Smart transport i distriktene – effektiv samkjøring av vare- og persontransport

Rural areas are less sustainable and attractive for both citizens and businesses due to inadequate transport offerings. A main challenge is offering an effective transport system that provides good transport services to everyone, while at the same time keeping financial and environmental costs low. This is especially difficult in sparsely populated rural areas with large distances and limited transport resources. The innovation project "Smart transport in rural areas" has developed tools and services for Mobility-as-a-Service, specially tailored for sparsely populated rural areas. It has been developed a holistic system for transport planning that dynamically coordinates transport of people and goods to make the most of transport resources. The system consists of: - tools that calculate cost indicators, utilisation of resources, travel and waiting time - a simulator that suggests changes in transport resources and transport offerings, and calculates indicators for change scenarios - services and applications that connect transport needs and offers in a customer friendly, dynamic and optimal way. Several tools for planning and booking trips have been developed. Frem is a travel planning service aiming to stimulate social interaction among users and decrease social isolation among elderly living in rural areas. TiD is an app for car sharing and small package delivery for neighbours. STD for elderly makes it easier for elderly to participate in different activities by planning car sharing. STD-planner is a tool helping transport operators in their daily work. The tool receives orders and transport fleet information in real time and proposes optimized travel routes according to the chosen Key Performance Indicators (KPIs). KPIs can, for example, be travel time, waiting time, drivers' workload, environmental and monetary costs. The operator can both prioritize different KPIs and explore the effects of different transport solutions on them. These tools can be useful in further development of MaaS solutions in Innlandet and in other rural areas. The project has also revealed that there are obstacles related to, among other things, privacy and physical conditions when planning transport sharing of different groups of passengers and, for example, biomedical tests. There are also legal and regulatory barriers to the utilization of various available transport resources. For example, someone who transport passengers for a fee must have a license, and a car registered as a touring car or taxi, with an associated taximeter. A novel simulator for real-time planning ? STD-simulator ? that supports decision makers in exploring different combinations of transport resources and offerings has also been developed. It has been tested on historical data for transport of biomedical samples and patient transport. A simulation of patient transport shows a potential for cost reduction up to 59% and at least 18% CO2 emission reduction. A similar simulation with the transport of biomedical samples showed that the current use external carriers will be significantly cheaper to operate than using own vehicles. Both cases illustrate the usefulness of tools for quantitative, detailed analysis of transport, such as the STD-simulator. They can be used for strategic and tactical planning of transport, as well as investigation and comparison of current and future scenarios. The project has been a collaboration between Innlandstrafikk, Folldal kommune, Sykehuset Innlandet, EnTur and SINTEF. It started in April 2019 and ended in April 2022.

Resultatene fra prosjektet kan gi forbedringer innen transport på flere områder: utførelse, operativ planlegging, taktisk planlegging og forvaltning. Erfaring med STD-planlegger viser nyttige forbedringsmuligheter for verktøyet Innlandtrafikks Kundesenteret benytter i dag. Dette kan benyttes i videreutvikling av verktøyet i samarbeid med leverandør. Tjenester, og kanskje spesielt grensesnitt inn mot nye tjenester innenfor bestillingstransport som ble utviklet i prosjektet, ville være nyttig kunnskap som EnTur kan bringe videre i deres samarbeid om enkle, bærekraftige reiser. Evaluering av STD-simulator med Sykehuset Innlandet viser stor nytte av verktøy for kvantitative, detaljerte analyser av transport. Resultatene er generiske slik at de kan tilpasses øvrige deler av Distrikts-Norge. De vil bidra til målene fra Nasjonal transportplan 2018-2029 (Bedre framkommelighet for personer og gods i hele landet), til reduksjon av utslipp og FNs bærekraftsmål 13.

Dårlig transporttilbud gjør distriktene mindre bærekraftige og mindre attraktive både for næringsliv og befolkning. En hovedutfordring er å tilby et effektivt transportsystem som gir gode transporttjenester for alle, med lave kostnader og lav miljøbelastning. Dette er spesielt krevende i distriktene der avstandene er store og transportressursene begrenset. Rask utvikling innen intelligente transportsystemer (ITS), nye transportløsninger innen delingsøkonomi og innovative MaaS-konsepter muliggjør nye og bedre løsninger. Prosjektet "Smart transport i distriktene" (STD) gir innovasjon i form av nye tjenester og verktøy for transportplanlegging. Implementering vil kreve ny organisering av transportvirksomheten og nye forvaltningsprosesser. STD vil utvikle: - STD planlegger: Tjeneste som kobler transportbehov og tilbud på en kundevennlig, dynamisk, integrert og optimal måte. - STD overvåker: Lærer om transportbehov og beregner KPIer for kostnader, ressursutnyttelse, ventetid og reisetid - STD simulator: Foreslår endringer i transportressurser og tilbud og beregner kost/nytte for endringsscenarier Utviklingen baseres på programvare i bruk hos prosjekteier Innlandstrafikk, videreutvikling av Enturs reiseplanlegger og optimeringsprogramvare fra forskningspartner SINTEF. De vil utprøves i realistiske case fra brukerpartnerne Innlandstrafikk, Folldal kommune og Sykehuset Innlandet. Resultatene vi forventer legger grunnlaget for innovasjoner på nasjonalt og internasjonalt nivå: - MaaS tilpasset distriktene - Integrasjon av rutegående transport og bestillingstransport - Planleggingsverktøy som støtter samtransport av personer og varer - Menneske-sentrert tilnærming til design av optimeringsbaserte tjenester De vil medføre vesentlige forbedringer for prosjektpartnere og deres kunder og samarbeidspartnere.
