How to strengthen the Family Counselling Services work with family violence? Examining the violence, service needs and dilemmas of clients.

Addressing and preventing family violence is a socially and politically prioritized task. In 2018, the Norwegian Family Counselling Services (NFCS) met 54,000 families. In the same year, a preliminary survey was conducted among 400 therapists in the NFCS, under the auspices of the Norwegian Directorate for Children, Youth and Family Affairs (Bufdir). A total of 13,500 active client cases were reviewed nationwide. The results showed that in 24% of the client cases, family violence was one of the main issues in counseling. The violence in the active client cases varied to a great extent in frequency, severity, and whether the violence was in the past or ongoing. Addressing violence and clarifying the help- and security needs of those affected by family violence are crucial to providing safe, relevant and appropriate services. Based on this, the East Regional Office for Children, Youth and Family Affairs (Bufetat Region Øst) wishes to initiate two Ph.D. projects. The two Ph.D. projects will cooperate closely and will have a common main objective of providing more appropriate services to clients, where family violence is one of the main issues. This Ph.D. project will have a special focus on the violence, help needs and dilemmas of the clients. The project aims to contribute to practical and service-related knowledge. This through: 1. A national survey of the cases where violence is one of the main issues in the families' contact with the NFCS. 2. Developing and implementing a training program for therapists in a clarification and differentiation process in cases involving family violence. This project will examine the users' help and security needs and dilemmas in taking part in this clarification and differentiation process. The project will have a transformative approach, to strengthen the service's capacity to change and implement knowledge-based practices. To achieve this, both quantitative and qualitative methods will be used.

Forebygging og bekjempelse av familievold er en samfunnsmessig og politisk prioritert oppgave, både ut fra et kriminalitets, helse, likestilling- og oppvekstperspektiv. Føringer og innsats på området forsøker å ivareta å beskytte barna og arbeide for trygge oppvekstforhold, god helse og livskvalitet. Familievernet er en av tjenestene som har fått en framtredende rolle i hjelpearbeidet overfor denne målgruppa. En avklaring av hjelpe- og sikkerhetsbehovene for de berørte av familievold er avgjørende for å gi et trygt, relevant og forsvarlig tilbud. Med dette som utgangspunkt ønsker Bufetet region øst å igangsette to doktorgradsprosjekter som har som hovedmålsetning å bidra til at flere familier får et mer tilpasset hjelpetilbud utfra en bedre avklaring og differensieringsprosess i saker som omhandler familievold i familievernet. Prosjektene ønsker å bidra til praktisk og tjenesterelatert kunnskap som fremmer kunnskapsbasert praksis i organisasjonen. Det planlegges et fireårig samarbeidsprosjekt mellom Bufetet region øst, VID, NTNU, samt flere sterke kliniske miljøer og forskergrupper som arbeider med familievold, både nasjonalt og internasjonalt. Prosjektets problemstillinger vil utforskes både gjennom kvalitative og kvantitative forskningsmetoder. Familier, ansatte i familievernet, og aktører som familievernet samarbeider med blir sentrale medforskere gjennom prosessen. Prosjektet vil ha en transformativ inngang, med mål om å styrke tjenesten sin kapasitet til endring og implementering av kunnskapsbasert praksis både under og i etterkant av doktorgradsprosjektet. Økt forskerkompetanse i familievernet vil bidra til å tette gapet mellom praksis og akademia, samt styrke fagutviklingsarbeidet i familievernet og Bufetat i arbeidet med familievold.
