: MinoUng og Lange løp. Det første er et samarbeid mellom Trondheim voksenopplæringssenter og fire videregående skoler i Trondheim. Det andre er et samarbeidsprosjekt mellom voksenopplæring, videregående opplæring, NAV og arbeidsliv. Tredje del er et komparativt prosjektet der vi studere opplæringstilbudet i kommuner med ulike størrelse i Trøndelag.
